MINUTES OF A MEETING OF THE PAEROA WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 11 DECEMBER 2012 COMMENCING AT 12.30PM

POSITIVE PAEROA – TOWN PROMOTER’S THREE MONTHLY REPORT

The Town Promoter, Jo Tilsley was in attendance to speak on past and current activities and upcoming events of Positive Paeroa.

A discussion was held regarding the replacement of street flags. The members supported that if flags are in poor condition they should be removed.

Jo advised that new L & P branded flags from Coca Cola Amatil will be arriving in the New Year. Consideration is being given to using ‘theme’ flags.

A lot of positive feedback has been received from the public regarding the cleaning of the main street pavements.

MATTERS ARISING FROM THE MINUTES

Netherton School Request to pipe Council Drain on School Road, Netherton - Change to Resolution No. PAWC12/101

At the request of the District Engineer it was asked that the Paeroa Ward Committee reconsider its decision to not fund the depreciation as the project could attract a subsidy.

It was agreed that the Ward Committee rescinds its earlier decision not to fund depreciation.

Note: Cr Adams took no part in the discussion.

Requests for Financial Assistance [CDV-30-100]


Paeroa Historical Society [994041]

The Secretary for the Society has written seeking assistance with the cost of resource consent for the construction of a memorial known as "Cook’s Landing".

The site requires the building of steps and a concrete pad that will house a steel anchor donated by the NZ Navy.

RESOLVED

THAT the Community Development monthly report be received, and

THAT the correspondence from Paeroa Historical Society be referred to the Council meeting of 12 December 2012 as a late item, and

THAT it be recommended to Council that funding towards the request be sourced from the District Discretionary Fund.

Railway Reserve Skatepark

In response to community concerns regarding increasing negative behaviour occurring at the skate park, Ward members agreed to replace the lamp standard that was vandalised prior to 14 June 2011. The lamp standard will be repositioned to maximise its photometric performance. A second lamp standard will also be installed as an additional security measure.

The security camera will also be reinstated.

To also prevent cars parking very close to the skate park and causing a nuisance, it was suggested that the Community Services Manager and Community Development Officer review and consider ways in which to address this problem.

Paeroa Pensioner Units

Staff advised that there are no vacant units at present. Councillors were asked to inform staff if they are aware of any people in need of housing so that their name can be put on the waiting list for a unit.


Paeroa Information Centre (991865, 991867, 991869, 991872)

A six monthly report from the Paeroa Information Centre was presented on the centres activities.

It was suggested that the Information Centre Manager, Margarete Ford and Positive Paeroa Promoter, Jo Tilsley both be invited to come along to update the members on activities at the February and March ward meetings respectively.


ANNUAL PLAN PROJECTS 2011/12 CARRIED FORWARD


Toilets at Paeroa Domain

The Community Services Manager spoke on the recent incidents of vandalism occurring throughout the district.

The toilet block at the Domain has been subjected to ongoing vandalism. As a consequence, these toilets are to be locked between the hours of 9.00pm and 6.00am every day. The disabled toilet is already locked each night and the security company will now lock the other toilet block. A sign will redirect users to the toilets at Marshall Street and Ohinemuri Park.


Freedom Camping Bylaw

The members were advised that Council is progressing with the District Freedom Camping Bylaw, with one of the next stages being to compile a list of restricted areas including the reason for the restriction.

The Community Services Manager asked the Committee to nominate two Ward members to work with the Community Services Department in identifying a list of restricted areas where freedom camping should be prohibited and to formulate reasons for their restriction.

As both Councillor Milner and Adams were already on the District Bylaw Review Working Party, it was agreed that they should be appointed to work with staff to compile the list of camping areas.

RESOLVED

THAT Councillors Paul Milner and Toby Adams be appointed to work with Community Services staff in identifying a list of restricted areas where freedom camping should be prohibited including the reason for their restriction.

Paeroa Netball Lighting

Staff and councillors have met with lighting experts at the site of the Paeroa Netball courts and discussed various options with regards to the upgrade of the lighting system. Staff will be receiving a specific lighting plan (lux plan) and options with regards to hardware shortly and shall discuss these with Paeroa Netball and then present to the Ward committee in the New Year.


CBD Pavement Sweeping Update

The Operations Manager – Assets advised that he had during the week of the 26th November, organised a demonstration of a sweeper unit in Paeroa. The results were very favourable in terms of performance and price of the prospective machine.

The members were shown video footage of the machine in action that illustrated its effectiveness. Councillors will be advised of a start date for the pavement sweeping programme prior to the end of December 2012.


CORPORATE SERVICES


PAEROA WARD ESTIMATES – THIRD CONSIDERATION FOR 2013/14 ANNUAL PLAN (993013, 994963)

The Community Services Manager presented the third version of the Ward estimates for final amendment prior to inclusion in the Draft Annual Plan.

THAT the report be received.

PAWC12/108 Milner/Thorp CARRIED

In the review of estimates, the committee decided to reduce the operational mowing costs at Leaches Field by $1600. (Four months of not mowing the area @ $400). During this time, the field shall be used to harvest silage and hay. The ward estimated that the revenue generated from this will be $800. This needs to be added to the other side of the ledger as additional revenue.


HAURAKI RAIL TRAIL – SUMMARY OF ASSETS

The Operations Manager – Assets presented an update on the summary of assets to be installed in the town centre in support of the Hauraki Rail Trail.


COMMUNITY MEETINGS ATTENDED

Cr Milner chaired the Paeroa Domain Users meeting held on 3 December 2012.

Issues discussed included the netball lighting upgrade. Sport Waikato would attend the first meeting next year to carry out the club WOF programme.

Cr Thorp advised of his attendance at the Kopu Bridge meeting held recently in Thames.

Cr Milner wished the Councillors and staff a happy Christmas and New Year.
