It was reported that the construction of the Gilmour Reserve development has now commenced.
Martha Market Waihi
Cr Wightman commented that she had been informed that the monthly street market organised by Martha Market Waihi has been very successful to date.

Donation of Camellia’s for Re-landscaping of Walnut Park - Mathers Family
Discussion was held regarding the upgrade of the landscaping of Walnut Park which was damaged by vandals at the end of 2004. A donation of Camellias had been offered by the Mathers family of Waihi towards the landscape upgrade of the park. The Community Facilities Manager advised that Council have purchased and planted Camellia’s in the park. To clarify what was offered, it was suggested that the Community Services Manager further investigate what was decided between the two parties.
REPORTS FROM COMMITTEE MEMBERS ATTENDING COMMUNITY MEETINGS
Cr Lockwood advised that the first meeting of Go Waihi will be held on 14 February 2005.
WHITIROA PUBLIC MEETING HELD MONDAY 31 JANUARY 2005-02-08
It was asked if a record was taken of discussions held at the Whiritoa Public Meeting at Anniversary Weekend. It was advised that staff took a record of the meeting which will be reported to the Committee at a later date.

A report from the Community Liaison Officer outlining requests for temporary closure of roads/streets was presented.
Karo Promotions and Go Waihi – Waihi Life and Soul Festival 2005
A request has been received from Karo Promotions and Go Waihi for consent from the Waihi Ward Committee to close Seddon Street from the roundabout at Rosemont Road to Gilmour Street for the purposes of the Waihi Life & Soul Festival 2005 on Sunday the 27th of February 2005.

Cr Hayden proposed that a stall be set up in a location to be determined, for the purposes of promoting the district on the same day as the Karo Promotions and Waihi Life and Soul Festival 2005. Members indicated that they would support this initiative.
The Chief Executive advised that he would communicate with the Economic Development Officer and the Corporate Planner to discuss Cr Hayden’s proposal.
It was suggested the Cr Hayden speak with the Economic Development Officer to determine if he would support this initiative and if the proposal does have the support of the Economic Development Officer, the Ward Committee would also be in agreement to setting up a stall for the promotion of the district. It was commented that this initiative would provide a community connection through the Ward.
The Chief Executive advised he would discuss the proposal with staff on Wednesday, 9 February and following this, would liaise with Cr Hayden as to what conclusion was reached from the discussion
RESOLVED
THAT it be recommended to Council as follows:AND THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Seddon Street, Waihi (from the Rosemont Road roundabout to Gilmour Street) on Sunday the 27th of February 2005 between the hours of 9:00am and 6:00pm, for the purpose of the Waihi Life & Soul Festival 2005 be given subject to the following conditions:
1. That no objections to the closure are received, which are upheld by Council2. Council’s Construction and Maintenance Unit shall carry out erection of signage and barricades. Please liaise with Mr Mike Voykovich of the Paeroa office as soon as possible with regard to this matter. This is to include all necessary detour signs.3. The organisers shall be responsible for the provision of temporary rubbish containers, the emptying of all rubbish containers, replacement of plastic liners, and the removal of all rubbish, within the road closure area.4. The organisers shall be responsible for sweeping roadside channels and picking up refuse from footpaths in the closed area and removal of all rubbish and sweepings.5. All the work covered by (2), (3) and (4) is to be completed to the satisfaction of the District Engineer, please contact the Roading Manager (Mr Gene Thomsen) at this office in regard to these requirements.6. The organisers shall meet all costs, including advertising costs.7. The organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 8 February 2005.8. The organisers shall indemnify the Council from all or any claims arising from the road closure.9. The written consent of the Traffic Division of NZ Police shall be obtained and any conditions shall be complied with. The consent shall be forwarded to Council by 8 February 2005.

Thames Valley Car Club
A report was presented from the Community Liaison Officer regarding a request for the temporary road closure of Pukewera Road, Waihi for the purpose of holding an event organised by the Thames Valley Car Club on Saturday, 5 March 2005.
RESOLVED
THAT the report be received
THAT it be recommended to Council as follows:
AND THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Pukewera Road, Waihi (from Murphys Bridge to the Taieri Road junction) on Saturday 5 March 2005, between the hours of 10am and 5pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:
AND THAT the written consent of the NZ Police is obtained and forwarded to Council and that any requirements the Police may have will be complied with.
AND THAT no objections to the closure are received, which are upheld by Council
AND THAT the organisers shall be responsible for all costs associated with the events, including advertising.
AND THAT the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
AND THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.
AND THAT ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
AND THAT the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
AND THAT the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 22 February 2005.
AND THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.
AND THAT signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
AND THAT only road tyres shall be used.
AND THAT the road will be inspected before and after the event and any damage will be made good at the cost of the applicant.
AND THAT in the event of heavy rain the District Engineer, Hauraki District Council, shall cancel the approval.
The proposed closure will be advertised in the Hauraki Herald on 1 March 2005.

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of top end of Taieri Road (from Pukewera Road junction) on Sunday 8th May 2004, between the hours of 10am and 5pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:

Waihi Health Centre
The Waihi Health Centre is running a free Women and Men’s Health Clinic evening in the Waihi Memorial Hall on 15th and 16th February. The Centre has booked the hall and has asked that the $85.00 hire fee be waived.
Cr Wightman abstained from voting due to her membership on the Committee.

THAT a grant of $85 from the Ward’s discretionary account to the hall account be made for the hireage of the hall.
WWC05/10 Lockwood/Hayden CARRIED
Waitawheta Camp Society Inc (IM21220)
The Chairman of the Society has written advising Council of the various functions that have taken place at the camp on Waitawheta Road in the twelve months to August 2004. The writer also indicates the society’s plans for improving the assets at the camp and their intent to keep the costs to camp users affordable. They seek a grant of $10,000 to assist with upgrading the facilities.
It was suggested that the funding for this project be granted from the Recreational Facilities Fund as it is a district facility. After further discussion, it was decided that the Ward Committee agree in principal to the funding of the project and that this recommendation be referred to Council for further consideration.
