NOTICE IS HEREBY GIVEN THAT A MEETING OF THE PLAINS WARD COMMITTEE WILL BE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 9 JUNE 2009 COMMENCING AT 9.00 AM

Pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the Chairman is to call for late items to be accepted.

In the event of a late item, an explanation must be given as to why the item was not on the agenda and why discussion cannot be delayed for a subsequent meeting.

3. CONFIRMATION OF MINUTES

3.1 MEETING HELD ON TUESDAY 12 MAY 2009 (488098) 1-4

RECOMMENDATION

THAT the minutes of the meeting of the Plains Ward Committee held on Tuesday 12 May 2009 be taken as read and confirmed.

5. COMMUNITY SERVICES

5.1 COMMUNITY SERVICES MONTHLY REPORT (487322) (45KB) 5-25

The Community Services monthly report on activities is attached for the Committee’s consideration.

RECOMMENDATION

THAT the Community Services monthly report be received.

REQUESTS FOR FINANCIAL ASSISTANCE

The Plains Ward Committee has been allocated $3,200.00 for discretionary grants during 2008/09 financial year. A grant have been made to Ngatea Primary School ($80), leaving a balance of $3,120.00

There is one application for financial assistance this month.

HAURAKI PLAINS LIONESS CLUB (488109)

The secretary for the club writes advising that they are holding a ‘coffee and dessert’ night in the Ngatea War Memorial Hall on Saturday 6th June 2009. The purpose of the night is to raise funds for the Netball courts in Ngatea.

The club asks that Council waives the hall hire charge of $180.00.

RECOMMENDATION

THAT consideration be given to this request.

Barnardos Early Learning Centre

A letter has been received from the Barnardos Early Learning Centre requesting as per the lease agreement, permission from Council to build an extension to the existing car port.

RECOMMENDATION

THAT subject to approval from the Turua Hall & Domain, Council, as landlord, gives permission to the Barnardos Early Learning Centre to build an extension to the existing car port currently in place, once the necessary consents are received from Council.

SKATEPARK PROPOSAL (61KB)

Community Services staff has been conferring with a skate park designer and builder over the past months and have managed to obtain some brief detail of the type of facility that he has constructed for other communities and also a broad cost estimate for likely designs.

The proposals are subject to being adopted in the 2009/19 LTCCP later in June 2009.

Attached are three items of correspondence from Jason Parkes, who outlines his involvement with skateparks, and as said, broad cost estimate on a per square meter basis.

RECOMMENDATION

THAT Council engages Jason Parkes in early 2009/10 to design the skateboard park proposal for the Paeroa project in the first instance and then following examination of that design and associated cost estimate, the Plains and Waihi Wards can determine how they might proceed from that point.

6. GENERAL BUSINESS

6.1 AMENDMENT TO THE CONSOLIDATED BYLAW TO PROHIBIT HEAVY VEHICLE EXTENDED PARKING WITHIN THE PLAINS WARD URBAN AREAS (CR HARRIS) 475303) (37KB) 26-29

Attached is a report from the District Engineer and Roading Manager regarding the Consolidated Bylaw effecting heavy vehicle parking in the urban area of Ngatea.

RECOMMENDATION

THAT the report be received

THAT a proposal to amend Schedule 10B of Part 2 (Land Transport) of Hauraki District Council Consolidated Bylaw be approved as follows:

Schedule 10B : Delete "None determined by bylaw"

Add to Schedule 10B : "All Heavy Vehicles are prohibited from parking in all local roads in the urban areas of Ngatea, Kerepehi and Turua between the hours of 8:00 pm and 5:00 am, except Kohunui Street, Ngatea"

THAT if the amendment proceeds, the related enforcement duties be performed by Council’s contracted Enforcement Officer, duly authorised

THAT if the amendment proceeds, offenders be informed of the existence of the bylaw and its requirements and penalties, prior to imposition of the penalty provisions for subsequent offences.

6.2 NGATEA GREENWASTE DISPOSAL (CR HARRIS) (487314)(33KB) 30-32

Attached is a report from the Utilities Engineer, Utilities Manager and the District Engineer regarding the investigations into a proposed greenwaste facility in Ngatea.

RECOMMENDATION

THAT the report be received

AND THAT due to the high cost of a Greenwaste Transfer Station at Ngatea, it is recommended, that no further action is taken in this matter.
