ELECTION OF CHAIRPERSON

The Ward Committee was requested to elect a Chairperson. The Chief Executive called for nominations.

Cr Baker was nominated by Cr Carmine and seconded by Cr Wightman

There being no further nominations, Cr Baker was declared Chairperson and took the Chair.

ELECTION OF DEPUTY CHAIRPERSON

The Ward Committee was requested to elect a Deputy Chairperson. The Chairperson called for nominations.

Cr Hayden was nominated by Cr Carmine and seconded by Cr Wightman .

There being no further nominations, Cr Hayden was declared Deputy Chairperson.

Pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the Chairperson called for late items to be accepted.

COMMUNITY FACILITIES MANAGERS MONTHLY REPORT (01.002.021)

The Community Facilities Manager’s monthly report on activities was presented for the Committee’s consideration.

Morgan Park – Soccer Shed

The Community Services Manager presented a report regarding the upgrade of the Cricket Shed in Morgan Park. The members were updated on the events since the September Ward meeting. An agreement was sent out to the Waihi Association Football Club for the lease of the old Cricket Shed. However, before the agreement can be signed, there are a number of repairs that need to be carried out as the building does not have a current Code of Compliance. While a detailed estimate has not being prepared, it is likely that the cost of these repairs will be approximately $7,000.

Members commented that they considered the cost for the upgrade was expensive. In response to the concern regarding the cost, the Community Facilities Manager stated that due to the Cricket Club not fulfilling their obligation to upgrade the shed as agreed between them and Council, the shed is now in need of repair. It was advised that once the shed has been upgraded, it will be tenanted.

RESOLVED

THAT repairs to the old Cricket Shed in Morgan Park, as required by Council, be undertaken immediately

AND THAT funding for the repairs be provided from the Waihi Community Recreational Facilities Development Fund.

Gilmour Reserve Development

The Community Facilities Manager tabled a tender report from Boffa Miskell for the main car park in Gilmour Reserve and outlined the revised engineers estimate regarding the seal surface for the bus bay.

RESOLVED

THAT the report (as tabled) from Boffa Miskell be received

AND THAT the tender from Works Infrastructure Ltd for the Contract 48.000.288 – Main Carpark – Gilmour Reserve for the sum of $114,595.00 plus $14,324.38 GST, totalling $128,919.37 be accepted

AND THAT asphaltic concrete be selected as the preferred sealing material.

The Community Facilities Manager continued with her report on the Gilmour Reserve Development.

It was asked when construction of the development would commence. In response, the Community Facilities Manager reported that the work will commence in February 2005.

Further discussion was held as to how the public could lodge their interest and put forward their ideas to Council regarding the development of the reserve. It was suggested that interested groups should submit their ideas to the Ward Committee for discussion and then be referred to the Council for further consideration. It was also suggested that an article be placed in the local newspapers requesting that the public submit their ideas to Council by the end of March 2005.

THAT an article be placed in the local papers requesting that the public submit their ideas to Council by the end of March 2005 for consideration towards the development plan.

LATE ITEM

Gilmour Reserve – Rotary Club of Waihi

A formal offer has been received from the Rotary Club of Waihi to supply and install a boardwalk across the wetland area in Gilmour Reserve, between George Street and the Lake. It was noted that a boardwalk was proposed as part of the initial concept plans. The boardwalk was removed from the final design, along with other items, to reduce the total redevelopment cost following the public submission process.

It was asked when Rotary would consider they would be able to commence installing the boardwalk. Cllr Baker stated that the Club would like approval in concept of a boardwalk and not approval of a commencement date at this stage.

RESOLVED

THAT a letter be sent to the Rotary Club of Waihi, accepting the generous offer from the Club to supply and install a boardwalk, subject to establishing the timing in conjunction with proposed future works in the Reserve.

Cemeteries

It was advised that a meeting has been held with involved parties regarding the establishment of a Maori section in the Waihi Cemetry. An update of this matter will be reported at the December Council meeting.

REQUESTS FOR FINANCIAL ASSISTANCE (20.030.002)

The Waihi Ward committee has allocated $4,000 for discretionary grants during this financial year. A grant totalling $300 to the SeniorNet Waihi, $1000 to Waihi Stroke Supporters Club, $230 to Waihi Volunteer Fire Brigade and $50 to Woodland Plants has been made leaving a balance of $2,420.00.

Whiritoa Exercise Group (IM203155)

A letter has been received from the Co-ordinator of the Whiritoa Exercise Group advising of their activities in enhancing general fitness and wellbeing through performing their exercises to video programmes. They seek financial assistance to replace a 25 year-old television set that has broken down. It was reported that they meet approximately twice a week.

It was advised that once a TV set is purchased, it would stay at the centre for all the community to use. It was suggested that Council put forward a figure for the cost of a new TV set and if the cost is higher for a set which the group specifically request, that they contribute to the balance.

RESOLVED

THAT the Waihi Ward contribute $300 from the Discretionary Fund to the Whiritoa Exercise Club towards the purchase of a new television set.

Waihi Tennis Club (IM204119)

A letter and statement of financial accounts has been received from the President and Secretary of the Waihi Tennis Club advising of their intention to resurface four tennis courts over the Christmas/New Year period. They are confident in raising 50% of the project costs and seek assistance with the balance. Also attached is a quote from Fulton Hogan for the project of $17475 (+GST). They currently have $9000 in their account leaving a deficit of $8475.

The members commented that it was worthwhile to grant financial assistance to the club for their resurfacing project as the club has a lot of community support and is an important recreational centre for the township.

RESOLVED

THAT that request of financial assistance of $8475 be approved.

Martha Market Waihi (IF207527)

A letter has been received from the organiser of Martha Market Waihi seeking a discretionary grant to cover the cost of hiring the Waihi Memorial Hall the third Saturday of every month. The non-profit charge for an all day Saturday hire is $95.00. It was suggested that the organizers of the market be informed that a three month trial period be requested by Council to determine if the market is a successful venture.

RESOLVED

THAT the Waihi Ward Committee agree to contribute a one off grant of $95.00 from the Waihi Ward Discretionary Fund to allow Martha Market Waihi to establish their monthly markets in the Memorial Hall.

AND THAT a three month trial period be requested by Council.

REQUEST FOR CONSENT TO HOLD MONTHLY STREET MARKETS [IM204145]

A letter has been received from the organiser of Martha Market Waihi seeking consent to hold a monthly street market on the third Saturday of every month. They envisage that the Seddon Street footpaths between Rosemont Road and Haszard Street would be used by stall holders to present products for sale that would not be in conflict to the immediate retailer.

The applicant has also surveyed a number of ‘affected parties’ (approval forms were attached).

RESOLVED

THAT the Waihi Ward Committee support the monthly street market subject to it being withdrawn if the market is unsuccessful.

WWC04/137 Tregidga/Carmine CARRIED

REQUEST FOR TEMPORARY CLOSURE OF ROAD (IM206776)

Go Waihi propose to have this years Christmas Parade on Saturday 11 December starting at 12:00 pm through to 1:00 pm. The parade will start from Moresby Avenue turning left into Seddon Street going up to Mueller Street intersection before returning to Moresby Avenue, turn left into Rosemont Road, left into Kenny Street and left into Haszard Street Waihi. The parade will finish in the public carpark at the rear of the Westpac Building.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Seddon Street from Moresby Avenue through to Gilmour Street Waihi, Rosemont Road from Moresby Avenue to Kenny Street, Kenny Street from Rosemont Road to Haszard Street, on Saturday 11 December 2004, between the hour of 12:00pm and 1:00 Noon, for the purpose of a Santa Parade event organised by Go Waihi, be given subject to the following conditions:
  1. THAT the written consent of the NZ Police and Transit NZ is obtained and forwarded to Council and that any requirements the Police and Transit may have will be complied with.
  2. THAT no objections to the closure are received, which are upheld by Council.

  3. That the organisers shall be responsible for all costs associated with the events, including advertising.
  4. That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.

  5. THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.

  6. THAT if at all possible the Parade receive a Police escort.

  7. THAT the Parade is headed by a standard pilot vehicle or Police, and following at the end by a similar vehicle.

  8. THAT the Parade shall be under the control of and accompanied by Marshals wearing high visibility jackets, and that radio communications shall be maintained at all times. Marshals shall also be positioned at every intersection along the route to ensure safe passage of the Parade.

  9. THAT the Parade must be kept together and no ordinary vehicle allowed between the floats.

  10. THAT prior to the start of the Parade, all those taking part are to be informed of these safety measures.

  11. THAT the Order of St John Waihi and the Fire Service is to be notified of the Parade.

  12. THAT the roads are to be cleared as quickly as practicable.

  13. THAT public liability insurance is to be arranged to cover any claim that might arise from the Parade. A copy to be supplied to Council by 29 November 2004.

  14. THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.

  15. THAT written confirmation of compliance with the above conditions is to be provided, by 29 November 2004.

GENERAL BUSINESS

LTCCP/COMMUNITY OUTCOMES – FOLLOW ON FROM NOVEMBER COUNCIL MEETING (01.710.108)

Following on from the Council meeting on 18th November 2004, discussing the Long Term Council Community Plan and Community Outcomes, each Ward Committee was requested to consider and develop:

A list of ‘Community Champions’ and

To identify possible further Key Stakeholders that Council considers appropriate to specifically consult with.

It was suggested that four people from each ward be identified. These people will be contacted and depending on their availability, willingness and compatibility with the programme, they will be interviewed. Councillors were asked to focus predominantly on people most relevant to each Ward, but suggestions of key ‘Champions’ in other wards will also be appreciated.

The Chief Executive outlined the need for identifying members to act as Community Champions to aid in the process of promoting community awareness of the LTCCP and Community Outcomes process. A detailed report was attached.
