The item was not on the agenda because the item unavailable at the time of the agenda deadline.

Discussion on the item could not be delayed because the item needed the attention of the Committee before the next meeting.

MATTERS ARISING FROM THE MINUTES

Bronze Statue Moulds

At the previous meeting of the Ward, it was requested that the Committee consider whether to retain the bronze statue moulds used in the Waihi streetscape. The Mayor advised that due to difficulties with storage and the limited life span that the moulds generally have, it would be appropriate to dispose of them. All members were in agreement that the moulds be destroyed.

RESOLVED

THAT the bronze statue moulds used for the Waihi streetscape be destroyed.

COMMUNITY SERVICES

COMMUNITY FACILITIES MANAGERS MONTHLY REPORT (01.002.021

The Community Facilities Managers monthly report on activities was presented for the Committee’s consideration.

THAT the Community Facilities Managers report be received.

Waihi Memorial Hall

The members asked if a full upgrade of the toilets in the hall could be undertaken. The Community Facilities Manager stated that there has been no funding allocated for the 2005/06 year for the hall toilets. The members asked if it would be possible for the lino in the hall to be replaced. The Community Facilities Manager advised that she would investigate the costs to replace the lino and report back to the Committee at a later date.

Reserves : Victoria Park – Replacement of Rocket

The Community Facilities Manager presented the design options for the replacement of the ‘Rocket Ship’ structure in Rocket Ship Park. The Committee members commented that they wished to see a rocket structure which would be of a similar scale as the present one. After discussion, it was agreed that concept plans be sought for designs of a ‘stand alone’ rocket structure to a scale similar to the existing one and that they be presented to the Committee for further consideration and agreement.

RESOLVED

THAT concept plans be sought of a ‘stand alone’ structure of a rocket similar to the existing structure

AND THAT the concept plans be presented to the Committee for further consideration and agreement before a quoted price of an alternative structure is sought.

Gilmour Reserve

The Community Facilities Manager advised that the application for funding to Creative NZ for the entranceway markers to the Gilmour Reserve had been declined. It was proposed that if there was funding available in the Ward Community Facilities Recreation Development Fund, that funding be allocated from this fund towards the entranceway markers.

RESOLVED

THAT the approval of funding for the entranceway markers to Gilmour Reserve be contributed from the Waihi Ward Community Facilities Recreation Development Fund.

REPORTS FROM COMMITTEE MEMBERS ATTENDING COMMUNITY MEETINGS

Waitawheta Camp Society

Cr Carmine advised of a meeting of the Waitawheta Camp Society which she had recently attended.

Whiritoa Community Liaison Committee

Cr Hayden advised of a meeting of the Whiritoa Community Liaison Committee which he had recently attended. It was advised that the Committee have requested a copy of Standing Orders to assist with the running of their meetings. It was suggested the Liaison Committee use the internet to locate a copy of standing orders appropriate to them.

 

REQUESTS FOR TEMPORARY CLOSURE OF ROAD/STREETS (40.000.500)

A report was presented by the Community Liaison Officer regarding a request received from Go Waihi for consent from the Waihi Ward Committee to close Seddon Street from the roundabout at Moresby Avenue to Gilmour Street for the purposes of the Christmas Parade on Saturday the 17th of December 2005. Correspondence and details relating to the request accompanied the report.

RESOLVED

THAT the report be received

AND THAT it be recommended to Council as follows:

AND THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Seddon Street, Waihi (from the Moresby Avenue roundabout to Gilmour Street) on Saturday the 17th of December 2005 between the hours of 1:00pm and 2:00pm, for the purpose of the Christmas Parade be given subject to the following conditions:
  1. That no objections to the closure that are received are upheld by Council.
  2. That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
  3. That the written consent of the NZ Police shall be obtained and any conditions shall be complied with. The consent shall be forwarded to Council by 11 November 2005.
  4. That the Order of St John Waihi and the Fire Service is to be notified of the Parade.
  5. That Council’s Construction and Maintenance Unit shall carry out erection of signage and barricades. This is to include all necessary detour signs.
  6. That a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.
  7. That the organisers shall be responsible for the provision of temporary rubbish containers, the emptying of all rubbish containers, replacement of plastic liners, and the removal of all rubbish, within the road closure area.
  8. That the organisers shall be responsible for sweeping roadside channels and picking up refuse from footpaths in the closed area and removal of all rubbish and sweepings.
  9. That all the work covered by (5), (6), (7) and (8) is to be completed to the satisfaction of the District Engineer. The Roading Manager (Mr Gene Thomsen) is the contact in regard to these requirements.
  10. That if at all possible the Parade receives a Police escort.
  11. That the Parade is headed by a standard pilot vehicle or Police, and following at the end by a similar vehicle.
  12. That the Parade shall be under the control of and accompanied by Marshals wearing high visibility jackets, and that radio communications shall be maintained at all times. Marshals shall also be positioned at every intersection along the route to ensure safe passage of the Parade.
  13. That prior to the start of the Parade, all those taking part are to be informed of these safety measures.
  14. That the Parade must be kept together and no ordinary vehicle allowed between the floats.
  15. That the roads are to be cleared as quickly as practicable.
  16. That the organisers shall meet all costs, including advertising costs.
  17. That the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 11 November 2005.
  18. That the organisers shall indemnify the Council from all or any claims arising from the road closure.

GENERAL BUSINESS

ROADING NAMING REQUEST – POETS CORNER ROAD, WAIHI (40.000.051)

A report from the Corporate Services Manager was presented requesting the Ward Committees approval to the naming of a section of road in Waihi.

THAT the report be received

AND THAT the naming of the section of road created in the Ritchie subdivision off Heard Road, Waihi as Poets Corner Road be approved.

WAIHI WATER SOURCE OPTIONS REPORT (01.011.025)

The District Engineer requested that the item be withdrawn because the recommendations require the consideration of full Council.

LATE ITEMS OF BUSINESS

REQUEST FOR FINANCIAL ASSISTANCE (20.030.002)

Waihi Volunteer Fire Brigade (IM228583)

The Secretary of the Waihi Volunteer Fire Brigade had advised that they are holding a Gold Star presentation for Station Officer Leon Sharp at the Waihi Memorial Hall. He will be presented with the United Fire Brigade Association Gold Star for 25 years service as well as a Honorary Members Medal.

Hire of the hall for the presentation is quoted at $212.50. The Secretary asks that the Ward consider a subsidy towards this fee.

RESOLVED

THAT the report be received

AND THAT the Ward grants $212.50 to the Waihi Volunteer Fire Brigade towards the hall hire fee.
