RECOMMENDATION

THAT the minutes of the meeting of the Waihi Ward Committee held on Tuesday 8 February 2005 be taken as read and confirmed.

5. COMMUNITY SERVICES

5.1 COMMUNITY FACILITIES MANAGERS MONTHLY REPORT (01.002.021) 9; (25KB) 8-11

The Community Facilities Managers monthly report on activities is attached for the Committee’s consideration.

RECOMMENDATION

THAT the Community Facilities Managers report be received.

Crockery – Waihi Memorial Hall

RECOMMENDATION

THAT the offer of a donation of cups for the Waihi Memorial Hall from the Salvation Army be accepted, in exchange for vouchers to the Waihi Transfer Station to the value of $50.

Halls – Fire Safety Compliance

RECOMMENDATION

THAT $7,000 be re allocated from the Waihi Events Centre – Fire Safety Compliance budget to the Waihi Memorial Hall – Fire Safety Compliance budget to allow for the completion of the project.

Cemetery : Marae Section – New Berms

RECOMMENDATION

THAT additional funding of $1500 in the Waihi Cemetery 2004/05 budget, for the installation of a new concrete berm in the Marae Section, be approved.

Whiritoa Notice Board

RECOMMENDATION

THAT an additional side be installed on the Whiritoa Community Noticeboard, at a cost of $2,000, to be funded from the Whiritoa development Special Fund.

5.2 PARK SIGNS (02.307.999) 9; (126KB)  12-14

Attached is a report from the Community Facilities Manager requesting approval for the installation of interpretative signs to be installed at Morgan Park to inform users of the park of the facilities available within and around the immediate area of the park.

RECOMMENDATION

THAT interpretive park signs for Morgan Park as per the attached design be installed.

5.3 REQUEST TO USE EVENTS CENTRE 02.636.999) 15

Attached please find a letter from the Sport'n'Action Group in Waihi which has formed as a result of the community future planning initiatives of the Waihi Community Consultative Committee.

The group have asked if they could use the offices of the Waihi Events Centre to deliver aligned programmes to the Waihi community. The group have also suggested that they could provide a service to Council by taking bookings for the venue. The offer is something that is possible to put into practice, however Council will need to give some thought as to how the group may assist with the operation of the Centre. There will have to be a formal agreement established.

In the meantime, there are offices in the Centre that can be utilised, the Ward Committee may have to consider the current use of the Waihi Skating Club in one of the offices. The club is using the office for storage on the basis that no other significant use is being made of that space.

The request has merits and in making the consideration, the Ward Committee agrees in principal to the request, detailed consideration should build some proviso into a lease agreement that the group provide some beneficial return to the Events Centre in the manner of running recreation programmes, acting as custodian etc. The arrangement should pick up on some of the services a commercial recreational service provider would be expected to give.

If this was possible, it will expand the availability of the Centre to age groups and keep the Centre as a focus point within the community.

RECOMMENDATION

THAT the request be received and the Ward Committee gives consideration to conducting dialogue with the group with the objective of establishing a relationship in the form suggested above.

5.4 REPORTS FROM COMMITTEE MEMBERS ATTENDING COMMUNITY MEETINGS

Committee members reported on community meetings that they had attended.

6. GENERAL BUSINESS

6.1 REQUEST FOR ADDITIONAL FUNDING : WAIHI INFORMATION CENTRE 16-18

Attached please find a letter from the above organisation seeking funding to employ a paid administration person and to upgrade resources.

The request is for a grant of $22,000, a breakdown of the expense components is not given, however it is fair to assume that the majority of the request will be towards the employment of a person. It is also fair to assume that the request may not be a one-off request and could be on-going.

Presently, the Ward funds the Information Centre to the sum of $18,700 for their accommodation costs. In rough terms the request would add an additional 2.2% onto the Ward rate requirement of 04/05.

RECOMMENDATION

That the request be given the Ward's consideration.

6.2 NAMING OF ROAD – COLEBROOK ROAD (01.002.021) 9; (12KB) 19-21

Attached is a report from the Corporate Services Manager requesting approval for the naming of a section of road created in the Smith subdivision on Waitete Road, Waihi.

RECOMMENDATION

THAT the naming of the section of road created in the Smith subdivision on Waitete Road Waihi as Colebrook Road be approved.

6.3 GO WAIHI FUNDING FOR 2005/06 (06.502.610) 9; (17KB) 22-45

Attached is a report from the Economic Development Officer seeking funding support for Go Waihi for the 2005/06 financial year.

RECOMMENDATION

THAT Go Waihi receives $74,690 operational funding for the 2005/06 year plus a special grant of $15,600 for capital items.

6.4 WAIHI SWIMMING POOL UPGRADE (01.000.020) 9; (13KB) 46-48

Attached is a report from the Chief Executive regarding the Waihi College swimming pool upgrade.

RECOMMENDATION

THAT the report be received

AND THAT Council approve funding for a new vacuum facility for the Waihi College community pool and that a contribution of $3,465 (excluding GST) be approved and contributed from the Waihi Community Facilities Recreational Development Fund.

6.5 PUBLIC MEETING (05.410.001) 49-50

Attached is a report from the Planning and Environmental Services Manager reporting on the Whiritoa Residents and Ratepayers meeting which was held on Monday 31 January 2005 at the Emergency Services Centre at Whiritoa.

RECOMMENDATION

THAT the report be received

6.6 CONSIDERATION OF ESTIMATES FOR INCLUSION IN THE ANNUAL PLAN 2005/06 (14KB)

Consideration of the estimates for the Ward for inclusion in the Annual Plan 2005/06 will be distributed separately.

RECOMMENDATION

THAT the estimates as presented or amended be included in the 2005/06 Annual Plan.
