MINUTES OF A MEETING OF THE WAIHI WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON MONDAY 6 OCTOBER 2003 COMMENCING AT 3.30 PM

MATTERS ARISING FROM THE MINUTES

Maori Section at the Waihi Cemetery

The Community Facilities Manager has advised the Waihi Community Marae about the outcome of the recommendation. Cr Lockwood has also been contacted by the Secretary of the Waihi Community Marae expressing concerns about what was meant be public consultation.

Whiritoa Sport & Recreation Reserve – Proposed Skate Ramp

A contractor has been contracted to build the fence which is to be completed in November/December.

Request for Financial Assistance

The two dancers requesting financial assistance to represent Waihi at the National Jazz Novices Championship had not been notified of the grant. The General Manager would follow up on this.

 

COMMUNITY SERVICES

COMMUNITY FACILITIES MANAGERS MONTHLY REPORT (01.002.021)

The Community Facilities Managers monthly report on activities was attached for the Committee’s consideration.

Town Centre Gardens

Positive comments have been received about the Martha’s Courtyard lawn.

 

Letter of Appreciation

Attached is a letter of appreciation regarding the excellent maintenance at the Waihi Cemetery from Mr & Mrs A Weal.

Whiritoa Croquet Group

Cr Baker welcomed Mr G Davis from the Whiritoa Croquet group to the meeting.

The Community Facilities Manager explained that the Whiritoa Croquet group are requesting the Ward Committee fund the purchase of a self-drive mower. The Committee are not in favour of purchasing a mower as this could start a precedence across the Hauraki District. The Ward committee would consider making a grant to assist them with mowing the Croquet green.

Mr Davis commented that a standard mower should suffice as they are not a serious group. Their aim is to encourage the mixing of the old and young in Whiritoa.

RESOLVED

THAT the Waihi Ward Committee, make a grant of $300.00 to the Whiritoa Croquet Group to assist them with mowing the Whiritoa Croquet Green

Playgrounds

Following a Playground Safety Audit, two items of equipment – the rocket slide and the wooden boat in the Victoria Park Playground have been withdrawn from use.

The Community Facilities Manager explained that the ladder access on the wooden boat did not comply with the standards. The wooden boat was built to comply with the standards at the time, but this does not mean that it complies with today’s standards.

The problem with the Rocket was one of corrosion.

It was suggested that the Lions and/or Rotary be involved in bringing these items of equipment up to standard.

It was imperative that they are fixed as soon as possible.

RESOLVED

THAT the cost of the repair to the wooden boat and the rocket be investigated, and that they are repaired before Christmas.

AND THAT the Ward Committee is notified about the progress being made.

REPORTS FROM COMMITTEE MEMBERS ATTENDING COMMUNITY MEETINGS

Committee members reported on community meetings that they had attended.

Cr Wightman tabled a report on the activities of Go Waihi for the last month.

THAT the report be received.

Cr Wightman commented that Go Waihi has just had an extremely successful Goldfest week, despite the bad weather. Many groups are already planning for next year.

The Water Lily Gardens scooped the awards at the Hamilton Home and Garden Show

 

REQUESTS FOR FINANCIAL ASSISTANCE (20.030.002)

The Waihi Ward committee was allocated $4000.00 for discretionary grants for this financial year. Grants totalling $930.00 were made at the August and September Ward committee meetings, leaving a balance of $3070.00.

A letter has been received from the Waihi Police Youth Aid Constable advising of a "Blue Light" disco being run by the Police in conjunction with the Waihi Junior Netball Association fund raising in the Waihi Memorial Hall on Friday 19 September 2003. They request waiving of the $75 hall hire fee.

It was explained that organisations approach the Police to assist the Police in the running of a "Blue Light" disco as a way of fund raising. The Police need the assistance as they do not have the manpower required to safely run such an event.

AND THAT $75.00 be granted to the Police to assist with the "Blue Light" disco

ENGINEERING SERVICES

ROADING: MONTHLY REPORT (01.001.029)

The Roading Manager’s monthly report to the Works Committee was attached.

RESOLVED

THAT the report be received.

The Roading Manager was asked if work was planned to be done on Parakawai Quarry Road in conjunction with Carter Holt. The Roading Manager said that work is planned before Christmas.

2003/2004 Minor Safety Programme

The proposed projects for the Waihi Ward are improvements to the Old Tauranga Road Bridge and improvements to the Kenny Street/Silverton Road intersection

RESOLVED

THAT the Minor Safety Projects detailed in 11.1 above be approved subject to the estimates not exceeding the Transfund approved allocation.

WWC03/119 Morrison/Hayden CARRIED

Waihi Sewerage

The property at 1 Kensington Road Waihi is a residential sized section located within the residential zone. The current septic tank system has failed after 4 years of being installed and there is concern that the low lying wet condition of the disposal area is creating a health nuisance. To eliminate the nuisance a connection to the public sewerage system has been requested.

RESOLVED

THAT 1 Kensington Rd is offered a sewer connection for the rising main at the property boundary

AND THAT the connection from the nearest manhole to the boundary be at Councils’ cost estimated at $2,000

AND THAT this work be funded from the sewerage extension budget.

WWC03/121 Hayden/Morrison CARRIED

Waihi Stormwater

Seddon Ave

A portion of piped drain west of Baber Street has blocked and caused ponding of low areas of two sections off Seddon Avenue. CCTV investigation has revealed a collapse of the pipe and a section that has been covered with corrugated iron. It is suspected the line may be a steel drum type of construction.

The work to repair this problem with start in the next few days.
