Dog Control Policy Review and Consultation


Council has reviewed its current Dog Control Policy and associated section of the Consolidated Bylaw and is now seeking your input on the proposed amendments.

As part of this review Council is proposing to revoke the Franklin District Council Dog Control Policy and Bylaw (applicable to the Kaiaua area). The reason Hauraki has two policies in place is due to the acquisition of the Kaiaua area of the ex-Franklin District with the Auckland super city boundary changes in November 2010.

There are three key areas involved in this consultation and they are highlighted below.

1. Proposed amendments to the Hauraki Dog Control Policy

The reviewed and proposed Draft Dog Control Policy(1.067MB) is available to view online or may alternatively be collected at Council offices and Libraries.

The key areas which have been amended are:

  • Beach access for dogs in Kaiaua

  • Beach access for dogs in Whiritoa

  • Proposed amendment to the definition of ‘under proper control’ and ‘under effective control’

  • Dogs on trays of utility vehicles

2. Proposed Amendments to Part 3 (Public Safety) of the Hauraki Consolidated Bylaw

Council is proposing to amend a number of parts of its Consolidated Bylaw within the Public Safety section on dog control. The majority of the recommendations are based on the inclusion of Kaiaua and the beach access for dogs in Whiritoa, but there is also the addition of a proposal to amend the definitions of “under control”.

The Statement of Proposal (89KB) lists each individual proposed amendment and the reasoning behind them. This document is also available to collect from our Council offices and Libraries.

3. Revocation of Franklin Dog Control Policy and Bylaw

Council is proposing to revoke the Franklin Dog Control Policy and Bylaw. This would result in Kaiaua residents being governed by the proposed (and currently draft) Hauraki Dog Control Policy 2011 and associated section of the Hauraki Consolidated Bylaw.

What is a submission?

It is an opportunity to have your say.  You can, as an individual or a member of an organisation, express approval or otherwise of the proposals made in the review of the Draft Dog Control Policy and associated section of the bylaw.

Submissions closed on 8 July 2011

Your submission to the Statement of Proposal can:

  • Support or oppose any of the proposed policy statements, or the policy in its entirety;

  • Support or oppose any of the proposed Hauraki District Council bylaw amendments;

  • Support or oppose the revocation of Franklin’s Dog Control Policy and bylaw;

  • Raise issues that you believe have not been addressed in the policy or bylaw.

Submissions have now closed.

Submissions on the Draft Dog Control Policy and associated documents open 31 May 2011 and close on 8 July 2011. Unless otherwise agreed late submissions will not be accepted.
