Kerbside Pre-Paid Bag and Recycling Proposal

Introduction

Hauraki District Council proposes to make two changes to the refuse collection service. The proposed changes are:
  • A kerbside collection for recyclables
  • A prepaid bag system for the kerbside refuse collection.

The Draft 2008/09 Annual Plan currently in the consultation phase does not provide for these changes.

Council intends to make a submission about these changes to the Annual Plan consultation process. Council can then consider introducing the changes in the 2008/09 financial year.

Information about the proposed changes and the intended submission by Council is presented here to allow the public to give its opinions to the Annual Plan consultation process. These opinions will need to be given to Council by submission to the Draft Annual Plan before 21 April, 2008.


 
Kerbside collection for recyclables

As a result of submissions to previous Annual Plans and community requests Council are proposing to introduce kerbside collection for recyclables.

The proposed kerbside recycling service will collect glass and plastic bottles, paper and cardboard and all cans in a single weekly collection on the same day as the refuse collection.

The recyclables are to be placed in purpose made official 55 litre plastic bins. These will be issued at no extra charge to users for the first issue. Replacements after the first issue will be charged for.

The collection will serve only domestic or equivalent users. Commercial and industrial undertakings with more recyclables than a domestic level of service can support are expected to make their own arrangements.

The service will cost of $18.00 per household including GST (35 cents/week), including the initial supply of the bin. This will be included in your rates as an Annual Charge.

  • Meets public expectations

  • Recyclable material taken out of refuse collection

  • Saves trips to transfer stations

  • Reduces waste going to landfill


Pre-paid bag refuse collection service

What Council is proposing

The proposed pre-paid bag system will mean that only HDC official bags will be collected.

There is no limit on the number of pre-paid bags that can be put out for collection.

Pre-paid bags will cost $1.50 each. They will be similar in size and quality to the pre-paid official bags currently on sale for extra collection.

There will be an Annual Charge within your rates of $19.00 (37 cents/week) for all areas other than Whiritoa. Whiritoa Annual Charge will be $42.80 (82 cents/week). Whiritoa has six additional collections in the December/January holiday season and a bi-annual inorganic collection.

What service you currently receive

Currently most urban areas in the District have a weekly kerbside refuse collection service for a single 60 litre container weighing not more than 20kg from each residential property. Suitable ordinary bags are provided by the occupier at their own cost. If more than one bag is put out for collection, additional bags must be the official bags which are sold from your local shops and Council offices.

The Annual Charge is currently $80.00 ($1.54 /week) for all areas other than Whiritoa. Whiritoa Annual Charge is $112.00 ($2.15 /week).

Reasons for changing to prepaid bag system:

  • Less complicated, only official bags will be collected
  • All official bags collected, regardless of quantity
  • Incentive for waste minimisation
  • Clear identification of bags for collection
  • Use of standard type and quality bags facilitates collection

Important dates to remember

Submissions were to be received by Monday 21st April 2008.

Hearings for submissions received will be on Wednesday 7th May 2008.
