MATTERS ARISING FROM THE MINUTES
Waihi Streetscape Project - Statues
The Chairman advised that the statue of the Rangatira would be completed in the next few weeks. Models of the statues of the children were being brought to Waihi for comment on Wednesday 7 March.
Speed Humps
It was noted that an interim report had been received from John Harris (Council Road Safety Co-ordinator) on "Safer Routes to Schools" had been received. A full report had yet to be received.
COMMUNITY SERVICES
COMMUNITY SERVICES MONTHLY REPORT (01.002.021)
The Community Services monthly report on activities was attached for the Committee’s consideration.

Morgan Park
A letter had been received from the Waihi Gold Mining Company regarding the installation of a "Wind Sock" at Morgan Park.
RESOLVED
THAT the offer of a Wind Sock be accepted and the Waihi Gold Mining Company thanked.

The Community Facilities Manager tabled two reports from Greg Reed (Arborist from Treescape) regarding the health of the Magnolia Grandiflora tree at Morgan Tree and the Plane Tree on the Consol Street Reserve.
Magnolia Tree
The report contained a recommendation that the tree should be pruned of dead and diseased wood, crossing and rubbing branches, reduce canopy from over clubrooms, tidy up stubs and reshape pruned branches. The tree should be fenced or ringed with bollards and mulched to improve soil condition.
RESOLVED
THAT the recommendation contained in the arborists report be adopted.

Plane Tree
The report on the Plane tree recommended that the tree was in decline and structurally unstable and a serious Health and Safety risk to the public, who use the park and Playcentre. For this reason the tree should be removed.
Whiritoa Skateboard Facility
The Community Facilities Manager advised that the hearing for the Whiritoa skateboard facility would be held at the Whiritoa Emergency Management Centre on March 16 2001. An Independent Commissioner had been employed to act on behalf of the consenting body.
There was considerable opposition to the facility being established and judging by the content within the submissions the community is very divided in opinion.
After discussion the Committee agreed that the process should carry on.
REQUEST FOR TEMPORARY ROAD CLOSURE (40.000.500)
A request had been received from the Thames Valley Car Club Inc for consent to close Golden Valley Road, Waihi for the purpose of an event organised by them on Sunday 22 April 2001.
RESOLVED
THAT it be recommended to Council as follows:
THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Golden Valley Road, Waihi on Sunday 22 April 2001, between the hours of 10am and 5pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:1. That no objections to the closure are received, which are upheld by Council
2. That the organisers shall be responsible for all costs associated with the events, including advertising.
3. That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
4. That ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
5. That the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
6. That the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 3 April 2001.
7. The organisers shall indemnify the Council from all or any claims arising from the road closure.
8. That signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
9. That only road tyres shall be used.
10. The road will be inspected before and after the event and any damage will be made good at the cost of the applicant.
11. That in the event of heavy rain the District Engineer, Hauraki District Council, shall cancel the approval.
The proposed closure will be advertised in the Hauraki Herald on 6 March (with objections closing 23 March 2001).

REQUESTS FOR FINANCIAL ASSISTANCE (20.030.002)
The Waihi Ward Committee presently has $5,000.00 left in their 2000/01 allocation.
Waihi Scout Troop
The Hauraki District Scout Leader has written to Council requesting financial support toward their Jamboree project. The jamboree will be held at Mystery Creek Hamilton from 29 December 2001 to 7 January 2002.
After discussion the Committee decided that the request be declined at this stage. It was noted that there may be other avenues of funding that could be looked into by the group.

CORPORATE SERVICES
FINANCIAL REPORT (01.001.025)
The financial report for the 7 months ended 31 January 2001 is attached for the Committee’s consideration.

ENGINEERING SERVICES
ROADING: MONTHLY REPORT (01.001.029)
The Roading Manager’s monthly report to the Works Committee is attached.

School Lane Road Upgrading (Waihi) (01.001.029)
The Roading Manager tabled a report on the School Lane Road upgrading in Waihi. The estimated cost for the project was $24,500. There was no budget within the current financial year to undertake the work. The work may be progressed as a non-subsidised project within the 2001/02 financial year.

THAT the report be received
AND THAT the project be included with the budget estimates as a non-subsidised project within 2001/02 financial year.

Cr Lockwood voted against the motion due to there being inadequate time for consultation.
The Roading Manager gave his assurance that consultation would be undertaken with those parties involved.
Silverton Road
The Roading Manager advised that due to parking problems at the Silverton Road Service Lane in Waihi it was recommended that "No Stopping At All Times" paint markings and signs be erected. The Police had been approached to help with the illegal parking problem.
UTILITIES: MONTHLY REPORT (01.001.028)
The Utilities Manager’s monthly report to the Works Committee was attached.

Waihi
Wrigley Street Water Main (43.603.101)
The Utilities Manager advised that the water mains along Margaret and Wrigley Streets were made of very early asbestos cement and have suffered considerable weakening of the pipe walls. With Wrigley Street being proposed to be upgraded this year it would be opportune to replace the water main at the same time. The estimated cost of the work is $15,000. This year’s mains replacement programme would fund this.
RESOLVED
THAT the Waihi Ward Committee supports the recommendation to the Works Committee that the water main along Wrigley Street be replaced at an estimated cost of $15,000.

GENERAL BUSINESS
WAIHI INFORMATION CENTRE (02.609.999)
Attached was a report from the Community Services Manager regarding the Waihi Information Centre, to be considered In conjunction with the 2001/2002 estimates.
There was concern that this would lock Council into further expenditure and it was questioned where the money would come from.
The General Manager advised that this had been put in to enable something to be put into the Annual Plan process. Funding would definitely have to be looked at. Council would need to decide whether it wanted to be involved in the provision of Information Services.
Public debate could not be had unless there was something in the Annual Plan to be discussed.
RESOLVED
THAT the Waihi Ward Committee includes in the draft Annual Plan an amount of $55,000 for the operation of a Visitor Information Centre and requests Council includes a capital sum of $100,000 for the development of an appropriate building to accommodate the Centre.

TELECOM FREE CALLING AREAS
Cr Baker expressed concerns regarding Councils Free Calling area. It was suggested that it might be time for Council to look at extending the Telecom Free Calling area.

THAT a letter be written to Telecom requesting a wider free calling area.

The meeting adjourned at 5.05 pm and reconvened in the Hauraki Room at 5.06 pm.
2001/2001 Estimates
The Waihi Ward 2001/2002 estimates were circulated prior to the meeting.
The Planning & Environmental Services Manager presented his report on the estimates. Revised sets of estimates were tabled for consideration.
Members discussed the estimates on an activity-by-activity basis. Changes agreed during the discussion are included in the following were;
CEMETERY
It was noted that fees would need to be increased to meet the Funding Policy requirements.
EVENTS CENTRE
Members commented on the increased costs of Repairs & Maintenance
MORGAN PARK
Members noted the good general condition of this reserve during discussions on grass lengths
WHIRITOA RESERVES
The $3000 provided for Street Bins replacement was already provided elsewhere.
VERGE MOWING
Members confirmed that the level of service provided should not be reduced in achieving the budget provision.
CAPITAL WORKS
Goat Track Upgrade
It was noted that the upgrade would be completed in the 2000/2001 period.
Footpath Construction
The provision is to be increased to $47,000.
COMMUNITY ASSISTANCE
Art Centre & Museum
Concern was expressed to ensure that the provision provided was seen not just as a grant towards accommodation but that the value of the facility to the community was also recognised. It was agreed that additional grants could be made if appropriate.
Other Grants
To be increased to $4000
St. Johns Brigade
To be increased to $ 1000 or the rates applicable to the property, whichever is the lesser.
RESOLVED
THAT it be recommended to Council that the Waihi Ward 2001/2002 estimates as amended be approved and included in the 2001/2002 Draft Annual Plan.

A draft press release report on the mineshaft issue in Roycroft Street, Waihi was presented.
