Review of Food Premises Fees

Statement of Proposal 

The new Food Act 2014 has resulted in a change to the way food premises operate and are regulated. The Council is proposing to set fees to recover the costs of carrying out its functions for food premises under the new Act for the commencement date of 1 March 2016.

Pursuant to section 205 of the Food Act 2014 notice is given that Hauraki District Council has prepared a Statement of Proposal (in accordance with section 83 of the Local Government Act 2002) for the review of fees and charges for Food Premises to take effect from 1 March 2016.

Copies of the full Statement of Proposal are available from the Hauraki District Council website www.hauraki-dc.govt.nz and at the Hauraki District Council Offices in: William St, Paeroa; Seddon St, Waihi and Orchard Rd, Ngatea.

Council staff are available to discuss the proposed content of the proposal during the submission period – please call our offices to speak with a staff member or make an appointment.

Submission period

Friday, 11 December 2015 to Friday, 29 January 2016 - 4.30pm.

Hearing of Submissions

Submissions will be considered by elected members at the Council meeting on Wednesday, 24 February 2016, to be held at the Paeroa Council Chambers, William Street, Paeroa.

Liquor Ban 2015/16 Hauraki District

Christmas and New Year

Notice is hereby given pursuant to the Hauraki District Council Consolidated Bylaw that the consumption of alcoholic liquor, the bringing of liquor or of empty liquor containers and the possession of liquor or empty liquor containers in the public places identified below is hereby prohibited during the periods identified below.

Liquor Bans - Whiritoa

All public places including roads, beaches and reserves are included in the prohibition for the Christmas and New Year Public Holiday.

Dates and Times – Whiritoa Liquor Ban 
During the Christmas and New Year Public Holiday being from 4.00 pm Wednesday, 23 December 2015 to 4.00 am Wednesday, 6 January 2016 inclusive.

Liquor Bans – Paeroa, Ngatea and Waihi

That the consumption and bringing into and possession of liquor in all public places including, roads and reserves are prohibited at all times within areas of the townships listed below:

Waihi 
• Within the 50 kilometre speed limit areas of Waihi township, and 
• Within the 70 kilometre speed limit of Seddon Avenue, East from the Margaret Street/Toomey Street intersection to the 50 kph speed limit sign East of the Martin Road/Baber Street intersection.

Paeroa and Ngatea
• Within the 50 kilometre speed limit areas of the Paeroa and Ngatea townships.

Penalties

Any person who commits an offence against the prohibition may be convicted and fined up to $20,000.

Powers of Police

The Hauraki District Council Consolidated Bylaw authorises any member of the New Zealand Police to act under sections 169 and 170 of the Local Government Act 2002, including the exercise of the power under section 170(2) to immediately and without further notice search a container or vehicle.

Hauraki District Council Land Drain Maintenance

Notice is hereby given pursuant to the Hauraki District Council Consolidated Bylaw, Part 7, Clause 12.1 that for the purposes of undertaking its annual drain maintenance programme, Council staff and contractors will be entering onto private property to apply approved chemical for weed control in Council land drains, and to undertake excavator cleaning of Council land drains.

Council land drains are located in the Western Plains, Eastern Plains, Komata North, Opukeko and Tirohia Rotokohu Drainage Districts. Council also maintains open drains that are part of the urban stormwater networks in Ngatea, Kerepehi, Turua, Paeroa, Waihi and Whiritoa.

Drain maintenance spraying of aquatic weeds with approved chemical by vehicle and helicopter application will be undertaken between January and April 2016.

Excavator cleaning of selected drains will be undertaken from March to June 2016.
Individual property owners will be advised of this programme to enable pasture adjacent to the target drains to be grazed off prior to the works.
