MINUTES OF A MEETING OF THE WAIHI WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 15 MAY 2007 COMMENCING AT 2.30 PM

THAT pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the following late items be accepted for discussion.

MATTERS ARISING FROM THE MINUTES

Victoria Park – Rocket Slide

The Parks and Reserves Manager advised the members that the replacement rocket slide has not yet arrived from the supplier.

Morgan Park Toilets

It was reported that damage to the men’s toilet at Morgan Park in Clark Street was still occurring. Police are investigating. To address the ongoing vandalism, it was suggested that the toilets be locked and only unlocked when they are required for use for special events.

RESOLVED

THAT the Morgan Park toilets be closed and be re-opened only for special events until such time as vandalism reduces.

The Community Services monthly report on activities was presented for the Committee’s consideration.

REQUEST FOR FINANCIAL ASSISTANCE [20.030.002]

Creative Waihi [IM275921]

A request from the Administration Co-ordinator for assistance with hall hire costs has been received.

The group is organising another event similar to the successful "ARTrageous" event held last month to be held in the Memorial Hall on Friday 24th through to the 26th August 2007. This event will showcase art and may appeal to the industry event being organised by Go Waihi.

Public entry will be free. The cost of hiring the hall from Friday through to Sunday afternoon is $220.00.

RESOLVED

THAT the Ward provides a grant of $220.00 to cover the costs of hall hire.

Waitawheta Camp Society [IM275590]

A request has been received from the Chairman of the society seeking assistance with the costs of resurfacing the areas surrounding the buildings. The society has carried out a huge amount of work upgrading their facilities and the site is well used. The Chairman asks that Council consider an $8,000 grant towards this project.

It was commented that the camp has been improved to a higher standard which would be a suitable venue for future youth leadership camps.

The Community Services Manager suggested funding by contributed 50% from the Ward Community Facilities Recreational Fund and 50% from the District Community Facilities Recreational Fund as the camp does perform a district wide function.

RESOLVED

THAT the $4,000 from the District Community Facilities Recreational Fund and $4,000 from the Ward Community Facilities Recreational Fund.

Gilmour Reserve – Stage 2 Development

To review what work is required at the Gilmour Reserve before the proposed staged work finishes, it was suggested that Ward members and the Parks and Reserves Manager have a walk around the park once the original proposed work has been completed.

 

Morgan Park : Skate Bowl

The Parks and Reserves Manager advised of the initiative taken by Mr Madsen, a teacher aide at Waihi College, to address issues of anti-social behaviour at the Morgan Park skate bowl.

The members agreed that there needs to be a significant improvement in the attitude of some of the town’s youth towards the general public and public property. It was therefore suggested that a ‘user group’ consisting of young people who use the skate park be set up to take some ownership of the day to day incidents that occur there.

Costs relating to repairing the damage caused to public facilities by vandals is a major issue of concern to Council and the community. In light of this, it was requested that the Parks and Reserves Manager provide a list of damage caused to public property over the last 2 months and that a senior police officer be invited to attend a future Council meeting for discussions on vandalism and youth violence in the district.

RESOLVED

THAT it be recommended to Council that a Senior Police Officer be invited to attend a future Council meeting for discussions on vandalism and youth violence in the district.

Morgan Park - Soccer Club Power Box

At the April meeting it was agreed that a quote be sought for the installation of power to Soccer clubrooms and the cost of upgrading the power box located in the Morgan Park toilets. The Parks and Reserves Manager advised that the Soccer Club have provided him with a costing of installing power to their shed of less than $1,000.

As the toilets are now to be locked and only available for special events, the members decided that it would be less expensive just to strengthen the meter box in the toilet.

RESOLVED

THAT the Ward does not relocate the floodlighting switchboard to the Soccer club rooms but approves the cost of strengthening the meter box in the toilets to reduce the ease of damage by vandals.

Relocated Bus Stop – Seddon Street

Further to the item discussed at the April meeting where it was requested that additional toilets be installed in the Information Centre to cater for patrons using the intercity bus service, it was decided that until the new building for the Information Centre has been commissioned and the Centre relocated, plus the search for an alternative bus stop had been made, if indeed there was such a location, then the matter of providing additional toilets facilities at or near the existing Information centre be put on hold.

RESOLVED

THAT the relocation of the bus stop and additional toilet facilities be put on hold until the new building to house the Information Centre has been commissioned.

GENERAL BUSINESS

WAIHI RIDING CLUB – EXTENSION OF LEASE AND PROPOSED SAND ARENA (05030/239.04) (19KB)

A report from the Property Manager was presented by the Community Services Manager regarding a request received from the Waihi Riding Club seeking approval of a 10 year lease of the reserve at Banks Street for the purpose of holding equestrian events. The club would also like permission to build a sand arena on the property.

After discussion on the matter, the members supported the request to lease the reserve land in Banks Street to the Waihi Riding Club subject to conditions and approved construction of a sand arena. It was considered the land would be put to good use and the establishment of an arena would add value to the club and improve the amenity of the reserve.

It was requested that the Parks and Reserves Manager ensure that the sand pit of the arena is located away from the drain to allow access for drain maintenance.

RESOLVED

THAT the report be received

THAT the Waihi Ward Committee approves a 3 x 3 x 3 year lease for the Waihi Riding Club of the Bank Street Reserve with the following conditions:

AND THAT the Club maintain the reserve and fencing to the satisfaction of the Council and meet the costs of the water charges

AND THAT the Waihi Ward Committee continues to accept the costs of the rates with the exception of service charges

AND THAT the Committee approves the building of a sand arena as per the letter received 27 February 2007.

LATE ITEMS OF BUSINESS

Waihi Playcentre - Removal of Privet

A member presented a letter received from the Waihi Playcentre asking where they can dispose of privet and if the Ward would consider providing some financial assistance to cover costs of its disposal. Environment Waikato requested its removal as it is a registered as a pest plant.

The member advised that Mr Ian Wightman, solid waste contractor, has been contacted about its removal and he has agreed to dispose of it.

It was agreed that the Ward contribute funding towards the disposal of the privet to be sourced from the Ward Community Discretionary Fund.

RESOLVED

THAT the Ward grants funding in support of the Waihi Playcentre to cover the costs of disposing of green waste to be sourced from the Ward Community Discretionary Fund.

Request from Rotary Club of Waihi Inc.

A request has been received from the Waihi Rotary Club seeking a waiver of the hall hire fee as they wish to hold a book fair at Queen’s Birthday Weekend.

RESOLVED

THAT the Ward grants costs of hall hire to the Rotary Club of Waihi Inc.
