Seating located by historic picture panels in Main Street

The items were not on the agenda because the items were not available at the time of the agenda deadline.
Discussion on the items could not be delayed because the items required the consideration of the Ward before the next meeting.

Placement of the New Statues
The members decided after an inspection of the main town area that the most suitable location for the new statues was in the front of the Subway restaurant in Seddon Street.

GILMOUR LAKE
Landscape Development
The member’s requested the Park and Reserves Manager follow up on the landscaping work programmed for the wetland area of the park.
Security Lighting
The Parks and Reserves Manager advised of acts of vandalism which have recently occurred at the park. In view of this issue, Cr Baker suggested that a street light near the entrance to the car park be installed to improve security and requested that staff investigate different placement options of a street light for this purpose.
SEDDON STREET TREES
The Parks and Reserves Manager advised of a number of significant Oak and Casurina verge trees in Seddon Avenue which have declined in health to the point where their deterioration demands removal. The trees are sited on the northern side of SH2 between Toomey Street and Martin Road.
Attached was an arborists’ report from Asplundh advising of the condition of the trees and recommending that they be removed. As the trees are ‘protected’ trees in the District Plan, resource consent is required for their removal. The member’s were advised that vehicles parking under the trees have contributed to the poor health of trees and requested that bollards be placed along the verge to prevent vehicles from parking close to the trees in future.
RESOLVED
THAT the subject trees be removed and replaced by either an oak or another species other than Casurina
AND THAT bollards be considered as an option for protecting the trees to prevent damage from parked vehicles.

GENERAL BUSINESS
The Chief Executive reported on the request for funding to maintain the operation of the Waihi Arts Centre and Museum. Also attached was the Museum Consultants independent report on the operation of the Arts Centre and Museum. Mrs Ollie Richardson, President of the Arts Centre and Museum was in attendance and updated the members on the operation of the Arts Centre and Museum over the last several months.

THAT the report be received.

CARRIEDThe Arts Centre and Museum Committee are seeking $12,420.
RESOLVED
THAT the Ward Committee approve a contribution to the Arts Centre and Museum for the period 1st January 2008 to 30th June 2008 of $5,700 and that for the period 1st July 2008 to 30th June 2011 an annual grant be provided of $12,420

CONSIDERATION OF ESTIMATES FOR THE 2008/09 ANNUAL PLAN
A report from the Chief Executive regarding the draft estimates was presented. Available separately was a summary of the operation and maintenance of the Ward Facilities and initiatives for the member’s consideration.
The member’s were advised that the Ward Committee will recommend to Council the adoption of the estimates either as they have been presented or subsequently amended.

WWC08/07 Carmine/Hayden CARRIED
Go Waihi
Go Waihi are seeking funding of $99,500. The member’s agreed that Go Waihi be granted what was allowed for in the LTCCP 2006-16 of $87,983. This includes the $79,321 for co-ordinator (as per LTCCP); $6,372 for extraordinary items (as per LTCCP) and their rent.
Waihi Visitors Centre
The Waihi Visitors Centre seek funding assistance of $46,820 for administration costs.
RESOLVED
THAT $40,000 be included in the 2008/09 Annual Plan for Waihi Visitors Centre and that this figure is to include all costs including operating costs, toilets and wages for administrator and rent.

THAT the Waihi Ward Committee adopts the estimates as amended for the Waihi Ward for the 2008/09 Annual Plan.

LATE ITEMS OF BUSINESS
SEATING LOCATED BY HISTORIC PICTURE PANELS IN MAIN STREET
Cr Baker advised he had been approached by a member of the public concerned that viewing of the historical picture panels in the main street are obstructed by the seats in front of the panels. It was suggested the member’s take a walk along the main street to consider the matter.
After discussion on the matter, it was agreed that the panels stay in their present location as the purpose of the panels being positioned behind the seats was to act as a ‘wind break’ as well as providing information on the history of Waihi.
REQUEST FOR FUNDING ASSISTANCE - RESOURCE CENTRE (NZ CHILDREN’S DAY) GILMORE PARK
Cr Baker presented a request received from the Waihi Resource Centre seeking funding assistance towards hireage of equipment for their NZ Children’s Day event to be held in Gilmour Park on Sunday 2 March 2008 from 2.00pm.
RESOLVED
THAT the Waihi Ward approve funding to the Waihi Resource Centre in support of their NZ Children’s Day Event to cover costs of equipment hire.
WWC08/10 Baker/Hayden
CARRIEDA was requested that the funding towards the equipment hire be contributed from the District Discretionary Fund. It was agreed that the Ward recommend to Council that $400.00 be granted from the District.
RESOLVED
THAT it be recommended to Council that a contribution of $400.00 be granted to the Waihi Resource Centre towards the NZ Children’s Day event from the District Discretionary Fund.
WWC08/11 Shepherd/Carmine CARRIED
ROSEMONT ROAD/KENNY STREET INTERSECTION – PROPOSED ROUNDABOUT
Cr Baker requested that the Ward recommend to Council that a letter is written to Transit NZ requesting that a roundabout be constructed at the Rosemont Road and Kenny Street intersection due to the road safety issues which seem apparent at the location.
The Chief Executive advised that a roundabout at the location was not a viable option.
The meeting closed at 4.40pm.
