District Plan Review

What is a District Plan?

The District Plan provides rules for how landowners can build on or develop their land. Depending on which zone(s) your land is located in will determine what activities and development you can and can’t do on your property.

This District Plan does not stand on its own as an isolated plan for resource management.

The Plan sits within a wider resource management framework, where regulations, plans and planning documents have been created at the national, regional and district levels.

Hauraki District Council is currently undertaking a review of its Operative District Plan, which has been in use for the past 12 years.


Why Review the Plan?

Quite simply Government legislation says we have to do a review every ten years of the District Plan. A review allows communities to reassess environmental outcomes and priorities and to redefine their vision for the future of the district.

A lot can happen in ten years – different development pressures, economic situations and new and changing issues. No one had heard of climate change ten years ago and yet that is an important issue that we need to take into account in planning for the next ten.


What is the Review process?

Council has been working on this review for about four years now. Council notified a Draft District Plan in October 2010 for public feedback. This feedback was reviewed in preparation for the Proposed District Plan. The Proposed District Plan was adopted at the Council meeting of 14 July 2010.

Proposed Variation No.1 to the Proposed District Plan was publicly notified on 15 October 2010.

The submission and further submission periods have closed.

Staff reports have been prepared and Hearings commenced on 18 October 2011.

October 2009

Open Days for the community were held in the local towns and settlements to discuss the draft District Plan and informal feedback.
 
 

 
February / March 2010

Council staff and consultants took information gained from October consultation and rewrote areas of the Draft District Plan, if necessary.

 

 
July 2010

Council adopted the draft as a ‘Proposed District Plan’.
on 14 July 2010.

Determination of eligibility of further submitters. A Hearing will be held to assist Council with this process.
 

 

 
 

 
December 2010 and February 2011

Stage 2: Further Submissions
Public notification in the local newspapers for further submissions which either support or oppose those submissions already received in Stage 1 process.
 
 

 
August to October 2010

Stage 1: Submissions
The Proposed District Plan will be advertised in the local newspapers as being open for formal submissions on 24 August 2010.  The submission period is open for 40 working days to 19 October 2010. A notice will also be sent to each ratepayer.

October 2011 to March 2012

Hearings of submissions
Hearings will be held for those that wish to speak in support of their submission(s) and further submissions.  Decisions are made on all submissions and further submissions.
 

 
August 2012

Final Decisions
Final decisions are notified and the appeal period begins.
Submitters wishing to challenge decisions on the submissions on the District Plan have an opportunity to further address its content.
