2011 Dog Control Policy and Bylaw

HDC Consolidated Bylaw
The Council has recently completed the review of its Dog Control Policy
and Part 3 of the Hauraki District Council (HDC) Consolidated Bylaw
(Chapter 6 the Control of dogs and schedule 6 and 7). The Council
approved the draft Dog Control Policy and proposed amendments to the
Consolidated Bylaw earlier this year in May. These were subsequently
released for public comment and the Council received an impressive 34
submissions on the proposed dog control policy and bylaw.
Based on the submissions there was roughly the same number of people in
support and opposition to the proposed policy and bylaw. The majority of
the submissions were in relation to beach access for dogs at Whiritoa,
although there were several concerning the Kaiaua coast as well. The
Hearing of Submissions took place in Paeroa on 27 July 2011. A
Councillor Working Party was established to consider the various dog
control options for Whiritoa and Kaiaua that were identified by the
submitters.
The 2011 Dog Control Policy and Part 3 of the HDC Consolidated Bylaw
were adopted by Council on 17 August 2011and are effective from 19
September 2011. The 2011 Dog Control Policy and Bylaw replace the 2007
Dog Control Policy and Part 3 of the HDC Consolidated Bylaw (Chapter 6
the Control of dogs and schedule 6 and 7) as well as the Franklin
District Council’s Dog policy and Bylaw.
New dog controls for Whiritoa Beach
(effective 19 September):
Dogs will be prohibited from Whiritoa Beach (including the lagoon) from
December 20 in any one year to March 1 of the following year and on
public holiday weekends, between the hours of 9:00am and 7:00pm. Outside
these hours but within these dates dogs may be exercised without a leash
but must be under control of the person in charge of the dog.
A dog must be on a leash on Whiritoa Beach from March 2 in any year to
December 19 of the same year between the hours of 10:00am and 3:00pm.
Outside these hours but within these dates a dog may be exercised off
leash but must be under control of the person in charge of the dog.
New dog controls for Kaiaua area (effective
19 September):
Dogs are prohibited from the beach area (defined as east of the boundary
of the East Coast road to mean low water spring) from the District
boundary at Miranda to the Southern boundary of Kaiaua (defined by the
southern 50km per/hour speed limit sign).
A dog must be on a leash on public land between the southern boundary of
Kaiaua (defined by the southern 50km per/hour speed limit sign) and the
southern boundary of the Wharekawa Recreation Reserve (defined by the
Waihopuhopu Bridge).
A dog may be exercised off leash on public land between the northern
boundary of the district and the southern boundary of the Wharekawa
Recreation Reserve (defined by the Waihopuhopu Bridge).
