MINUTES OF A MEETING OF THE WAIHI WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 12 SEPTEMBER 2006 COMMENCING AT 2.30 PM

THAT pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the following late items be accepted for discussion.

- Waihi College Parking

The item was not on the agenda because the item was unavailable at the time of the agenda deadline.

Discussion on the item could not be delayed because the member raising the item requested the matter be given consideration as soon as practicable.

The item was not on the agenda because the item was unavailable at the time of the agenda deadline.

MATTERS ARISING FROM THE MINUTES

Update of Dredging Process – Gilmour Reserve

Steve Clarke advised that staff are awaiting approval from Environment Waikato to allow the dredging to commence and explained the methodology of the dredging process for the members’ information.

Appointment of Steve Clark to position of Community Facilities Manager

Cr Baker welcomed Steve Clarke to his position as Community Facilities Manager and thanked Wayne Laurenson for his services to the Community Services Department during the last few months.

Whiritoa Entrance Beautification

A member requested an update into the investigation of the landscaping design for the Whiritoa entrance. The Community Facilities Manager advised he will liaise with the Community Services Manager requesting an update on the landscaping design to be reported to the October meeting.

Rocket Ship Park

The Community Facilities Manager advised that an evaluation has been undertaken for a replacement rocket ship structure at Victoria Park. A proposed design is being considered at present.

 

COMMUNITY SERVICES

The Community Services monthly report on activities was presented for the Committee’s consideration.

Memorial Hall

Repaint of Hall - Colour Scheme

The Community Liaison Officer presented samples of the two proposed colour schemes for the repaint of the Memorial Hall. After review, it was agreed that the red, cream and gold colour scheme be approved.

Security Lighting

The Community Liaison Officer advised that the installation of security lights is to be completed this week.

 

REQUEST FOR TEMPORARY ROAD CLOSURE [40.000.500]

Waitawheta Road Waihi (IM255097)

The Community Liaison Officer advised of the request to temporarily close the Waitawheta Road, Waihi to allow for the renewal of Bridge 627, Waitawheta Road, Waihi.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(a) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Waitawheta Road, between Taieri and Old Tauranga Roads, from Monday 18 September 2006 to Friday 8 December 2006, for the purpose of an upgrade project undertaken by Works Infrastructure Ltd. be given subject to the following conditions:

    1. THAT the written consent of the NZ Police is obtained and forwarded to Council and that any requirements the Police may have will be complied with.
    2. THAT no objections to the closure are received, which are upheld by Council
    3. THAT the applicant shall be responsible for all costs associated with the project, including advertising.
    4. THAT the applicant shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
    5. THAT the applicant shall notify the emergency services of their schedule
    6. THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager before any work commences.
    7. THAT the applicant shall indemnify the Council from all or any claims arising from the road closure.
    8. THAT signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic shall not use the road as a thoroughfare.

The proposed closure will be advertised in the Hauraki Herald on 12 September 2006.

Road Closure Seddon Street, Waihi

Due to delays with the relocation of the Cornish Pumphouse, the date requested by Go Waihi for a temporary road closure has changed. It was agreed that the date be confirmed once the pump house is on site.

Waihi Croquet Club : Parking Concern

The Community Facilities Manager outlined the correspondence received from the Waihi Croquet Club requesting that Council provide wheel barriers along the fence line of the car park at the Club and install angle parking in Clark Street. This would reduce parking pressures when both the bowling club and croquet club have events on the same day.

The Community Facilities Manager advised he will investigate options to address the restrictions of parking at the club.

Waihi RSPCA : Noise Issues

The Community Facilities Manager advised of the request received from the Waihi Branch of the RSPCA Society requesting that Council consider the options of relocating the facility due to noise complaints received from residents within the rural/residential zone of Lawrence Road. Attached was a copy of the findings from a noise level assessment carried out at the site which concurred that the noise levels exceed the noise limit allowed in a rural/residential zone.

The Community Facilities Manager advised that options will be considered further to address the matter and will be reported on at a later date.

Waihi Public Cemetery

It was advised that staff will continue to monitor the security at the cemetery in view of the recent acts of vandalism which have occurred there.

Whiritoa Tennis Club

The Community Facilities Manager outlined the request received from the Whiritoa Tennis Club seeking a remission of fees payable under Clause 3 of their agreement with Council that pertains to court rental for tournaments.

After discussion, it was agreed that as the club requests this remission on a yearly basis and is continually granted the waiver, this Clause be deleted from the agreement.

THAT the Ward approve the waiver of the rental fee.

Mowing

The Community Facilities Manager provided the members with information on the levels of service for the mowing of district parks and reserves.

Waihi Streetscape Historic Panel Scenes

Cr Carmine advised the members of the Wahi Vision Trust meeting she had recently attended. At this meeting samples of art work which illustrated historical events in the Waihi area were presented. Cr Carmine requested the Ward Committee also consider the samples of artwork and provide feedback on their suitability for replacement street panels.

The members requested that Cr Carmine continue forwarding the project with a view to a final review of art work at a future meeting of the Ward.

Waitawheta Camp Society Inc. – Rubbish Tip Fees

A request has been received from the Waitawheta Camp Society asking for the Ward Committees consideration towards waiving the rubbish tip fees for the disposal of camp rubbish.

After consideration of the matter, it was agreed that the request be declined and that the Community Facilities Manager write a letter to the Society explaining the reasons for declining the request.

THAT the request be declined.

Cr Hayden requested that a visit be arranged for the Ward members to visit the camp. Cr Carmine advised that she will arrange a date for the members of the Ward to visit the camp.

 

GENERAL BUSINESS

NEW KERB AND CHANNEL PROGRAMME (01.001.029) (78KB)

The District Engineer, Roading Manager and Darren Gilbertson (OPUS Team Leader - HDC Professional Service Contracts) presented the new kerb and channel programme.

The Roading Manager advised that as a result of limitations on the kerb and channel projects eligible for subsidy the programme as reflected in the report would make greater demands on Council funding than provided for in the LTCCP after 2007/08. It was requested that the concept of the programme be approved and that discussion on the detail of funding allocated in the programme from 2007/08 onwards be considered at a later date.

The District Engineer, Roading Manager and Mr Gilbertson presented the new and replacement footpath 10 year programme.

LATE ITEMS OF BUSINESS

Waihi College Parking

Cr Wightman advised of an option to assist in resolving the parking restrictions and safety issues at Waihi College. The Caretaker of the school has suggested that Council put forward a proposal to the College Board of Trustees that the vacant grassed area adjoining the Caretakers house at the school be sealed and used for additional parking and that ‘no parking’ lines be painted on the road opposite the school to keep this area clear of parked cars.

The Roading Manager advised that he has met with the Road Safety Co-ordinator and the Principal of the College for discussions regarding options and informed the Committee that the Principal supports the Caretakers concept.

It was requested that Council work with the school in evaluating the caretakers proposal with a view to constructing additional parking as suggested on a cost share basis.

Painting over Mural on Wall of Building – Solicitors Office

Clark & Gay, Solicitors have requested that they be allowed to paint the wall of their building in which a mural is painted.

After discussion on the matter, the Committee agreed that Clark & Gay be permitted to paint the wall as they are the owners of the building.

 

REPORTS FROM COMMITTEE MEMBERS ATTENDING COMMUNITY MEETINGS

Cr Carmine reported that she had attended the Go Waihi meeting recently where discussion was held regarding the annual review of the Martha Market consent.

An annual review of the market is a condition of their consent. It was requested that Cr Carmine advise Go Waihi to write to Council asking that a review of the Martha Market consent be undertaken.
