WWC06/29 Hayden/Wightman CARRIED
Goldfields Railway Centennial Committee - Request for Financial Assistance (IM241899)
The Community Liaison Officer presented a request for financial assistance received from Goldfields Railway Inc. The group seeks the waiver of the hall hire fees of $500.00 for the use of the Memorial Hall in which they wish to hold part of their centennial celebrations.
After discussion, the Committee approved that a grant of $500.00 be given to the group in support of their centennial. Members of the Committee commented that it is a worthwhile event which they would be pleased to support as a celebration of Waihi’s railway heritage.
RESOLVED
THAT the request be received
AND THAT the Ward grants $500.00 to Goldfields Railway Inc. towards the hall hire costs of the Memorial Hall.

Waihi Memorial Hall and Events Centre (02.603.999/02.636.999)
The Community Liaison Officer presented a report on the usage of the Memorial Hall and the Events Centre.
Railway Celebrations – Use of Morgan Park (02.610.999)
The Community Services Manager outlined the request received from Eddie Morrow of Goldfields Railway Inc. for the use of Morgan Park for their centennial celebrations. They wish to use the area behind the rugby field at Morgan Park and the carpark area.
RESOLVED
THAT the area behind the rugby field at Morgan Park be used for a concert as part of the railway centennial celebrations on April 15 and 16, 2006 at no charge provided that any damage to the grounds facilities be repaired by the organisers and all materials used for the event and rubbish is collected and appropriately disposed of
AND THAT any resource necessary to support the event is the responsibility of the event organiser.

Magnolia Tree, Waihi Bowling Club (02.610.999)
At the February meeting, it was requested that staff locate the arborist report completed in 2002 in which the condition of the Magnolia tree located at the Waihi Bowling Club was assessed by an arborist. The report was requested due to a complaint received from the Club that the tree was in poor condition and was dropping leaves on the greens. A copy of the arborist report was available for the Committee’s consideration.
The Community Services Manager advised that it needs to be established if the tree is a nuisance or not.
After discussion and in considering all options, the Committee and the Mayor agreed that the tree be left as it is and that the nuisance issue of the leaves be addressed by the members of the Bowling Club by removing the leaves using the vacuum device provided by Council. Cr Carmine stated that it is a heritage tree (listed as a significant tree) and is worth retaining.
RESOLVED
THAT the Ward Committee agrees that the tree is retained and that staff undertake any maintenance as required in the arborists report.

Waihi Streetscape – Historic Scene Panels (02.631.999)
The Community Services Manager advised of the poor condition the historic scene panels are in which were placed around the main street as part of the streetscape project. It was advised that the condition of the artwork on the panels has deteriorated significantly. It was therefore requested the Committee consider options to address the issue.
The Community Services Manager advised that the manufacturer who produced and installed them is presently considering an offer of costs to replace them. The Committee agreed that the matter be revisited once the manufacturer of the panels has submitted a price for their replacement.
Waikino Mowing (02.325.999)
It has been requested that three grassed areas of reserve previously looked after by members of the Waikino community now be mowed by the Council. Cr Hayden supported the proposal that Council add these three areas to the Wards mowing list.

THAT the Ward agrees to adding the above three sites to its mowing list as outlined and that these areas be considered for inclusion in the LTCCP 2006-16.

GILMOUR RESERVE DEVELOPMENT – STAGE 2 (02.627.999)

A report from the Project Manager was presented regarding the tenders received for Stage 2 works for improvements at Gilmour Reserve. The Tender Evaluation Report from Boffa Miskell was also presented for the Committees’ consideration.
The Project Manager advised that the proposed tender from HEB Smithbridge was assessed on the lowest conforming price.
The members asked the Project Manager what methods were to be used by the contractor to dredge the lake. To resolve all issues of concern regarding the project, in particular the dredging of the lake, the Project Manager suggested that the Committee could request a meeting with the contractor to discuss all areas of concern including the proposed method for dredging the lake.

THAT the report be received
AND THAT a decision on the tender be delayed for another 2 weeks, to be considered at the Council Meeting of 30 March 2006 to allow time for staff to meet with the contractor to discuss nay matters of concern and to clarify the proposed method for dredging the lake.
