Replacement Pie Warmer
A member requested that consideration be given towards the purchase of a commercial pie warmer for catering purposes due to the removal of the existing unit.
RESOLVED
THAT the Parks and Reserves Manager investigates the purchase of a commercial pie warmer to replace the existing unit in the Memorial Hall kitchen.

REQUEST FOR FINANCIAL ASSISTANCE [20.030.001]
The Waihi Ward Committee has been allocated $7,000 for discretionary grants during this financial year.
WAIHI SUMMER FESTIVAL INC. [IM283872]
A letter from the secretary thanking Council for the grant to cover last year’s hall hireage has been received. They advise that the Committee will be holding its 36th exhibition from 9th to 15th January 2008 and ask if Council would again make a grant to cover the hall hireage charges.
Cost for use of the hall is $795.00.
RESOLVED
THAT the Waihi Ward Committee grants $795.00 to Waihi Summer Festival Inc. to cover hall hire for their event from 9th to 15th January 2008.

WAIHI COMMUNITY RESOURCE CENTRE [IM 285791]
A request has been received from the Waihi Resource Centre seeking funding assistance from the Ward towards the travel costs of one of their tutors involved in their Youth Excel Programme. The tutor travels from Athenree to Waihi return one day per week.
In consideration of the request, the members agreed that the Ward support the tutor’s travel costs by way of petrol vouchers as a one-off grant.
RESOLVED
THAT the Ward contributes $200.00 worth of petrol vouchers as a one-off grant to the Waihi Resource Centre to assist with travel costs of their Youth Excel Programme tutor.

REQUEST FOR TEMPORARY CLOSURE OF ROAD [40.000.500]
VINTAGE CAR CLUB BAY OF PLENTY BRANCH (IM264924)
A request has been received from the Vintage Car Club Bay of Plenty for consent to close Trig Road North Waihi, between Beach and Heard Roads for the purpose of an event organised by them on Sunday 23 September 2007.
RESOLVED
THAT it be recommended to Council as follows:
THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Trig Road North Waihi between Beach and Heard Roads for the purpose of an event organised by them on Sunday 23 September 2007, between the hours of 7:00am and 6:00pm, for the purpose of an event organised by the Vintage Car Club Bay of Plenty be given subject to the following conditions:
The approved closure will be advertised in the Hauraki Herald on 18 September 2007.

Whiritoa Tennis Club
A letter from the Whiritoa Tennis Club was presented advising the Ward of the clubs’ financial accounts for the year ended 31 March 2007 and enclosing a cheque for payment of levies of $648.00.
Reimbursement Request for Margaret Street Road Frontage
A letter was presented from the property owners of 11 Margaret Street, Waihi requesting reimbursement of costs of $180.20 which have resulted from them undertaking landscaping improvements on the road reserve of their property.
The members in considering the request felt that any property owners, who choose to undertake landscaping on road reserve without consulting Council, do so at their own cost. It was requested that staff advise the property owners concerned that it is not the general principle of Council to fund road reserve landscaping.
RESOLVED
THAT the Ward decline the request for reimbursement towards landscaping costs and that the residents be advised that it is the general principle of Council that it does not fund road reserve landscaping.

Whiritoa Playground
The latest playground inspection at Whiritoa has revealed that the existing play ground equipment is going to need either some major repair work or be replaced in the near future as it is becoming badly corroded due to it’s close proximity to the sea.
It has been considered that it would be less costly to replace the equipment. The Parks and Reserves Manager advised that there is presently funding available of $52,000 for an upgrade.
It was requested that the Parks and Reserves Manager seek costs to upgrade the existing playground equipment.
GENERAL BUSINESS
ROADING WARD REPORT AUGUST 2007 (01.001.029)

A report from the Roading Manager was presented concerning two roading issues in the Waihi Ward for the member’s consideration.

School Lane Waihi
The traffic management at the cul-de-sac end of School lane has generated some complaints from the public, adjoining businesses and the Police. This area serves the school, a medical centre and provides worker parking for the town centre.
The following options to address the problem have been investigated:
1. Parking restrictions
2. Removing parking restrictions
3. Extending Drop off Zone
In consultation with the School, Police and parents, it was concluded that options 1 and 2 had little or no beneficial effect on the congestion that was caused by parents dropping off or picking up their children from school. The proposal to extend the drop off zone was shown in Appendix 1 was supported as the appropriate measure.
RESOLVED
THAT the report be received
AND THAT the existing Drop off Zone be extended to occupy the full extent of the cul-de-sac as shown in Appendix 1 of the report.

Bus Stop : Whiritoa Beach Road, Whiritoa
A request has been received to replace the bus shelter that apparently has been demolished during the course of recent development work.
The report in Appendix 2 discussed the two options investigated for the installation of a new shelter. Option 1 is west of the Emergency Centre and would have the footpath behind the building. The preferred option is site 2 which is immediately west of the Emergency Centre entrance and has the advantage of an overhead street light and footpath.
The members were advised that the new shelter would be a plywood clad wooden structure with a concrete floor and iron roof. The approximate cost is $2,000, proposed to be funded from the Waihi Ward Road Upgrading budget.
The members indicated they were concerned about the type of cladding suggested for the shelter and requested the Roading Manager explore other options of cladding which may be more appropriate for this type of structure and to price a prefabricated structure (Total Span was a quoted supplier) and also Graffiti Guard. This is a non subsidised activity.
RESOLVED
THAT the new bus shelter be erected on site 2 as shown in Appendix 2 of the report
AND THAT the work be funded from the Waihi Ward Road Upgrading Budget.

Draft Footpath Forward Work Programme (FWP) 2007/08
The Roading Manager presented the Draft Footpath Forward Work Programme (FWP) 2007/08 to review the changes made to the Footpath Strategy since the last report and to confirm the work programme for the next 5 years.
The members were advised that the proposed forward work programme details 10 years of New and 2 years Replacement Footpath. The detail of the replacement programme will be finalised when the rating survey and ‘as built’ information has been collated and the database has been updated.
Members and staff reviewed the priority of works proposed in the programme as presented.
Comments noted:
The Ward had a list of further site deficiencies, to be provided to staff outside the meeting. A review of the comments as to the large number of errors would be appropriate.
RESOLVED
THAT the prioritisation methodology used to develop the Forward Work Programme for New and Replacement Footpaths be approved and implemented
AND THAT an annual review of the programme is carried out.
