RECOMMENDATION

THAT the Community Services monthly report be received.

REQUEST FOR FINANCIAL ASSISTANCE [20.030.001]

The Waihi Ward Committee has been allocated $7000 for discretionary grants during this financial year.

WAIHI SUMMER FESTIVAL INC. [IM283872]

A letter from the secretary thanking Council for the grant to cover last year’s hall hireage has been received. They advise that the committee will be holding its 36th exhibition from 9th to 15th January 2008 and ask if Council would again make a grant to cover the hall hireage charges.

Cost for use of the hall is $795.00.

RECOMMENDATION

THAT consideration be given to this request.

WAIHI ROTARY CLUB – WAIHI MEMORIAL HALL

Please find attached a letter from the above Club asking if Council will provide and fit locks to the Club’s four crockery cupboard doors.

As staff have no precedent to follow in matters such as this, it is recommended that the Ward Committee consider the request in light of what benefits the Club maybe getting from having storage made available to them.

WAIHI COMMUNITY RESOURCE CENTRE [IM 285791]

Please find attached a request from the above for funding assistance for the tutor to the Youth Excel programme. The suggestion is that the Ward consider a unit type grant of $20 for a certain number of trips to the centre.

REQUEST FOR TEMPORARY CLOSURE OF ROAD [40.000.500]

VINTAGE CAR CLUB BAY OF PLENTY BRANCH (IM264924)

A request has been received from the Vintage Car Club Bay of Plenty for consent to close Trig Road North Waihi, between Beach and Heard Roads for the purpose of an event organised by them on Sunday 20 May 2007.

RECOMMENDATION

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Trig Road North Waihi between Beach and Heard Roads for the purpose of an event organised by them on Sunday 23 September 2007, between the hours of 7:00am and 6:00pm, for the purpose of an event organised by the Vintage Car Club Bay of Plenty be given subject to the following conditions:

  1. That no objections to the closure are received, which are upheld by Council
  2. That the organisers shall be responsible for all costs associated with the events, including advertising.
  3. That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
  4. That ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
  5. That the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
  6. That the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 9 August 2007.
  7. The organisers shall indemnify the Council from all or any claims arising from the road closure.
  8. That signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
  9. That only road tyres shall be used.
  10. The road will be inspected before and after the event and any damage will be made good at the cost of the applicant.
  11. That in the event of heavy rain the District Engineer, Hauraki District Council, shall cancel the approval.

The approved closure will be advertised in the Hauraki Herald on 18 September 2007.

Attached is a report from the Roading Manager concerning two roading issues in the Waihi Ward and details on the Draft Footpath Forward Work Programme (FWP) 2007/08 for the members consideration.

RECOMMENDATION

THAT the report be received.

SCHOOL LANE WAIHI

The traffic management at the cul-de-sac end of School lane has generated some complaints form the public, adjoining businesses and the Police. This area serves the school, a medical centre and provides worker parking for the town centre.

The following options to address the problem have been investigated:

1. Parking restrictions

2. Removing parking restrictions

3. Extending Drop off Zone

In consultation with the School, Police and Parents it was concluded that options 1 and 2 had little or no beneficial effect on the congestion that was caused by parents dropping off or picking up their children from school. The proposal to extend the drop off zone as shown in appendix 1 was supported as the appropriate measure.

RECOMMENDATION

THAT the report be received

THAT the existing Drop off Zone be extended to occupy the full extent of the cul-de-sac as shown in appendix 1 of this report

BUS STOP WHIRITOA BEACH ROAD WAIHI

A request has been received to replace the bus shelter that apparently has been demolished during the course of recent development work.

The report in appendix 2 discusses the two options investigated for the installation of a new shelter. Option 1 is west of the emergency centre and would have the footpath behind the building. The preferred option is site 2 which is immediately west of the emergency centre

entrance and has the advantage of an overhead street light and footpath.

The new shelter would be a plywood clad wooden structure with a concrete floor and iron roof. The rough order cost is $2,000, proposed to be funded from the Waihi Ward Road Upgrading budget.

RECOMMENDATION

THAT the new bus shelter be erected on site 2 as shown in appendix 2

AND THAT the work be funded from the Waihi Ward Road Upgrading Budget

Draft Footpath Forward Work Programme (FWP) 2007/08

RECOMMENDATION

THAT the prioritisation methodology used to develop the Forward Work Programme for New and Replacement Footpaths be approved and implemented

AND THAT an annual review of the programme is carried out.
