THAT pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the following late items be accepted for discussion.

- Request for Temporary Road Closure

The item was not on the agenda because the item was unavailable at the time of the agenda deadline.

Discussion on the item could not be delayed because of having to get the event on the national calendar before the next meeting.

- Road Naming – Tidal Reach Subdivision, Whiritoa

The item was not on the agenda because the item was unavailable at the time of the agenda deadline.

Discussion on the item could not be delayed because the developers of the subdivision required confirmation of street names for the subdivision as soon as practicable.

REQUEST FOR TEMPORARY ROAD CLOSURE [40.000.500]

THAMES VALLEY CAR CLUB [IM263091]

A request had been received from the Thames Valley Car Club Inc for consent to close Woodlands Road Waihi (2 kilometres from the end to the end) for the purpose of an evening hill-climb event organised by them on Sunday 4 February 2007.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Woodlands Road Waihi (2 kilometres from the end to the end) on Sunday 4 February 2007, between the hours of 10am and 5pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:
    1. That no objections to the closure are received, which are upheld by Council
    2. That the organisers shall be responsible for all costs associated with the events, including advertising.
    3. That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
    4. That ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
    5. That the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
    6. That the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 22 January 2007.
    7. The organisers shall indemnify the Council from all or any claims arising from the road closure.
    8. That signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
    9. Those only road tyres shall be used.
    10. The road will be inspected before and after the event and any damage will be made good at the cost of the applicant.
    11. That in the event of heavy rain the District Engineer, Hauraki District Council, shall cancel the approval.

Whiritoa Public Meeting

The members were asked if they wished to hold a public meeting at Whiritoa next Auckland Anniversary weekend. The members confirmed that they were in agreement that a meeting be held on Monday, 29 January 2007 commencing at 10.30am at the Whiritoa Emergency Centre.

THAT the Ward Committee meet with the public at Whiritoa on Monday, 29 January at the Whiritoa Emergency Centre commencing at 10.30am.

Victoria Park Playground

The Parks and Reserves Manager advised he is awaiting confirmation from the playground company on the date that the playground equipment will arrive.

The Parks and Reserves Manager advised of the recent spate of vandalism received to the Gilmour Reserve and Victoria Park public toilets. A graffiti removal company has been engaged to treat the paint work.

Whiritoa Tennis Club

A request was received from the Whiritoa Tennis Club seeking the Ward’s consideration to resurfacing the tennis courts and replacing the surrounding netting fence due to their deteriorating condition.

After discussion on the matter, the members agreed that the courts surface be upgraded and the netting fence be replaced as soon as possible, and the work to be funded from Works and Services rates.

RESOLVED

THAT the seal on the Tennis court surface be considered for upgrading when staff report back on cost options and the netting fence surrounding the courts be completed as soon as possible

AND THAT the work be funded from the Works and Services rates.

Memorial Seat, Gilmour Reserve

A request seeking permission to install a memorial seat in Gilmour Park Reserve has been received from a family member of a past resident and community member of the Waihi Brownies and Guides organisation. The family seeks permission to install a memorial seat in the reserve. The family are willing to provide funding towards the cost of the seat.

The members agreed that the gift of a memorial seat be accepted and requested that the Park and Reserves Manager progress the matter.

RESOLVED

THAT the gift be accepted and the style and placement of the memorial seat be decided by the Parks and Reserves Manager.

Historical Streetscape Panels

Discussion was held regarding the replacement of the historical streetscape panels in the main street. It was requested that they be installed before the Pump House Opening Street party to be held on Saturday, 3rd of February 2007.

It was requested that the Community Services Manager contact Mr Mark Samson to progress the production of the artwork for the panels.

Capital Projects

Skate Board Facility Upgrade – Morgan Park

It was requested that the Parks and Reserves Manager follow up on the skateboard facility upgrade at Morgan Park.

REQUEST FOR TEMPORARY CLOSURE OF ROAD [40.000.500]

VINTAGE CAR CLUB BAY OF PLENTY BRANCH (IM264924)

A request has been received from the Vintage Car Club Bay of Plenty for consent to close Trig Road North Waihi, between Beach and Heard Roads for the purpose of an event organised by them on Sunday 20 May 2007.

RESOLVED

THAT it be recommended to Council as follows:

The approved closure will be advertised in the Hauraki Herald on 15 May 2007.

GENERAL BUSINESS

WAIHI VISITOR CENTRE PROPOSAL (01.000.020) (34KB)

A report from the Chief Executive was presented regarding the Waihi Visitor Centre.

The Chief Executive advised of a proposal received from the Vision Waihi Trust for a combined visitor service centre in Waihi. The organisation has proposed that the existing Waihi Information Centre, Newmont Waihi Golden Legacy Centre, Go Waihi and Vision Waihi Trust be located to a single location as a Visitor Centre in upper Seddon Street, Waihi. Attached were appendices showing the plan of the subject area, the proposed location of the visitor centre and details of the Vision Waihi Trust proposal.

A general discussion was held considering options of a preferred location for all of the businesses concerned. It was suggested that a decision on the location of the Information Centre and the Go Waihi Office be considered solely by the two groups and that Council continue to contribute to the funding of them. The members agreed with the concept that both these two organisations be housed in the same building.

After further discussion on the matter, it was agreed that a decision on the entire proposal be delayed until the next meeting of Council and until some indication from the Information Centre is received of their preferred location.

It was agreed that the concept of the proposal be approved subject to further information being received from Vision Waihi Trust and that they be invited to provide a presentation (to include concept plans) to Council to gain assurance as to the preferred location of the businesses.

RESOLVED

THAT a decision on the proposal be deferred until a presentation from Vision Waihi Trust is provided to Council at the meeting of Thursday, 21st December.

ANNUAL PLAN ESTIMATES 2007/08 – WAIHI WARD (24.003.206) (21KB)

A report from the Corporate Services Manager was presented regarding the Annual Plan Estimates for 2007/08. The report provided a ‘heads up’ of capital works programmed for the 2007/08 year as part of the Long Term Council Community Plan 2006-16.

A member requested that the allocation of funding for the support of the Museum be reviewed.

The Chief Executive advised he was agreeable to working with the Museum representatives in reviewing their funding requirements and assisting them with making an application for further funding.. It was therefore agreed that the museum representatives work together with the CEO in formalising an application, inclusive of supporting documentation, to Council for further consideration.

 

LATE ITEM

ROAD NAMING – TIDAL REACH SUBDIVISION, WHIRITOA (40.000.051) (66KB)

Council has received a request from the developer of the Tidal Reach Limited subdivision located at the entrance to Whiritoa for approval of road names and access ways for the development. A plan of the development was presented.
