MINUTES OF A MEETING OF THE WAIHI WARD COMMITTEE WILL BE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 13 FEBRUARY 2007 COMMENCING AT 2.30 PM

RESOLVED

THAT pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the following late items be accepted for discussion.

- Gray Family Monument - Waihi Cemetery

The item was not on the agenda because the agenda was available at the time of the agenda deadline.

Discussion on the item could not be delayed because the family concerned required an indication from the Committee of what funding support is available to them in reinstating the monument.

- Waihi Bus Stop Proposal

The item was not on the agenda because the agenda was available at the time of the agenda deadline.

Discussion on the item could not be delayed because the existing arrangement is closing at the end of the month.

- Chilton Tinling – Acceptance of Mural

The item was not on the agenda because the agenda was available at the time of the agenda deadline.

Discussion on the item could not be delayed because a decision was required by the Ward Committee as soon as practicable.

Waihi Memorial Hall

The painting of the hall has been completed.

 

REQUEST FOR TEMPORARY ROAD CLOSURE [40.000.500]

Thames Valley Car Club [IM265935]

The Secretary of the Club advises that they have to postpone the Woodlands Road event, which was approved by the Ward at the December 2006 meeting. They have requested that the date be changed from 4 February to 11 February 2007. All affected residents and property owners have been advised and the organisers have accepted the conditions as set at the Ward meeting.

RESOLVED

THAT the change of date from 4 February 2007 to 11 February 2007 be approved.

REQUEST FOR FINANCIAL ASSISTANCE

Waihi Community Resource Centre [IM267523]

A request from the Manager of the Resource Centre has been received seeking assistance with funds or resources for the Children’s’ Day to be held on Sunday, 4 March 2007.

RESOLVED

THAT the Ward grants $100.00 to the Waihi Community Resource Centre in support of their Children’s Day event.

AND THAT the grant be increased to $150.00 and that the resolution be amended.

WWC07/06 Lockwood/Tregidga CARRIED

The Salvation Army [IM268665]

The Captain of the Waihi Corp writes advising of the activities of their Family Store. He also advises that they dispose of approximately a trailer load of products per week at the Waihi Transfer Station costing $30.00 per load.

They seek a concession or waiving of the refuse fees.

RESOLVED

THAT the Ward grant $500.00 to the Salvation Army to cover costs for disposal of waste.

Echo Walking Festival [IM268729]

The Co-ordinator for the festival writes advising that they are planning fully guided walks through the Southern Coromandel and Kaimai ranges. They seek financial assistance of $500.00 for the purchase of walking festival banners.

RESOLVED

THAT the Ward Committee contribute $100.00 towards the purchase of walking festival banners.

Whiritoa Community Meeting – Anniversary Weekend

The Community Services Manager reported on the community meeting held at Whiritoa on Auckland Anniversary weekend.

Waihi Rugby Grounds

A report from the Chief Executive regarding the mowing of the grounds was presented. It was requested that the Ward consider if Council should take over the mowing of the rugby fields.

The members considered that as the grounds are a community asset and assistance is required with maintenance, they were in agreement that the Waihi Ward would meet the cost of the mowing of the Waihi Rugby grounds.

RESOLVED

THAT the Waihi Ward would meet the cost of the mowing of the fields at the Waihi Rugby grounds.

Roberts Street Trees

The Parks and Reserves Manager advised that there are approximately 15 large silver birch trees along the northern side of Roberts Street in the berm that are interfering with power lines causing some major problems with the power company. They have asked for them to be either removed or trimmed.

RESOLVED

THAT the trees on the northern side of Roberts Street be removed.

Maddocks Street Tree

A large multi-crown Macracarpa tree has had to be pruned several times lately because of falling branches. It has become apparent that the tree is rotten in the centre and therefore should be cut down. The cost for its removal has been requested from several tree removal contractors, as it will be substantial.

The members agreed that the tree be removed as in its present state as it is a risk to public safety.

RESOLVED

THAT the Macracarpa tree on Maddocks Street be removed.

Skateboard Bowl at Morgan Park

The Parks and Reserves Manager advised that he had met with some of the skateboarders to hear how they would like to extend the skate park. Since that meeting, they have submitted a drawing of a proposed design they wish to see considered. Pricing of this design will be undertaken to see if this work will fit within budget. Council need to repair the drainage of the big bowl by putting in a manhole so the drain can be cleared when it blocks. A caution was issued to those using the skateboard facility that Council were intolerant of the damage vandals have been causing to the Park Toilets and to buildings in the Reserve.

The members suggested that a reduction in vandalism needs to occur before any consideration is taken to upgrading the bowl. In the interim, the Parks and Reserves Manager requested that the repair to the drainage of the big bowl be dealt with first. The members agreed that this work be carried out.

Waihi SPCA Event - Morgan Park

It has been requested by Waihi SPCA that Morgan Park be utilised as a start and finish point for a national SPCA event to be held on Sunday, 18 March 2007. The organisation requires the use of the park from 7.00am until 3.00pm.

RESOLVED

THAT the Ward supports the request from the Waihi SPCA and grants them the use of Morgan Park in which to hold their event.

Pumphouse Matters

The Park and Reserves Manager advised that Newmont Waihi Gold have requested that Council consider taking over the ownership and operating responsibility for the lighting system around the pumphouse.

After discussion, the members agreed to accept ownership and lighting responsibility of the building.

RESOLVED

THAT the Waihi Ward Committee accepts ownership and operating responsibility for the lighting system around the pumphouse.

Historical Streetscape Panels

The Community Services Manager presented the draft artwork for the member’s information.

 

GENERAL BUSINESS

Due to a conflict of interest, Cr Lockwood did not participate in the discussion.

WAIHI ARTS CENTRE AND MUSEUM ASSOCIATION APPLICATION FOR FUNDING (01.000.020) (62KB)

A report from the Chief Executive regarding a request for financial assistance received from the Waihi Arts Centre and Museum Association. A copy of the funding application was also attached for the member’s information.

RESOLVED

THAT the report be received.

WWC07/13 Lockwood/Carmine CARRIED

Mrs Ollie Richardson, Waihi Arts Centre and Museum Association Funding Co-ordinator was in attendance to answer any questions relating to the report and funding application.

Mrs Richardson advised the Committee that they wished to revitalise the Museum and to increase the visual arts section of the centre. The centre requests the Ward’s consideration towards a support of funding to allow the centre to continue its operation.

The members supported the ongoing operation of the museum but were concerned about the deficit which is apparent on an annual basis. They considered that an investigation in how the museum should operate needs to be undertaken

It was advised that an independent assessment is to be carried out within the next 2 months by a museum consultant, Mr Ken Gorbey to consider how the museum should operate.

In the interim, the Ward members agreed to support the funding of the Museum on a month by month basis until an evaluation report from the consultant has been received. The members also requested that the cost of an assessment be advised.

RESOLVED

THAT Mr Gorbey be invited to assess the operation of the Museum

AND THAT a price be obtained for an evaluation of the museum and its future management.

THAT the Chief Executive work with the Committee to consider its immediate funding needs and that this information be reported back to the Ward Committee at a future date

AND THAT the Chief Executive and the Museum Committee report back on what sum of interim funding is required.

WAIHI WARD ESTIMATES 2007/08 (21KB)

A report from the Chief Executive regarding the Ward estimates for the 2007/08 year for the member’s consideration.

RESOLVED

THAT the Committee considers the proposed Estimates for the Waihi Ward for 2007/08

AND THAT the estimates include the funding for the pumphouse lighting and the operation of the Museum.

LATE ITEMS OF BUSINESS

Gray Family Monument – Waihi Cemetery

Cr Hayden reported on the status of the Gray family monument in the Waihi Cemetery. He requested that the Waihi Ward consider providing the support of funding along with the family to reinstate the monument as it is a significant part of the towns mining history.

Discussion was held as to who would carry out the work to reinstate the monument to an acceptable standard. The Park and Reserves Manager advised that Councils Construction and Maintenance would be able to carry out the work required at a lower cost than a stonemason.

In conclusion, it was agreed that Councils Construction and Maintenance Business Unit be requested to carry out the reinstatement of the monument and that the Ward underwrites a sum of up to $2,000.00 towards the work.

RESOLVED

THAT due to the historic significance of the monument, the Ward underwrites a sum of up to $2,000 to reinstate the Gray family monument and that Councils Construction and Maintenance staff carry out the work.

Cr Lockwood voted against the motion.

 

Waihi Bus Stop Proposal

The District Engineer presented a report regarding an alternative bus stop for the Intercity Coachlines. It is proposed that the new location for the bus stop be moved to outside the Information Centre in Seddon Street.

Discussion was held as to an alternative site for the location of the bus stop. It was suggested that the area outside the BNZ in Haszard Street also be considered.

RESOLVED

THAT the bus stop at the Information Centre be extended to cater for the Intercity Coachlines bus.

Chilton Tinling – Acceptance of Mural

Cr Baker presented a mural from local artist, Chilton Tinling, depicting a historic scene of Waihi. Mr Tinling has requested the Ward’s approval to allow the mounting of the mural at an appropriate location in the town centre.

The members supported the concept of the mural, subject to agreement on where it is to be mounted. It was suggested that the area to the rear of Martha Court beside the Clark & Gay building be considered.

 

The meeting closed at 4.50pm.
