MATTERS ARISING FROM THE MINUTES

Purchase of Painted Panels

Cr Wightman referred to the discussion and concluding resolution regarding the purchase of the painted panels used for the Rail Centennial Celebrations at Easter. She was concerned that the wording of the resolution was incorrect and should have stated that the Ward offers to purchase the panels and not that the Ward purchases the panels. It was requested that this wording be changed to read that an offer for their purchase be made.

It was asked where the most suitable location for storing the panels would be once they had been purchased. It was suggested that the panels be stored in the Waihi Office temporarily until a suitable location for their storage can be found.

 

COMMUNITY SERVICES DEPARTMENT

COMMUNITY SERVICES MONTHLY REPORT (01.002.021) (38KB)

The Community Services monthly report on activities was presented for the Committee’s consideration.

Waihi Community Resource Centre (IM249336)

The organisation has requested assistance of $100.00 in support of their ‘Teen Parents Support Group’ coffee lounge meeting which has been organised to provide support and education to teenage parents. After discussion as to whether the Ward should support this type of request, it was concluded that as this was a ‘one-off’ request and was a worthwhile initiative to help youth in our community, the request be approved.

RESOLVED

THAT a grant of $100.00 be approved to the Waihi Community Resource Centre in support of their Teenage Parents Support initiative.

Request for Rubbish Bin – Owharoa Falls Track

The Community Services Manager outlined a request received from a Ward property owner requesting the Ward consider installing a rubbish bin near the Owharoa Falls. After discussion, the members were of the opinion that the placement of a rubbish bin at the location was unwarranted due to the fact that the area does not receive a great deal of public use, particularly over the winter months, and that installing a rubbish bin could possibly encourage people to leave more rubbish than already exists.

It was suggested that the request be declined and that the area be monitored to ascertain if a rubbish bin is necessary at the location in the future.

RESOLVED

THAT the Ward Committee declines the installation of a rubbish bin at the Owharoa Falls.

Gilmour Reserve Lake : Offer of Memorial Fountain

The Community Services Manager outlined the request by the family of the late Owen Morgan wishing to donate a water fountain to be placed in the Gilmour Reserve. The Community Services Manager provided a verbal description of one type of fountain being considered.

The members commented that it would be a magnificent addition to the development of the Reserve. They requested that their acceptance and appreciation of the offer be conveyed to the Morgan family.

RESOLVED

THAT the offer of a water fountain from the family of the late Owen Morgan be accepted with gratitude and that the gift be appropriately recognised in due course.

Waihi Memorial Hall: Request for Assistance on Special Lighting Equipment

The Community Liaison Officer presented a request from Go Waihi on behalf of the Wearable Arts organiser seeking the Ward Committee’s consideration towards funding the installation of extra electrical outlets and lighting brackets to provide more effective stage lighting for shows and events.

Discussion was held as to where the source of funding would come from to support this request. It was commented that as this is an additional requirement outside of funding allocated for the previous lighting in the hall, the costs for lighting brackets and three phase power should be sourced from an alternative fund. After further consideration, the Committee agreed that the funding for the purchase of this additional lighting be sourced from the Waihi Ward Community Recreational Development Fund.

RESOLVED

THAT the Ward Committee agrees to purchase the lighting brackets and three phase power from the Waihi Ward Community Recreational Development Fund

Whiritoa Bollards Across Small Grass Reserve Fisherman’s Bend

Correspondence has been received from residents at Whiritoa complaining that vehicles are driving up onto the small grassed knoll and jeopardising people’s safety. The Community Services Manager advised that to prevent this occurrence, a bollard fence with a chain and gate is constructed at a cost of $700.00.

The members agreed that a fence be installed to resolve this safety issue.

RESOLVED

THAT the bollard fence be installed in July 2006.

Waihi Rugby Union : Query for Two Spectator Weather Shelters

The Community Services Manager referred to a letter received from the Waihi Rugby Union enquiring if the Ward Committee intends to construct two shelters as was indicated in the LTCCP 2006-16. After discussion of the matter, the Committee agreed that at the hearing of the LTCCP, the Ward approved to erect only one shelter at the grounds because the $5,000 allocated would only cover the cost of one shelter.

Waihi Cemetery : Memorial Wall

The Community Services Manager tabled a report from the Community Facilities Manager outlining the proposed construction of the Waihi Cemetery Memorial Wall to be undertaken by the Waihi Lions Club. A sample of the bricks was available at the meeting for the member’s consideration. The members were agreeable that the double sized bricks, as displayed, be used in the construction of the wall.

Request to Plant Memorial Tree : Waikino

The Community Services Manager advised that a request has been received from a family residing in Waikino, in which they seek the Ward’s permission to allow them to plant a Kauri tree in memory of a deceased family member and long time resident of the community. An aerial photograph detailing the general location of the proposed planting was presented. The Community Services Manager advised that the matter has been referred to the Waikino Liaison Committee for their input.

In consideration of the matter, the Committee agreed that the family be allowed to plant the Kauri tree at the location outlined and requested that the Community Services Manager work with the Waikino Liaison Committee in forwarding this request.

GENERAL BUSINESS

PROPOSAL FOR ART GALLERY (01.000.020) (27KB)

A report from the Chief Executive was presented. It was explained that Mr Xavier Radić, a Waihi resident, has written to Council requesting permission for him to display a ‘discussion document’ in the Waihi and Paeroa libraries and service centres which he has written highlighting the need to preserve and restore the Waihi Art Gallery, located in the Waihi Museum building.

Mr Radić was in attendance and spoke in support of his request that he be allowed to display a copy of the proposal in the areas suggested. Mr Radić stated that this proposal is a ‘discussion document’ only for the general public to consider. A copy of the letter of request and proposal was attached for the members’ information.

The members held a discussion on the request and commented that the proposal needs to be considered fully before allowing it to be publicly displayed at Council premises. It was commented that as the Hauraki District Council is mentioned in the proposal, it gives the impression that the Council are in support of it. It was also commented that the Museum and Arts Group should be dealing with this issue as a group and not individuals. It was agreed that it should be made clear to the public that the concept is not coming from Council but from a member of the community. To provide clarity of where the proposal has originated, it was suggested the identity of the author be clearly stated in the introductory section of the proposal and that approval be given for it to be displayed in the Waihi Public Library only.

Mr Radić advised that he was agreeable to rewriting the introduction of the proposal to indicate who the author is and to state that it is a ‘discussion document’ only, produced by private individuals and is not a Council initiated proposal.

RESOLVED

THAT the proposal document be allowed to be displayed in the Waihi Public Library.

VICTORIA HALL COMMITTEE LOAN REQUEST (01.012.024) (28KB)

A report from the Corporate Services Manager was presented regarding a request from the Victoria Hall Committee that Council consider funding a loan towards a kitchen upgrade in the Victoria Hall, Waikino. A letter of request from the Committee was attached.

The committee supported the application and agreed to fund the interest for the first year. If the Hall Committee could not repay the advance within a year the Victoria Hall Committee would be required to pay interest to Council on the balance outstanding at 30 June 2007, and thereafter on a reducing balance method until the loan was repaid.

The loan advance was suggested to be for a five year period at a rate of 8% payable in six monthly instalments.

RESOLVED

THAT the Ward Committee agree to support the proposal and recommends that Council advance the Victoria Hall Committee a loan of $10,000 with interest payable at 8%, with interest paid by the Waihi Ward until 30 June 2007. The loan be for a period of 5 years and repayments made at 6 monthly intervals or earlier if the Hall Committee wishes to retire the loan earlier.

In making an advance to the Victoria Hall Committee Council acknowledges this advance is outside Investment Policy IP4(a) (Credit Risk) but has considered that making such an advance would enhance Council’s broader social objectives and would be for the advantage of the community per Investment Policy IP4(b).
