MINUTES OF A MEETING OF THE WAIHI WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 13 MARCH 2007 COMMENCING AT 2.30 PM

THAT the minutes of the meeting of the Waihi Ward Committee held on Tuesday 13th February 2007 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Placement of Mural – Chilton Tingling

Cr Baker presented correspondence received from artist, Mr Chilton Tingling, accepting the location proposed by the Ward Committee to mount the mural in Martha Court. He also advised of sponsorship he had received towards the costs of mounting the mural.

Staff informed the members of the cost of consent fees required for the construction of the mounting structure and for the anti graffiti treatment of the mural, as follows:

It was agreed that the mounting of the mural at the location outlined be supported and that funding to cover all costs related to its mounting of up to $1,000 be sourced from the Waihi Ward Community Facilities and Recreational Development Fund.

RESOLVED

THAT the Ward Committee support the mural and it’s mounting

AND THAT funding from the Waihi Ward Community Facilities and Recreational Development Fund to cover the cost of consent fees and anti graffiti treatment of the mural of up to $1,000 is approved.

Waihi Museum and Arts Centre

At the previous meeting of the Ward, following discussions regarding the operation of the Waihi Arts Centre and Museum held with the Centres Funding Co-ordinator, it was agreed that Museum Consultant, Mr Ken Gorbey be invited to assess the operation of the centre. It was advised that Mr Gorbey is presently putting together a brief to Council on his findings which should be received in approximately two weeks time.

Request for Temporary Road Closure – Thames Valley Car Club (40.000.500)

Three requests for temporary closures of roads have been received from the Thames Valley Car club Inc.

Pukewera Road, Waihi

A request had been received from the Thames Valley Car Club Inc for consent to close Pukewera Road, Waihi (from Murphy’s Gate to the Taieri Road junction) for the purpose of an event organised by them on Sunday 25 March 2007.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Pukewera Road, Waihi (from Murphys Gate to the Taieri Road junction) on Sunday 25 March 2007, between the hours of 10am and 5pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:

    1. THAT the written consent of the NZ Police is obtained and forwarded to Council and that any requirements the Police may have will be complied with.
    2. THAT no objections to the closure are received, which are upheld by Council
    3. THAT the organisers shall be responsible for all costs associated with the events, including advertising.
    4. THAT the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.
    5. THAT a Traffic Management Plan be provided to and approved by the Council’s Roading Manager.
    6.  

    7. THAT ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.
    8. THAT the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.
    9. THAT the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 14 March 2007.
    10. THAT the organisers shall indemnify the Council from all or any claims arising from the road closure.
    11. THAT signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.
    12. THAT only road tyres shall be used.
    13. THAT the road will be inspected before and after the event and any damage will be made good at the cost of the applicant.
    14. THAT in the event of heavy rain the District Engineer, Hauraki District Council, shall cancel the approval.

The proposed closure will be advertised in the Hauraki Herald on 20 March 2007.

Golden Valley Road Waihi

A request had been received from the Thames Valley Car Club Inc for consent to close Golden Valley Road (Bjerring Hill), Waihi for the purpose of an event organised by them on Saturday 14 April 2007.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Golden Valley Road (Bjerring Hill), Waihi on Saturday 14 April 2007, between the hours of 10am and 5pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:

A request had been received from the Thames Valley Car Club Inc for consent to close top end of Taieri Road (from Pukewera Road junction) for the purpose of an event organised by them on Sunday 6th May 2007.

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of top end of Taieri Road (from Pukewera Road junction) on Sunday 6th May 2007, between the hours of 10am and 5pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:

    1. THAT the written consent of the NZ Police is obtained and forwarded to Council and that any requirements the Police may have will be complied with.
    2. THAT no objections to the closure are received, which are upheld by Council
    3. THAT the organisers shall be responsible for all costs associated with the events, including advertising.

Gilmour Reserve Development

It was advised that the official opening of the entranceway feature to Gilmour Reserve has been programmed for Sunday, 29 April 2007. Cr Baker and the Parks and Reserves Manager were requested to organise the opening to work in with the boat event.

Lights

Cr Baker advised that a ‘nozzle’ is to be trialled to improve the jet of water from the fountain which is to be provided by the supplier of the fountain. It was also advised that a single coloured light is to be trialled to make the affect of the fountain more significant which will be at no cost to Council.

Victoria Playground – Rocket Slide Replacement

It was advised that the slide has not yet arrived from the manufacturer. It was requested that the Parks and Reserves Manager follow up with the manufacturer when the arrival of the slide is expected as completion of the project was becoming long overdue.

Vandalism – Toilets Morgan Park

Further vandalism has been received to the toilets. Discussion was held regarding consideration of an alternative material for pans and basins for toilets as the present porcelain type are easily damaged. It was suggested that stainless steel basins and pans be used as an alternative.

The members were in agreement that stainless steel pans be installed to replace porcelain type.

Maddocks Street Tree

It was advised that the cost for the removal of the Macrocarpa tree located in Maddock Street is approximately $7,000.00. Final costs for this work will be advised at the next meeting.

Morgan Park – Players Shelter for Rugby

It was requested that the planned construction of the player’s shelters be expedited. It was requested that the Parks and Reserves Manager follow up this matter.

The Chief Executive advised he will look at appropriate shelters and locations at other rugby grounds to help in deciding what type of shelter is suitable and where the shelters should be positioned at the park.

REPORTS FROM COMMITTEE MEMBERS ATTENDING COMMUNITY MEETINGS

Whiritoa Emergency Centre Meeting

Cr Hayden advised that he had met with the members at the Whiritoa Emergency Centre earlier in the day at their quarterly meeting and advised that the group are operating the centre well.
