MATTERS ARISING FROM THE MINUTES

Aquatic Centre Visit

Members commented on the tour to the aquatic complexes which was undertaken on Wednesday, 1 September, stating that the complexes were a great amenity to the communities but expressed concern as to the ongoing operational costs being high, particularly the employment of staff being the major cost.

COMMUNITY FACILITIES MANAGERS MONTHLY REPORT (01.002.021) (38KB)

The Community Facilities Managers monthly report on activities was presented for the Committee’s consideration.

THAT the Community Facilities Managers report be received.

Sport Fields

The Community Facilities Manager reported on the recent inspections of the district’s playing fields carried out by NZ Sports Turf Institute. Key points raised were the poor line marking methods used resulting in unacceptably wide line furrows which pose a hazard to players of various codes, and additional maintenance to return the furrows to grass.

Minimal use on Morgan Park for the season means very little remedial work is required. Remedial work is underway at Morgan Park, in accordance with the actions recommended, and should be completed by mid-October.

Morgan Park – Cricket Shed

The Community Facilities Manager outlined the correspondence which had been received from the Waihi Cricket Club to take over the use of the cricket shed. The Club are seeking the Ward’s approval.

RESOLVED

THAT the letter from Waihi Association Football Club be received

AND THAT approval be given to the Club to use the old Cricket Shed on Morgan Park, Waihi

AND THAT Council enter into a formal written lease for the use of the shed, based on Council’s standard lease agreement

AND THAT a rental fee of $20.00 per year be charged

Gilmour Lake – Gilmour Lake Reserve Development Plan

The Community Facilities Manager outlined the features of the design plan for the Stage 1 of the project to be approved by the Committee. Discussion was held regarding the costing estimates which were also presented.

THAT the Final Design Plan, as attached, for Stage 1 of the Gilmour Reserve Development, be approved

AND THAT contracts be prepared and tenders called for Stage 1.

REQUESTS FOR FINANCIAL ASSISTANCE (20.030.002)

The Waihi Ward committee was allocated $4000 for discretionary grants for this financial year. The Committee has allocated $1000 to Waihi Stroke Support Club leaving a balance of $3,000.

Waihi Volunteer Fire Brigade

The Community Liaison Officer presented a request from the Secretary of Waihi Volunteer Fire Brigade advising of a Gold Star Presentation event for Chief Fire Officer Murray Stevens, to be held in the Waihi Memorial Hall on Saturday 23 October 2004.

The Brigade has booked the hall from 8:00am Saturday through to 4:00pm Sunday (24th October) and asks that the ($230.00) hire fee be waived. This fee also includes a crockery hire charge of $20.00.

Any bond to cover any damages or work that has to be done by Council to affect any repairs will be paid by the hirer.

RESOLVED

THAT the request be received

AND THAT a grant of $230.00 from the Ward’s discretionary account to the hall account be made.

Waihi Golf Club Inc.

The Community Liaison Officer presented a letter which has been received from the Promotions Officer of the Waihi Golf Club advising of their building project.

The upgrade and repair (re-cladding) to their 50 year–old club house is set to cost in excess of $12,000 and, with fundraising ($2000) and anticipated grants from philanthropic trust, may leave them a shortfall of $5000. They seek financial assistance to cover the shortfall.

THAT the request be received

AND THAT $2,000 be granted from the Waihi Ward Community Recreational Facilities Fund.

Adams Street – Kerb and Channel

The Roading Manager outlined the construction of the new kerb and channel along Adams Street as an identified solution for ongoing drainage involving the road pavement and the surrounding properties.

School Lane Footpath Extension

The Roading Manager reported on the extension to the footpath on School Lane as part of the construction of Dillimore Service Lane seal extension. A report from the Technical Services Project Manager was attached for the members’ information.

THAT option one, footpath extension at an estimated cost of $15,380 be constructed in combination with the Dillimore Service Lane.

NZ Drinking Water Amendment Bill

The Utilities Manager outlined the drinking water requirements as stated in the Ministry of Health’s proposed amendment to the Health Act.

Waihi Raw Water Source/Storage Investigation

The Utilities Manager outlined the Waihi raw water source and storage options. He stated that Waitawheta option is still estimated to be more expensive than the Waitekauri option due to longer pipeline length. Significant material cost increases have occurred since the original estimates and pressure on construction industry capacity seems to be reflected in significantly higher tender rates being received.

Waihi – Wastewater

The requirements contained in the Council resolution awarding the tenders for the tertiary treatment upgrading work have been successfully negotiated with the contractors. Contract documents are due to be signed in the next few days. Council’s consultant OPUS is now designing the civil works required to allow this work to be tendered during October 2004.

NZ Packaging Accord 2004

The Utilities Manager outlined the strategy of the new NZ Packaging Accord which has been adopted by Local Government to encourage and support the packaging industry to reduce the volume of packaging which is disposed in landfills. The strategy is aiming towards "zero waste" and a sustainable New Zealand

THAT 30m of open drain in 3 Gladstone Road be piped with 750mm diameter pipe, plus one manhole, at an estimated cost of $10,500, on the basis of the adjoining owner meeting a one quarter share.

GENERAL BUSINESS

OCTOBER WARD MEETINGS

It was proposed that no Ward Committee meetings be held in October 2004 as the meetings would be in the last week of polling, and there would not be a subsequent Council meeting to confirm any recommendations made. It is unlikely there would be any critical items of business that the Ward would need to consider at this time.

RESOLVED

THAT it be recommended to Council that there be no Ward Committee meetings in October 2004.
