Toilets at Tennis Court Reserve, Whiritoa
The item was not on the agenda because the item was received after the agenda deadline.
Discussion on the item could not be delayed because the matter needed attention before the next Ward meeting.

MATTERS ARISING FROM THE MINUTES
Annual Public Meeting at Whiritoa
The members were informed that the Whiritoa community wish the Annual Public Meeting to be held every year. It was requested that the District Engineer present the minutes of the public meeting held on Monday, 26 January 2004 to Councillors at the next Ward meeting. It was commented that the public opinion of the skateboard ramp was very positive.
Tinkers & Trade Fair
It was reported that the presentation of Tinkers & Traders Fair was clean and tidy at Lake Gilmour and well attended.
Toilet Sign at Victoria Park
Member requested that the public toilet sign in Victoria Park be made more visible to the public.
COMMUNITY SERVICES
COMMUNITY FACILITIES MANAGERS MONTHLY REPORT (01.002.021)
The Community Service Manager presented the monthly report on activities in the Community Facilities Manager’s absence.

THAT the Community Facilities Manager’s report be received.

Capital Projects – Waihi Memorial Hall
Discussion was held regarding the state of the floor coverings in the Memorial Hall with comments made that there are areas of the floor that are in need of repair.
RESOLVED
THAT the Planned Capital Project to replace the floor covering in the kitchen of the Waihi Memorial Hall be deferred to a later date on the basis the existing floor covering is still in reasonable condition.

Gilmour Lake – Lake Reserve Development Plan
The Community Services Manager presented the report regarding the Concept Plan for the Gilmour Lake Reserve.
RESOLVED
THAT the Design Report for Gilmour Lake Reserve, as attached, be received and approved for use in a process of public consultation for the project, to be undertaken in March 2004.

Cr Wightman presented a report on community meetings that she had attended.
His Worship left the meeting at 4.15pm.
CORPORATE SERVICES
FINANCIAL REPORT (01.001.025)
The financial report for the 6 months ended 31 December 2003 were be tabled at the meeting.

THAT the financial report on the operations of the Waihi Ward Committee for the 6 months ended 31 December 2003 be received.

Members commented that there needs to be more clarification regarding the expenditure for Reserves.
The trialled wild flower garden at Wallnut Road Reserve is to be reviewed next year.
ENGINEERING SERVICES
ROADING: MONTHLY REPORT (01.001.029)
The Roading Manager’s monthly report to the Works Committee was attached.
RESOLVED
THAT the report be received.
WWC04/07 Carmine/Lockwood CARRIED
Roading Counter
Comment was made regarding the road counter on Ngatitangita Rd which was damaged in late December which has subsequently gone missing. The Roading Manager informed the member that another road counter would be installed.
Dickey’s Flat Road
Comments were made regarding the lack of car parking space on Dickey’s Flat Road and it was suggested that the car park be extended to cater for the increase of people visiting the area. It was advised that the Department of Conservation need to be involved with this issue as well.
RESOLVED
THAT the parking problems be brought to the attention of the Department of Conservation for their comments on how the matter might be addressed and that a staff report be prepared to consider what might be an appropriate solution given that the traffic issues being generated are because of Department of Conservation attractions.
WWC04/08 Hayden/Baker CARRIED
Silverton/Kenny St Intersection Upgrade
Intersection of Kenny/Silverton design options are being finalised. The roundabout appears feasible and the most desirable, providing the required land can be procured from the property on the north eastern side of the intersection part of Wallnut Park.
The Rosemont Rd/Kenny St intersection upgrade would be raised with Transit NZ at the same time this work is being finalised.
Rahu Road Realignment 2004
Presently out to tender. The tender closing date should be in mid February. It is hopeful that approval will be given by the end of February 2004 and to commence work in early March 2004.
Speed Limits and Engine Breaking on State Highway 2 – Waihi
The engine breaking sign relocation issue on State Highway 2 has been dealt with. The sign has been moved south of Dean Crescent.
Speed limits on the southern approach are to be dealt with by Transit NZ. A previous warrant survey by LTSA found no justification for changing the speed limit.
Seddon Ave and Parry Palm Ave Slip Roads
Concern was raised that the slip roads named above are parallel to the state highway and can cause confusion when finding residential addresses.

The Utilities Manager’s monthly report to the Works Committee was attached.

Water Treatment
Some water quality was down due to water not being circulated. The flushing of pipes has rectified this water quality problem.
Water Storage
Reporting on the water storage should be considered at next Ward meeting.
Sewerage
Re-tender for construction of Waihi Wastewater Treatment Plant upgrade. The Utilities Manager, Waste Water & Refuse is to report to the next Ward meeting regarding this matter.

The Drainage Manager’s monthly report to the Works Committee was attached.

Waihi Stormwater
Mangatoetoe Street
Drainage Manager to investigate the problem of water from the road and berm discharging onto private property, and report back to next Ward meeting.
SUPPLEMENT TO DRAINAGE MANAGER’S REPORT (01.011.028)
The Drainage Manager presented a report regarding the open drain piping of a property in George Street, Waihi.
A request has been received from the owner of No 7 George Street, Waihi to pipe part of the open drain through the property. The proposal is to pipe from 65 to 100m of open drain, on the basis of three quarters of the cost being borne by Council, and one quarter being contributed by the landowner.
RESOLVED
THAT the piping of the reach of drain in No 7 George Street, at an estimated cost of up to $24,460, on the basis of one quarter share being contributed by the owner, proceed
AND THAT the adjoining owners be approached to consider contributing a one quarter share to the piping of the remainder of the drain.

Toilets at Tennis Court Reserve – Whiritoa
It was requested that the installation of a toilet block at the Tennis Court Reserve at Whiritoa be included in the Council Long Term Plan.

THAT appropriate toilets in the Tennis Court Reserve at Whiritoa be included in the Council Long Term Plan.
