The item was not on the agenda because the item was unavailable at the agenda deadline.

Discussion on the item could not be delayed because the group needed to book a venue as soon as practicable.

Hire of Waihi Memorial Hall for Breast Cancer Awareness Week

Cr Wightman advised that as part of Breast Cancer Awareness Week, the group asked if the Ward would fund the hire of the hall for two hours at a cost of $70.95 on Wednesday, 8 March 2006.

THAT the Ward Committee grants the request for the hire of the Memorial Hall by the Breast Cancer Awareness group to hold a function on Wednesday, 8 March 2006.

The Community Services Manager’s monthly report on activities was presented for the Committee’s consideration.

THAT the Community Facilities Manager’s report be received.

Waihi Netball Courts

Discussion was held regarding the on-going subsidence of the netball courts. This was a continuing problem and further resurfacing of Court 1 and possibly Court 2 was required. The Community Services Manager explained that unless the courts were re-levelled the Club would lose playing area. Alternative sites were not available in the immediate future hence it was requested that the Committee consider re-levelling. It was advised that the cost estimate for this work would be $30,000.

RESOLVED

THAT approval be given for the repair and resurfacing of the netball courts at a cost of up to a maximum of $30,000.

Waihi Bowling Club

The Community Services Manager advised of a Magnolia tree located near the Waihi Bowling Clubhouse which is in need of attention or removal for safety reasons. Following discussion on the tree’s protected status, and this may prevent its removal. It was agreed that staff undertake investigation referring to a previous arborist’s report and then report back to the Ward Committee.

RESOLVED

THAT a decision on the care or removal of the Magnolia tree located near the Waihi Bowling Club be left until staff have further investigated options and reported back.

REQUESTS FOR TEMPORARY CLOSURE OF ROAD/STREETS (40.000.500) (32KB) 

A report from the Community Liaison Officer regarding three requests for temporary closure of streets/roads was presented.

Woodlands Road, Waihi [IM239590]

A request had been received from the Thames Valley Car Club Inc for consent to close the last 2 kilometres of Woodlands Road, Waihi for the purpose of an event organised by them on Sunday 26 February 2006.

THAT the report be received.

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of the last 2 kilometres of Woodlands Road, Waihi on Sunday 26 February 2006, between the hours of 10am and 5pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:

THAT the written consent of the NZ Police is obtained and forwarded to Council and that any requirements the Police may have will be complied with.

THAT no objections to the closure are received, which are upheld by Council

THAT the organisers shall be responsible for all costs associated with the events, including advertising.

THAT the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.

THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.

THAT ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.

THAT the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.

THAT the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 13 February 2006.

THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.

THAT signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.

THAT only road tyres shall be used.

THAT the road will be inspected before and after the event and any damage will be made good at the cost of the applicant.

THAT in the event of heavy rain the District Engineer, Hauraki District Council, shall cancel the approval.

The proposed closure will be advertised in the Hauraki Herald on 21 February 2006.

A request had been received from the Thames Valley Car Club Inc for consent to close Pukewera Road, Waihi (from Murphy’s Bridge to the Taieri Road junction) for the purpose of an event organised by them on Saturday 25 March 2006.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Pukewera Road, Waihi (from Murphys Bridge to the Taieri Road junction) on Saturday 25 March 2006, between the hours of 10am and 5pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:

A request had been received from the Thames Valley Car Club Inc for consent to close top end of Taieri Road (from Pukewera Road junction) for the purpose of an event organised by them on Sunday 7th May 2006.

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of top end of Taieri Road (from Pukewera Road junction) on Sunday 7th May 2006, between the hours of 10am and 5pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:

THAT the written consent of the NZ Police is obtained and forwarded to Council and that any requirements the Police may have will be complied with.

THAT no objections to the closure are received, which are upheld by Council

THAT the organisers shall be responsible for all costs associated with the events, including advertising.

THAT the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.

GENERAL BUSINESS

WAIHI WARD CONSIDERATION OF ESTIMATES (01.710.108)

A report from the Chief Executive regarding the consideration of the Ward estimates and supporting information was presented.

RESOLVED

THAT the report be received.

WWC06/12 Carmine/Hayden CARRIED

Go Waihi

Go Waihi had requested a total of $81,940 for the 2006/07 period to cover their operational expenses, an increase of $7,250. The increase was for underwriting of event deficits.

Overall, and this includes extraordinary items of $9,000, makes for a requested total of $90,940

An issue was raised that the costs for street buntings (flags) as listed in the attached supporting information should not be listed in extraordinary items due to the fact that the flags need to be replaced at regular intervals because of wear and tear.

Discussion was held regarding whether the Ward should cover the losses incurred by Go Waihi. Members agreed that the Ward should not underwrite the losses incurred from events organised by the group and stated that the purpose is for Council to support the administration costs of Go Waihi.

RESOLVED

THAT the Ward approves funding to a total of $74,690 plus $9,000 and does not underwrite events organised by Go Waihi and that this be advised to the organisation.

Waihi Community Vision - Administration

The Chief Executive outlined the need for provision of funding to be available for the administration costs of Waihi Community Vision.

The members agreed that the group be eligible for funding in support of their administration and professional advisory costs.

THAT $10,000 in total over the next ten years be contributed to Waihi Community Vision for administration and professional advisory costs for inclusion in the Draft Long Term Council Community Plan 2006-16.

Waihi Cemetery

$30,000 is budgeted for 2007/08 for a new road at the Waihi Cemetery.

Funding for new berms for the Waihi Cemetery is proposed to be distributed over the life of the plan on a different basis than was originally allowed for in 2004-14 LTCCP. The 2004-14 capital programme included a one off installation of new berms in 2006/07. Staff now believe it would be more economical and more appropriate to spend $5,000 in year 1 and 2, $0 in year 3 and continue to repeat this frequency every three year period.

THAT this request be approved

AND THAT $30,000 for a new road at the Waihi Cemetery in 2007/08 be included into the Draft Long Term Council Community Plan 2006-16

AND THAT the distributive allocation of funding for new berms be included into the Draft Long Term Council Community Plan 2006-16.

Sextons Shed

A review of the need to upgrade the toilets and sexton shed at the Waihi cemetery has concluded that a replacement building is not required and that an upgrading of the existing facilities would be adequate.  $50,000 was programmed for 2006/07 for the replacement of these facilities.  The upgrading is proposed for 2007/08 at a reduced cost of $25,000.

THAT this request be approved

AND THAT $25,000 for upgrading the sextons shed in 2007/08 be included into the Draft Long Term Council Community Plan 2006-16.

Waihi Information Centre

As a note, the LTCCP shows ongoing funding from the Waihi Information Centre for the provision of an Administration Assistant.

Waihi Events Centre

Discussion was held as to the source of funding for the costs towards the Events Centre.

THAT this request be approved

AND THAT $20,000 be included in 2006/07 year for repainting the exterior of the Waihi Events Centre and be included into the Draft Long Term Council Community Plan 2006-16

AND THAT $15,000 be included in 2013/14 year for carpeting the mezzanine of the Waihi Events Centre and be included into the Draft Long Term Council Community Plan 2006-16

Waihi Memorial Hall

Discussion on the necessity of replacing the hall piano concluded that as there was little use made of the piano, the existing one would not be replaced.

RESOLVED

THAT the funding for an increased provision of $5,000 for the installation and replacement of stage lights for the Waihi Memorial Hall be included into the Draft Long Term Council Community Plan 2006-16

AND THAT an increase to $20,000 for the exterior painting of the Waihi Memorial Hall be included into the Draft Long Term Council Community Plan 2006-16

AND THAT $5,000 funding be made available for the installation of an extractor fan in the hall.

Gilmour Reserve

The $90,000 budgeted for the Gilmour Lake Landscape Development in the Long Term Council Community Plan 2004-14 moved from the 2006/07 financial year until 2007/08, and the $150,000 for 2007/08 has been postponed until 2008/09. The reprogramming of work is as a result of the funding being unavailable and to allow the ward to give more consideration through the latter stages of this project.

AND THAT expenditure for Gilmour Reserve be postponed by one year and be included into the Draft Long Term Council Community Plan 2006-16

Morgan Park

$20,000 has been included in the estimates for the upgrade of the skatebowl at Morgan Park This upgrade is programmed for 2006/07 and will be based on a similar facility at the Whiritoa Sport and Recreation Reserve.

AND THAT $20,000 for upgrading the skatebowl in 2006/07 be included into the Draft Long Term Council Community Plan 2006-16

AND THAT provision be made for a covered shelter for spectators at the park up to a cost of $5,000 be constructed.

Victoria Park – Rocket

$25,000 has been included for the 2006/07 year to replace the Rocket at Victoria Park. This budget is carried over from the 2005/06 year as replacement will not be completed as anticipated as the design has not as yet been completed.

Whiritoa – Fisherman’s Bend Carpark

$40,000 for improvements to carparking and amenities including a fence at the cul-de-sac end of Fisherman’s Bend, in Whiritoa has been included in the 2006/07 year as requested by Council in the December 2005 Ward meeting.

Whiritoa Entranceway

$20,000 has been included for landscaping at the entranceway to Whiritoa.

Waihi Museum

$15,000 has been allocated to develop a formal carpark at Waihi Museum following Councils request at the December 2005 Council meeting to investigate additional parking due to the reduction of parking available on the roadside caused by the Kenny Street upgrade.

RESOLVED

THAT it be recommended to Council that the $15,000 budget provision for the carpark extension at the Waihi Museum be met either by way of Council grant or from the District roading budget.

Footpath Replacement

The District Engineer informed the Committee that it has been necessary to increase the amount provided for footpath maintenance from the 2006/07 year by an additional $3,000, taking the total sum to $35,000. This increase is to address a backlog which has developed.

THAT the amount provided in the Plan be increased by $3,000 taking the total sum to $35,000 pa to cover footpath maintenance.

Waikino – Bench Seat at ex Dog Dosing Strip

The Chief Executive tabled a letter from the Waikino community requesting that a bench seat be placed at the ex dog dosing strip (now known as Kowhai Reserve). The Community Services Manager advised that the cost for a seat will be $800.00 which can be considered in the LTCCP.

The meeting closed at 5.15pm.
