An education approach to help Hauraki's recycling work for everyone

Kerbside recycling in Hauraki works because most households put the right things in the right bin. From 1 September 2026, Hauraki District Council is introducing a four-step support process to help households who need a hand getting it right, and to keep the recycling system working well for everyone.

"Most people are already doing the right thing,” said Group Manager Service Delivery Adrian de Laborde. “This process gives households clear information and practical support so we can protect a recycling service the whole community depends on."

When recycling is contaminated with the wrong items, entire loads can be affected. Processing costs rise and recyclable materials can end up in landfill instead. Our Hauraki communities have risen to the challenge previously. A targeted education programme in 2019 cut contamination from around 57% to approximately 3%. Contamination has since increased to around 27%, which is why the education and support are being renewed.

The process is set out in Council's Waste Management Bylaw. If the wrong items are found in a recycling bin, the household will receive a tag explaining what went wrong and what to do. If contamination continues, two further notices follow with more guidance and practical help. Only if contamination continues after these steps will Council temporarily suspend the recycling bin service. Households can keep recycling using approved clear recycling bags in the meantime. The standard bin is reinstated once the required number of correct collections has been achieved. This is an education-based approach rather than just removing the recycling bin for a period of time.

The Tirohia landfill has limited space and every tonne diverted through recycling extends that life and reduces future costs for the district. The programme will be funded through the Waste Levy, money the Ministry for the Environment collects based on what goes into landfill across New Zealand. There is no impact on rates. Practical recycling guides and advice will reach households before the programme begins.
