Railway Reserve – Playground
The members were updated that the Parks and Reserves Manager is to meet with the manufacturer of the playground equipment next week.

2012-2022 Long Term Plan – Paeroa Ward Estimates: Community Services - Sport Fields and Recreational Reserves
Paeroa Town Entrance Beautification
In consideration of the beautification of the entranceways, it was considered that the funding of for the upgrade of Dell Reserve on SH2 of $25,000 in year 2013/14 was too costly and requested allocation of funding be changed as follows:
$15,000 in year 2012/13 – SH2 - Western Entrance
$10,000 in Year 2013/14 – Dell Reserve
THAT $15,000 be funded in year 2012/13 for the SH2 for the Western Entrance, and
THAT $10,000 be funded in year 2013/14 for the Dell Reserve.

Paeroa Wharf and Jetty Project
In consideration of the wharf and jetty project, it was considered this project be removed from the 2012/13 year until the feasibility study has been undertaken.

PRESENTATION: POSITIVE PAEROA TOWN PROMOTER
Anee Harris was in attendance to present her report on her activities for Positive Paeroa Inc.
Water Pump Feature – Railway Reserve
Ms Harris’s discussion included a suggestion that the Paeroa water pump feature be reinstalled in Railway Reserve and to include a drinking fountain.
THAT the Community Service Manager investigates the viability of installing a water pump feature in Railway Reserve.

Ms Harris raised concerns regarding the cost of installation of the street flags.
The Community Services Manager advised that there is another method of managing the installation of street flags i.e. Flag Track system and this may provide more cost benefit in the long term.
THAT the Community Services Manager investigates options for improved systems to install flags.

Streets Ahead – Verandah and Shop Frontage Upgrades in Main Street
A discussion was held regarding options for supporting retailers to upgrade their shop frontages and signage. What plan of action is required to get this project underway?
It was decided that a Project Manager be employed to liaise with shop owners to assist in getting this project off the ground and that funding be made available to employ a person for this role.
THAT an additional grant to Positive Paeroa Inc. be provided for in the Draft Long Term Plan 2012-22 as per the following:
- 2012/13 Up to $15,000 be made available to cover costs of a Project Manager to assist in managing the ‘Streets Ahead’ project, and
- 2012-15 $5.000.00 be made available each year for Xmas lighting over the next three years, and
- 2014/15 $10,000 for brochures be moved from the 2012/13 year to 2014/15.

REQUESTS FOR FINANCIAL ASSISTANCE
Paeroa Pipe Bands Tattoo Committee Inc. 
The Games Secretary writes seeking financial assistance to help stage and run the Highland Games and Tattoo to be held in Paeroa on the 11th February 2012.
THAT the report be received.

The Committee has been unsuccessful with applications for grants and estimate a deficit of between $5000 and $8000. They are cutting down their advertising spend and have built up a contingency fund from which they can draw from.
THAT the Paeroa Ward Committee grants $1,000.00 to the Paeroa Pipe Bands and Tattoo Committee in support of funding towards operational costs.

Kaumatua Roopu ki Paeroa
A group (roopu) of local elders (kaumatua-kuia) met with the Mayor late last year to discuss the need for the elderly to meet regularly for social connectedness and identify what assistance Council can provide. The roopu proposed to meet in the Paeroa War Memorial Hall – an ideal venue for the elderly - for approximately 4 hours each fortnight.
The cost to hire the small hall is $32 per session and with most members being on a fixed income the roopu enquired as to the possibility of a grant to assist with the expense. The Mayor has agreed to make a contribution and suggests the Ward may consider a grant as well.
The programme coordinator advises that they have reviewed their plan and will be meeting monthly in Paeroa; some kaumatua will meet monthly in Waihi/Whangamata.
The Mayor advised that he is currently making a contribution to the hall booking fee for the next three months.
The Committee decided that it would review the request in three months time.
Paeroa Community Group - 2012 Mitre 10 Community of the Year Finalists
Positive Paeroa Inc., Antiques Town representative, Police, Councillors along with other members of the Paeroa community submitted an entry to the annual "Community of the Year’ awards. Of the 70 applications from around New Zealand Paeroa has been selected as one of three finalists.
The Mitre 10 Community of the Year 2012 winner will be announced at a public gala Awards event in Auckland on Thursday 16th February 2012; the submitters have been invited to evening event at the Langham Hotel in Auckland.
In order to cover expenses for community and ward members to attend the New Zealander of the Year Awards specifically for the Community of the Year Awards, the group is seeking a grant of $1,360 from the Ward.
This will contribute towards community representatives including the Town promoter, the Chairman of Positive Paeroa, The Community Constable, Antiques Town representative as well as the Mayor and two Councillors attending the awards event.
THAT the Paeroa Ward Committee meets half of the cost for the community members and ward members to attend the function of $680.00.

Karangahake Hall Market Committee 
Dawn Danby on behalf of the rebuild committee has advised that they are holding outdoor markets to fund the rebuild. However, the weather has not helped with their efforts and they propose to have the market in Paeroa twice a month on the footpath between Mackay and Arney Streets. The retailers on that block of shop have been canvassed and indicate support for the initiative.
The committee seeks the Ward’s permission to hold the street market on the second and fourth Sunday of the month on the footpath as detailed above.
THAT the Paeora Ward Committee gives permission to the Karangahake Rebuild Committee to hold a street market on the footpath between Mackay and Arney Streets twice a month.

Green Paper for Vulnerable Children (843280)
The government has written a discussion paper on how New Zealand can better protect abused, neglected and disadvantaged children. The paper proposes a number of ideas on how things might change to improve the situation for vulnerable children.
The green paper is an opportunity for the public, individuals and organisations, to have a say about what they think the priorities are and what they would like to see happen to improve the situation for children in New Zealand.
It was agreed that this item should be referred to Council to consider due to the fact that it is a central government initiative and a submission should be sent to the ministry from Council.
THAT the Community Development monthly report be received, and
THAT a late item be presented to Council at the meeting of 15 February recommending a submission be prepared on behalf of Council to the Ministry in support of the initiative.

Paeroa Cemetery Renewals
A member raised the matter concerning the locking of the cemetery gate. It was agreed that this be considered at the time of the Long Term Plan considerations.
School Usage of Pool
In viewing the statistics of pool usage, it was noted that the Paeroa pool usage is down due to the poor weather over summer.
Paeroa Reserve Bookings for January 2012
The Committee members commented that the graph showing the reserve bookings should also show ‘regular’ and ‘stand alone’ bookings.
PAEROA INFORMATION CENTRE: MONTHLY REPORT FOR DECEMBER 2011 (843198)
A report from the Manager of the Paeroa Information Centre updating the Committee on the operation and activities of the centre to December 2011 was presented.
It was agreed that the Community Development Officer would be the main Council staff contact for the Town Promoter.
It was requested that the Community Development Officer write to all the town promotion groups to inform them of this decision.
THAT the report on the operation of the Paeroa Information Centre be received, and
THAT the Community Development Officer writes to all the town promotion groups to inform them that he is the main Council staff contact for the Town Promoter.
