MATTERS ARISING FROM THE MINUTES


Primrose Hill, Cenotaph Renewals – Paint, Walkways, Plinth and Lighting

At the 13th of March meeting, additional funding of $21,000 was approved to complete the Primrose Hill Cenotaph renewals project to be funded from the Community Facilities and Recreational Development Fund (CFRDF) and that staff advises the balance of this fund.

As this information had not been received, staff was asked to provide the balance of funds as soon as this information is available. The Operations Manager advised that this information will be emailed to all members as soon as it is available. 


Paeroa Netball Association

At the 13 March meeting, it was agreed that staff organise an onsite meeting with the Paeroa Netball Association to discuss the lighting problems the club is experiencing.

As the season has now commenced, it was requested that staff follow up this matter with the Club as soon as possible.


Wharf Street – Palm Tree

Staff advised that the Phoenix Palm tree located at the end of Wharf Street adjacent to the stopbank has now been removed, following the site visit undertaken by staff and Committee members.

REQUESTS FOR FINANCIAL ASSISTANCE


Bull Riding Puriri [869898]

The Chairman for the Bull Riding Puriri Club writes thanking Council for their generous support towards last year’s "Battle of the Bulls’’ event held at the Paeroa racecourse.

Last year the event ran at a loss – financial statement attached – with the Paeroa Ward granting $500.00 towards the event. This year the committee is seeking financial assistance of $1,000 per year for the next 3 years.

This year the event will be held at the Paeroa racecourse on 1 December 2012.

After consideration, it was agreed that it was more appropriate that this annual request from the group be considered in the Long Term Plan process and that more background information on the event particularly relating to visitor numbers be provided with the submission.

RESOLVED

THAT the correspondence from Bull Riding Puriri be received, and

THAT the group be requested to provide more information on visitor numbers to the event, and

THAT the submission be referred to the Long Term Plan 2012-22.

A letter of appreciation from the Paeroa Pipe Band and Tattoo was presented thanking the Ward for their contribution towards the event.

Paeroa Memorial Hall – Bookings

It was requested that staff email statistics of ‘regular users’ of the hall to the Committee members for their information.


Annual Plan Projects 2011/12

The Community Services Operations Manager took the members through the status of annual plan projects.


Paeroa Cemetery Renewals

Staff advised that the new gates at the cemetery have been installed with the opening and closing of them being undertaken by a local security firm for a weekly charge of $20.00.

It was agreed that this process be trialled for a six month period and then be reviewed.

THAT the opening and closing of the cemetery gates by the local security firm be reviewed in six months time.

Seating- Ohinemuri Park beside Criterion Bridge

It was confirmed that there be no seating installed in Ohinemuri Park beside the Criterion Bridge due to the belief that it would attract vandalism.


Seating – Stopbank behind McDonalds Restaurant

It was agreed that proposed seating on the stopbank behind McDonald’s restaurant be deferred until June 2012, as Police believed that seating at the location may attract youth to congregate with the threat of possible vandalism. It was considered there may be better locations around Paeroa than this site to install.

THAT proposed seating on the stopbank behind McDonald’s restaurant is deferred until June 2012.

Paint Repair of L & P Bottle

The Mayor requested that staff look at organising painting repair of the L & P bottle as it is in need of refreshment. It was also noted that the rubbish bin near the bottle is damaged and needs replacing.


Rail Trail Users - Secure Area for Bike Stands

A member suggested that as the Rail Trail becomes more popular, Council consider providing bike stands in secure locations around Paeroa so that trail users visiting the town can leave their bikes in a secure place. The members saw merit in this suggestion.


Additional Projects:

Primrose Hill, Cenotaph Renewals

Staff advised that the path at the site will be hot mixed on Wednesday 11 April so will be completed prior to the Anzac Day commemorations.

Dell Reserve furniture (869888)

Over the past 12 months two picnic tables have been installed in the Dell Reserve and in the last month one had the bolts gassed off, one was stolen, with another table vandalised beyond repair. Council staff suggests that if a table is to be reinstated, installation of a concrete table that is available may withstand the rigours of this area.

Details and pricing of these tables were presented. Staff recommended the installation of these tables would be beneficial where vandalism is an ongoing issue such as the Railway Reserve skate park.

RESOLVED

THAT a concrete picnic table of the type presented be purchased from Busck Pre-Stressed Concrete Ltd and installed at Dell Reserve at a total cost of $1874.50 (incl. GST).

A copy of the Paeroa Information Centre Manager’s monthly report was presented for the member’s information.

Cr Bubb asked that a review of the current Information Centre signage be undertaken and that consideration is given to more Rail Trail signage around Paeroa at some time in the future.

THAT a review of the current Paeroa Information Centre signage be undertaken and costs and options of signage be reported back to the Ward Committee.

A report from the Roading Manager and District Engineer was presented which sought the Ward Committee’s review and confirmation of the new footpath projects, kerb and channel and parking improvements in Willoughby Street, Paeroa.

The Roading Manager tabled a supplementary footpath programme which showed the removal of Francis Street.

After consideration, it was agreed that the Francis Street (L40 to 92) remain in the programme.

RESOLVED

THAT the report be received, and

THAT the New Footpath projects are approved for the sum of $67,800 for construction within the 2011/12 financial year, and

THAT delays to programmed work due to inclement weather conditions could result in unexpended funds being carried forward to the 2012/13 financial year be approved as required, and

THAT the Willoughby Street Parking Improvements as amended and kerb & channel replacement be funded from the MI work category subject to NZTA approval.
