THAT pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the following late items be accepted for discussion.

- Placement of Sculpture

The item was not on the agenda because the item was unavailable at the time of the agenda deadline.

Discussion on the item could not be delayed because the Paeroa Council of Arts meeting would be held on Wednesday 11th August and members would like to take a decision of the sculpture’s location to this meeting.

COMMUNITY POLICING UPDATE

Police Officer, Phil Caldwell (Paeroa area) was in attendance to liaise on community policing matters.

Policing matters in Paeroa are going well. The youth apprehension rate is down, and there is 32% decrease in overall crimes being committed. The liquor ban and CCTV cameras are making a difference.

The Mayor congratulated the Police and Councillors on a job well done.

The members requested that additional wording be added to resolution no. PAWC10/52 with reference, to include that staff investigates the planting of more trees on the road reserve alongside Station Road, Paeroa.

REQUESTS FOR FINANCIAL ASSISTANCE

Morgan is currently studying full time at Waikato University completing her second year Bachelor of Teaching degree and was selected to represent Waikato netball at the National Age groups in Dunedin. Morgan was identified by Netball NZ Emerging Talent Selectors as a player with potential and needs assistance for her with travel, accommodation, food and uniforms so that she can start on the high performance player pathway.

Morgan is motivated to give back to the community and helped coach and train a local netball team, and hopes Council will provide valuable support in her efforts to achieve her goal.

RESOLVED

THAT the request for financial assistance is declined; and

THAT a letter of acknowledgement be sent to Morgan Morrow explaining that the Ward Committee has previously given financial assistance on two previous occasions; and

THAT Morgan is congratulated on her high level of achievement.

PAEROA ANTIQUE FESTIVAL COMMITTEE [595757] (28 KB) Adobe Acrobat PDF Document

The 5th Annual Antique and Vintage Festival is being organised for the weekend of the 18/19 September 2010. The event includes a procession of vintage and classic vehicles, a static display of the cars in the Paeroa domain, a mystery car rally, a tea party, children’s entertainment and an Antiques Road Show in the War Memorial Hall. Charities to benefit from this event are Life Education Trust and St. John Ambulance. Hire of the hall is $31.00

Contribution to defray the expenses has been requested.

RESOLVED

THAT $500.00 is granted to the Paeroa Antique Festival Committee towards advertising of their Annual Antique and Vintage Festival event.

"WELCOME TO THE DISTRICT" SIGNS

The Community Development Officer presented a follow up from the report presented to the Council meeting on the 29th July 2010. The outcome from that meeting was that each Ward is to identify what is to happen with each of the signs within their ward.

It was agreed that any additions to the current signs are addressed by the Committee which was established at the previous Council meeting to consider signage.

RESOLVED

THAT all signs be refurbished; and

THAT the Tirohia sign be considered for possible relocation elsewhere on J & J Bubb’s property on SH26.

Capital works – Monies for Ventilation System Paeroa War Memorial Hall

A discussion was held on the possibility of a portion of the monies that was to be used for a ventilation system for the Paeroa War Memorial Hall be used to investigate the lack of parking at the Hall and what could be a possible solution to the parking problem.

Centennial Park – Request to Fence or Drain

Two letters have been received requesting that the drain that runs through Centennial Park be fenced or piped; the submitters consider it a hazard especially for the younger children using the field.

It was agreed that the exercise equipment be moved away from the drain and that the problem of the drain be referred to drainage staff but also seek input from the Centennial Park Board and the Old Boys Rugby Club.

RESOLVED

THAT the problem of the open drain be referred to the relevant staff; and

THAT Council also seeks input to the solution from the Centennial Park Board and the Old Boys Rugby Club; and

THAT the cost of relocating the exercise equipment to another area of the park which is away from the open drain is reported back to Council.

Primrose Hill - Tree Planting (11 KB) Adobe Acrobat PDF Document

A request has been received from a rate payer suggesting the lower paddock of Primrose Hill Reserve where it meets Arnie Street be planted with native trees and shrubs to enhance the entrance into Paeroa. The correspondence was attached.

RESOLVED

THAT $3,000 is allocated from the Reserve Contribution Fund to investigate the landscaping and planting of trees at Primrose Hill Reserve.

It was suggested that the landscaping could be done at the same time as the landscaping of the skate park.

The members were also advised that a light is to be placed at the skate park for security reasons.

The Community Services Operations Manager report concerning the CCTV cameras at the Domain was tabled at the meeting.

The report was in response to a Ward Committee directive to have more information and options available to them so they are able to make a more informed decision on what system to install.

RESOLVED

THAT the report be received; and

THAT Option 2 be accepted subject to the Chairperson and Deputy Chairperson being satisfied with technical specifications in consultation with the Corporate Services Manager.

LATE ITEMS OF BUSINESS

LOCATION OF SCULPTURE

The Ward Chairperson has received an email from Kris MacPherson from Soul Environments concerning the placement of the Lauren Kitts sculpture in front of the Arts Centre. Photographs showing the 2 options for the placement of the sculpture were presented. The Ward members selected option one which places the sculpture forward in the front garden bed just to the right of the "ART" sign.

RESOLVED

THAT the sculpture be placed in the garden at the front of the Paeroa Art Centre to the left of the building on the right hand side of the "ART" sign.

It was agreed that Cr Bubb will work with the Economic Development Officer in deciding the placement of the next sculpture which will be available in March/April 2011.
