MINUTES OF A MEETING OF THE WAIHI WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 9 MAY 2006 COMMENCING AT 2.30 PM

THAT pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the following late items be accepted for discussion.

- Purchase of Painted Panels

The item was not on the agenda because the item was unavailable at the agenda deadline.

Discussion on the item could not be delayed because the matter needed the attention of the Committee before the next meeting.

- Thames Valley Special Olympics – Support of Funding

The item was not on the agenda because the item was raised for discussion at the time of the meeting.

Discussion on the item could not be delayed because it was necessary that the item be considered as soon as possible so that a decision could be confirmed to the organisation at an early stage.

REQUEST FOR TEMPORARY ROAD CLOSURE

Thames Valley Car Club (IM247128)

The Community Liaison Officer presented a request received from the Thames Valley Car Club Inc for consent to close Pukewera Road, Waihi (from Murphy’s Bridge to the Taieri Road junction) for the purpose of an event organised by them on Sunday 7 May 2006.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Pukewera Road, Waihi (from Murphys Bridge to the Taieri Road junction) on Sunday 7 May 2006, between the hours of 10am and 5pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:

    1. THAT the written consent of the NZ Police is obtained and forwarded to Council and that any requirements the Police may have will be complied with.
    2. THAT no objections to the closure are received, which are upheld by Council
    3. THAT the organisers shall be responsible for all costs associated with the events, including advertising.
    4. THAT the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
    5. THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.
    6. THAT ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
    7. THAT the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
    8. THAT the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 5 May 2006.
    9. THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.
    10. THAT signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
    11. THAT only road tyres shall be used.
    12. THAT the road will be inspected before and after the event and any damage will be made good at the cost of the applicant.

    14. THAT in the event of heavy rain the District Engineer, Hauraki District Council, shall cancel the approval.

The proposed closure will be advertised in the Hauraki Herald on 5 May 2006.

Gilmour Reserve : Directional Sign (02.627.999)

The Community Services Manager advised that a letter had been received from OPUS International in response to Councils’ request for a directional sign advising of the presence of Gilmour Reserve to traffic using SH2. A copy of the letter from OPUS outlining the options for signage was also presented.

The Committee were requested to consider these options of signage and comment. After discussion, the members agreed that the signage as presented by OPUS be accepted and that another sign be placed mid way between Mueller and Gilmour Streets on Tauranga Road heading south. It was suggested that the Committee meet with OPUS in finalising the most suitable location for the signage.

Discussion was also held regarding the wording of the sign. The members advised that they wanted the sign to state that there is a rest area and toilet stop ahead and that the wording state ‘Lake Gilmour Reserve’ with ‘Rest Area’ and ‘Toilets’ in a symbolised form underneath.

RESOLVED

THAT the signs with rest area and toilet indicator symbols as recommended by Opus be accepted

AND THAT a meeting be held with staff and OPUS to discuss the location of a sign to be placed on urban Tauranga Road advising the name of the Reserve and its location.

Gilmour Reserve : Development Stage Two (02.627.999)

Discussion was held regarding the proposal to remove the stand of pine trees located at the Gilmour Reserve. After discussion on the matter, the Committee agreed that the pine trees be removed as they did not add any amenity value to the reserve and that they be replaced with a more attractive specie of tree better suited to the location.

It was suggested that the felled pine trees be offered to the public for firewood.

RESOLVED

THAT the stand of pine trees at Gilmour Reserve, as described, be removed.

GENERAL BUSINESS

LATE ITEMS OF BUSINESS

Purchase of Painted Panels (01.000.020)

Mrs Berys Daley of Waihi has written requesting that the Ward Committee consider purchasing three panels painted by a local artist depicting the heritage of Waihi which were used for the Rail Centennial Celebrations over Easter. Mrs Daley has proposed that Council purchase and stores the panels with a view to using them for future displays at events around the district.

After considering the request, the members agreed that the Ward purchase the panels from the artist and that a suitable location for the storage of the panels be found.

RESOLVED

THAT the Ward purchases the three panels for $150 each at a total cost of $450.

Thames Valley Special Olympics

The Mayor advised that the Secretary of the organisation has written to the Paeroa Ward Committee advising of their upcoming event and requested financial assistance towards the hall hire costs of the Paeroa Memorial Hall in which they are to hold their annual Bowls Triple Ribbon Day on Saturday, 29 July 2006.

At the earlier meetings of the Plains and Paeroa Wards, the members had suggested that all three Wards jointly contribute to the hall hire costs due to the fact that some of the participants involved in the event will be from the Plains, Paeroa and Waihi areas. He advised that the Plains Ward Committee agreed to assist with a total amount of $100.00 and invited the Paeroa and Waihi Wards to match this amount.

The members agreed that they would support the funding request by matching the two other Wards contribution.

The Mayor advised that all Councillors are invited to the opening of the event.

RESOLVED

THAT the Waihi Ward Committee contribute $100.00 from the Waihi Ward Discretionary Fund towards the hall hire costs of the Paeroa Memorial Hall in support of the Special Olympics Thames Valley event.
