Before publicly notifying the Proposed District Plan the council had to undertake an evaluation of its proposed provisions.

It had to consider if each objective in the proposed plan is the most appropriate way to achieve the purpose of the Act, and if the policies, rules and other methods are the most appropriate way of achieving the objectives.

The purpose of the Act is to promote the sustainable management of natural and physical resources.
