The Parks and Reserves Manager reported on activities for the month of November 2007 for the Committee’s consideration.

REQUEST FOR FINANCIAL ASSISTANCE
The Waihi Ward Committee has been allocated $7,000.00 for discretionary grants during this financial year. The Committee has allocated $500.00 to Whiritoa Surf Life Saving Club, $100.00 to Thames Valley Special Olympics, $795.00 to Waihi Summer Festival, $200.00 to Waihi Community Resource Centre, $300.00 to Bill Doyle, $160.00 to Creative Waihi, $105.00 to Bosom Buddies, and $55.00 to Waihi Rotary Club leaving a balance of $4,785.00.
WAIHI MINISTER’S ASSOCIATION – WAIHI MEMORIAL HALL (363296)
A letter from the Secretary of the Waihi Minister’s Association was presented requesting a waiver of the hall hire fee. The association wish to hold their annual combined churches Christmas carol service on the evening of Saturday 15th of December 2007. The hall hire fee is $75.00.
RESOLVED
THAT the Ward grant $75.00 to the Waihi Minister’s Association to cover hall hire costs for their function to be held on Saturday, 15th of December 2007.

WAIHI CROQUET CLUB
The Waihi Croquet club has written to the Ward requesting financial assistance with the purchase of a ride on mower for the ongoing maintenance of their greens. Staff have met with a delegation and inspected their existing mower which is unable to be repaired. The letter from the club was attached with the quoted cost information.
RESOLVED
THAT the Ward Committee grant $1,000.00 to the Waihi Croquet Club to assist with the purchase of a new mower.
WWC07/101 Shepherd/Francis
CARRIEDGILMOUR RESERVE
A request has been made by Creative Waihi to use Gilmour Reserve for an "Art in the park "sales during the summer months. This would be held on the first Sunday of the month when the model boats are sailing at the lake and between 5 and 10 artists would be setting up their art for sale. The area selected is to the east of the parking area. A letter from the group was attached.
RESOLVED
THAT the request to use the Gilmour Reserve from the Creative Waihi Group to hold their "Art in the Park" sales on the first Sundays of the months of January to March 2008 be approved.

TAURANGA ROAD TREES
A letter from the solicitors of the landowners at 13 Tauranga Road in Waihi was presented. The property owners request that Council meets the costs of clearing leaves deposited by the verge trees on Council reserve against their fence outside their property. They also request that Council cover the costs to water blast their fence clean.
RESOLVED
THAT the information be received
AND THAT the Ward declines the request to remove leaves from the trees concerned and to water blast the property owners fence but agree to trim the trees to the boundary and clear away leaves twice a year or when necessary.

POHUTUKAWA TREES, WHIRITOA
A report from the Parks and Reserves Manager was presented which explained recent work undertaken urgently in Pohutukawa Reserve, Whiritoa. The work was caused by the dangerous state of several trees following a storm which had broken off some limbs and rendered other limbs to be dangerous to adjoining houses.
The report requested that an ongoing maintenance programme put in place to have tree care maintenance carried out on a regular basis to minimise large expenditure in the future.
RESOLVED
THAT a specific tree care budget be added to the Reserve Estimates to cater for an ongoing maintenance programme.

WAIHI VISITORS CENTRE – REQUEST FOR COUNCIL TO CLEAN CENTRE’S TOILETS
A request from the Waihi Visitor’s Centre has been received asking Council to meet the expense of he daily clean for their visitor’s toilets.
RESOLVED
THAT the Ward Committee approve $2,675.00 for cleaning of the Visitors centre toilets to be met by the Waihi Works & Services rate funding.

ROAD NAMING REQUEST – WIREX SUBDIVISION (376297)
The Corporate Services Manager requested approval of road names newly created in the Wirex subdivision at Whiritoa.

LATE ITEMS OF BUSINESS
WHIRITOA COMMUNITY PUBLIC MEETING - ANNIVERSARY WEEKEND
The Chairperson requested confirmation of the Whiritoa Public Meeting to be held on Anniversary Weekend. The members were requested to consider their availability for this meeting.
RESOLVED
THAT the Ward Committee members meet with the Whiritoa community at the Whiritoa Emergency Centre at 10.00am on 28th January 2008.

WAIHI COMMUNITY VISION : REVIEW OF THE TRUST
Cr Hayden advised of the proposal to review the workings of the Waihi Community Vision Trust. The cost of the review is $26,000. It was advised that the Trust is prepared to fund 75% of this cost.
Cr Hayden proposed that the Ward contribute $500.00 from the Ward towards the cost of the evaluation.
The majority of the members were of the view that an internal review of the trust would be satisfactory.
In conclusion, the consensus was that the Ward do not support funding of the review on the grounds that they believe a review can be undertaken for less cost and be a more effective process if evaluated by someone from within the organisation.
RESOLVED
THAT the Ward decline the request of funding towards an external review of the Waihi Community Vision Trust.

Note: Cr Hayden abstained from voting on the motion.
PROPOSAL TO PURCHASE BRONZE STATUES
Cr Baker presented a photo of two bronze statues he considered would be suitable for placement on the footpath in the Waihi Main Street. The cost of the statues is $8,500.00 (incl. GST). The estimated installation cost would be around $3,000.00. The members were asked to consider the proposal to purchase the statues at the costs presented.
The Chief Executive advised that funding for the purchase of the statues would be a capital cost to the Ward with funding to come from the Waihi Works and Services Fund.
After consideration of the matter, the member’s advised they supported the purchase of the statues and agreed that the Parks and Reserves Manager along with Committee member’s investigate a suitable location for the placement of the statues in the main street.
RESOLVED
THAT the Ward Committee approves of the acquisition of the statues.
