MINUTES OF A MEETING OF THE WAIHI WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 11 MARCH 2008 COMMENCING AT 2.30 PM

MATTERS ARISING FROM THE MINUTES

Waihi Visitors Centre

It was advised that a meeting has been held for discussions regarding the funding to the Visitors Centre. The Mayor advised that the increase in wages and work hours for the Administrator position has been approved by the Information Centre Committee.

 

COMMUNITY SERVICES

COMMUNITY SERVICES MONTHLY REPORT

The Community Services monthly report on activities was presented for the Committee’s consideration.

THAT the Community Services monthly report be received.

HALL PERFORMANCE

The hall performance statistics were presented. January showed high usage but usage reduced in February.

EVENTS CENTRE

The Sports ‘n’ Action group have appointed a new Administrator. The suggestion that the Events Centre management could be carried out the Sport ‘n’ Action Trust was discussed in general. It was agreed that the matter needed to be discussed as to how the initiative could be progressed further.

 

REQUEST FOR TEMPORARY CLOSURE OF ROAD

VINTAGE CAR CLUB BAY OF PLENTY BRANCH

A request has been received from the Vintage Car Club Bay of Plenty for consent to close Trig Road North Waihi, between Beach and Heard Roads for the purpose of an event organised by them on Sunday 30 March 2008.

RESOLVED

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Trig Road North Waihi between Beach and Heard Roads for the purpose of an event organised by them on Sunday 30 March 2008 between the hours of 10:00am and 4:00pm, for the purpose of an event organised by the Vintage Car Club Bay of Plenty be given subject to the following conditions:

1. That no objections to the closure are received, which are upheld by Council

2. That the organisers shall be responsible for all costs associated with the events, including advertising.

3. That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.

4. That ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.

5. That the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.

6. That the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 28 March 2008.

7. The organisers shall indemnify the Council from all or any claims arising from the road closure.

8. That signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.

9. That only road tyres shall be used.

10. The road will be inspected before and after the event and any damage will be made good at the cost of the applicant.

11. That in the event of heavy rain the District Engineer, Hauraki District Council, shall cancel the approval.

The approved closure will be advertised in the Hauraki Herald on 25 March 2008.

REQUEST FOR FINANCIAL ASSISTANCE

The Waihi Ward Committee has been allocated $7000 for discretionary grants during this financial year. The Committee has allocated $500 to Whiritoa Surf Life Saving Club, $100 to Thames Valley Special Olympics, $795.00 to Waihi Summer Festival, $200 to Waihi Community Resource Centre, $300 to Bill Doyle, $160 to Creative Waihi, $105 to Bosom Buddies, $55 to Waihi Rotary, and $75 to Waihi Ministers Association leaving a balance of $4,710.00.

CREATIVE WAIHI – ARTRAGEOUS [392242]

A letter from Berys Daly advising Council that the Waihi Artist group has hired the Waihi Memorial Hall for the "ARTrageous" event that will take place in hall the from Thursday 1st May through to Sunday 3rd May 2008.

The group asks for the grant of $295.00 to cover hall and crockery hireage. A copy of the budget for the event was tabled as additional information to the request.

RESOLVED

THAT the Waihi Ward grant $295.00 to Creative Waihi to cover hire of hall and crockery for their art event to be held from 1-3 May 2008 in the Waihi Memorial Hall.

PLAYERS SHELTER – MORGAN PARK

The Mayor requested that the Parks and Reserves Manager include the installation of a player’s shelter in Morgan Park in capital projects for 2007/08.

GILMOUR RESERVE – SECURITY LIGHT

The introduction of a new security light in Gilmour Reserve car park has been assessed. It is proposed that the light be placed near the toilets, east of the car park so that it will illuminate the toilet facilities area and adjacent walkway. The member’s were requested to consider that the light be installed with the matter of the funding to be advised to the Ward Committee by the Community Services Manager.

RESOLVED

THAT one security light be placed at the eastern end of the car park to provide better security in the general vicinity of the toilets.

Whiritoa – Bus Shelter

Cr Hayden asked if and when a bus shelter would be installed to replace the shelter removed from roadside at the Tidal Reach Subdivision. The District Engineer will investigate the matter.

 

GENERAL BUSINESS

GO WAIHI INC. – INDEPENDENT REVIEW

Mr Brian Gentil and Ms Karen Dodd - Go Waihi Co-ordinator and Acting Chairperson and Mr Paul Killerby and Mr Duncan McIntosh (APR Consultants) were in attendance.

The APR Consultants presented a PowerPoint presentation on the findings from their organisational review carried out on the operation of the incorporated society.

The member’s were given an opportunity to ask questions of the attendees relating to the assessment.

The meeting closed at 4.03pm.
