The item was not on the agenda because the letter was received after agenda deadline.
Discussion on the item could not be delayed because time was of the essence to allow the walkway proposal to be progressed.

Whiritoa Sport & Recreation Reserve – Proposed Skate Ramp
The Community Facilities Manager informed the members that the skate ramp should be completed in 2 to 3 weeks time.
Playgrounds
One of the safety rails has been repaired and the other rail is to be finished by the weekend at Victoria Park. The ladders should be going into the boat and upgrading work is being completed.
RESOLVED
THAT Community Facilities Manager is to write a letter to the Waihi Lions thanking them for the work done at the playground.

Mrs Sylvia Francis of Waihi wrote outlining her concern about the lack of public swimming facilities in Waihi. This issue was discussed and it was considered that the population base was not large enough to justify a heated public swimming pool and would require an increase of rates to set a complex up.

THAT the correspondence be received
AND THAT the Community Services Manager write to Mrs Francis informing her that no action would be taken at this stage in developing a pool complex as it was considered this would place an unnecessary burden on rate payers.

Playground Safety
The Community Facilities Manager outlined the Safety Inspection Programme related to the minimum requirements for safety for playground equipment throughout the district and the requirement for trained inspectors to check that these standards are adhered to. At this stage, the inspections will be carried out by existing Council staff who have a base level of knowledge in this area. A benchmark safety audit was carried out at Victoria Park where the boat and rocket were found to be unsafe. Four options to determine the outcome of the play equipment at Victoria Park were discussed.
It was decided that Option 4 to remove the existing structure and replace it with a new rocket, complete with slide and re-open for use at a cost $15,000 was not acceptable.
RESOLVED
THAT the report be received
AND THAT the rocket in Victoria Park should have minimum repairs carried out to comply with safety standards as outlined in Option 3 of the report and to be re-opened for use before Christmas.

REQUEST FOR TEMPORARY CLOSURE OF ROAD [181263]
A request had been received from the Thames Valley Car Club Inc for consent to close Woodlands Road Waihi (2 kilometres from the end to the end) for the purpose of an event organised by them on Saturday 14 February 2004.
RESOLVED
THAT it be recommended to Council as follows:
AND THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Woodlands Road Waihi (2 kilometres from the end to the end on Saturday 14 February 2004, between the hours of 10:00am and 5:00pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:AND THAT no objections to the closure are received, which are upheld by CouncilAND THAT the organisers shall be responsible for all costs associated with the events, including advertising.AND THAT the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.AND THAT ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.AND THAT the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
AND THAT the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 10 December 2003.AND THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.
AND THAT signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.AND THAT only road tyres shall be used.
AND THAT road will be inspected before and after the event and any damage will be made good at the cost of the applicant.AND THAT in the event of heavy rain the District Engineer, Hauraki District Council, shall cancel the approval.
AND THAT the proposed closure will be advertised in the Hauraki Herald on 18 November (with objections closing 10 December 2003).

REQUEST FOR TEMPORARY CLOSURE OF ROAD (40.000.501
Go Waihi and Waihi Lions propose to have this years Christmas Parade on Saturday 13 December starting at 12:00 pm through to 12:45 pm. The parade will start from Moresby Avenue, Rosemont Road, turning left into Kenny Street, left into Mueller Street, then Seddon Street left at the intersection with Moresby Avenue, around Rosemont Road, Kenny Street, Mueller Street, Seddon Street turn right at the intersection before returning to Moresby Avenue.
RESOLVED
THAT it be recommended to Council as follows:
AND THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Moresby Avenue, Rosemont Road, Kenny Street, Mueller Street, Seddon Street Waihi on Saturday 13 December 2003, between the hour of 12:00pm and 12:45 Noon, for the purpose of a Christmas Parade event organised by Go Waihi and Waihi Lions, be given subject to the following conditions:
AND THAT the written consent of the NZ Police and Transit NZ is obtained and forwarded to Council and that any requirements the Police and Transit may have will be complied with.
AND THAT no objections to the closure are received, which are upheld by Council.
AND THAT the organisers shall be responsible for all costs associated with the events, including advertising.
AND THAT the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
AND THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.
AND THAT if at all possible the Parade receive a Police escort.
AND THAT the Parade is headed by a standard pilot vehicle or Police, and following at the end by a similar vehicle.
AND THAT the Parade shall be under the control of and accompanied by Marshals wearing high visibility jackets, and that radio communications shall be maintained at all times. Marshals shall also be positioned at every intersection along the route to ensure safe passage of the Parade.
AND THAT the Parade must be kept together and no ordinary vehicle allowed between the floats.
AND THAT prior to the start of the Parade, all those taking part are to be informed of these safety measures.
AND THAT the Order of St John Waihi and the Fire Service is to be notified of the Parade.
AND THAT the roads are to be cleared as quickly as practicable.
AND THAT public liability insurance is to be arranged to cover any claim that might arise from the Parade. A copy to be supplied to Council by 29 November 2003.
AND THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.
AND THAT written confirmation of compliance with the above conditions is to be provided, by 29 November 2003.

REQUEST FOR TEMPORARY ROAD CLOSURE OF STREET
A request has been received from Go Waihi for consent from the Waihi Ward Committee to close Seddon Street from the roundabout at Moresby Avenue to Gilmour Street for the purposes of the Rock ‘n’ Shop Festival 2004 on Friday the 9th of January 2004.
The application has been copied to the Council’s Roading Manager and providing there is no objection, approval will be sought subject to compliance with the recommended conditions.
RESOLVEDTHAT it be recommended to Council as follows:AND THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Seddon Street, Waihi (from the Moresby Avenue roundabout to Gilmour Street) on Friday the 9th of January 2004 between the hours of 5:00pm and 11.00pm, for the purpose of the Rock ‘n’ Shop Festival 2003 be given subject to the following conditions:
AND THAT no objections to the closure are received, which are upheld by CouncilAND THAT Council’s Construction and Maintenance Unit shall carry out erection of signage and barricades. Please liase with Mr Mike Voykovich of the Paeroa office as soon as possible with regard to this matter. This is to include all necessary detour signs.
AND THAT the organisers shall be responsible for the provision of temporary rubbish containers, the emptying of all rubbish containers, replacement of plastic liners, and the removal of all rubbish, within the road closure area.AND THAT the organisers shall be responsible for sweeping roadside channels and picking up refuse from footpaths in the closed area and removal of all rubbish and sweepings.
AND THAT all the work covered by (2), (3) and (4) is to be completed to the satisfaction of the District Engineer, please contact the Roading Manager (Mr Gene Thomsen) at this office in regard to these requirements.AND THAT the organisers shall meet all costs, including advertising costs.
AND THAT the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 29 November 2003.AND THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.
AND THAT the written consent of the Traffic Division of NZ Police shall be obtained and any conditions shall be complied with. The consent shall be forwarded to Council by 29 November 2003.

Seal Extension Strategy Review
Submitted for the members’ information was a presentation that introduced a workshop proposed to prioritorise the unsealed roads (Appendix 2). Each Ward was invited to assess the ranking for the roads in their area
. The results would be considered on a district wide basis with the details set out in the spread sheet in Appendix 2. The workshop should be held in mid November.RESOLVED
THAT the Roading Manager is to organise the Seal Extension Strategy Review Workshop and confirm the date and time to members.

Report of potholes in Kenny Street·
Two street name signs on Silverton Road, need repair·
Compulsory stop at Rosemont Rd/Kenny Street only one sign on site check requirement·
Cnr Victoria Street and Bradford Streets give way sign pulled outThere was a question of who is responsible for potholes on driveways. The Roading Manager informed the members that entrance ways are not the responsibility of the Council but are the responsibility of the private home owner to maintain.
Seal Extension Programme
There was a discussion on attached table (Appendix 2) Seal Extension Strategy. Cr Hayden requested that road names be updated. The Roading Manager explained that the shaded area is our current programme (
Council is in the 4th year of the 5 year strategy). Waihi members to mark down priority of roads for sealing and get together to discuss which roads are urgent.Cr Wightman pointed out that the Ngatitangata Road residents would like to see the road widened. Improvements can be done at any time as funds permit under the Transfund category for Minor Safety Improvements or Major Drainage Improvements, they would have to be done before or in conjunction with construction work. It was proposed that the Roading Manager and District Engineer discuss the safety improvement work for Ngatitangata Road .
The District Engineer advised that the workshop was planned for 11.30am after the Works Committee meeting on 13/11/03.
Ngatea Walkway Lighting and Fencing
A letter has been received from the Foundation for the Blind to provide lighting and edge delineation to the walkway that joins Hayward Road to SH2. There was a discussion on the construction of the streetlighting and footpath delineation and how both should be constructed appropriately to assist the mobility of the blind.
RESOLVED
THAT the streetlighting and footpath delineation project be approved for construction with the delineation being limited to areas where the path changes in direction.

Waihi Walkways Inc – Proposed Riverbank Terrace Walkway
A letter was received from Waihi Walkways Inc. requesting a meeting be arranged to meet with members of the Waihi Ward Committee, preferably before 14 November 2003, to discuss the letter and the approval Hauraki District Council previously gave for the Riverbank Terrace section of the walkway and to resolve any perceived problem HDC has with this matter.
RESOLVED
THAT the late item be accepted.
AND THAT members meet with Waihi Walkways Inc on Friday, 7 November at 9.00am at the Waihi Office
AND THAT notification confirming this meeting be sent out to inform Waihi Walkways Inc.
