MINUTES OF MEETING OF THE PAEROA WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 11 SEPTEMBER 2012 COMMENCING AT 12.30PM

‘It’s not OK’ Campaign
Councillor Gill Leonard was in attendance to update the members on the Paeroa launch of the ‘It’s Not OK’ Campaign.
Positive Paeroa Town Promoter
Newly appointed Paeroa Town Promoter, Joleen Tilsley was in attendance for her introduction to the Committee.
It was suggested that Joleen attend the Ward meetings months to informally brief the Committee on the activities of the organisation. Joleen was agreeable to this suggestion.
Pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the Chairperson called for late items to be accepted.
THAT pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the following late items be accepted for discussion.
- Historic Maritime Park – Request for Cobblestone Donation
The item was not on the agenda because the item was unavailable at the time of the agenda deadline.
Discussion on the item could not be delayed because the cobblestones were required for use as this time prior to the upcoming Christmas Light Show.

THAT the minutes of the meeting of the Paeroa Ward Committee held on Tuesday 14 August 2012 are confirmed and are a true and correct record.

The Community Development Officer’s monthly report was presented for the Committee’s consideration.
Requests for Financial Assistance [CDV-30-100]
Historical Maritime Park Inc. 
The Chairman for the society has written requesting assistance with metal for their tracks and roads that were affected by the recent floods.
Flood levels reached 4.95 metres at the park – less than half a metre shy of the 1981 flood level. Volunteers have been able to clean up the area within a week of the flood however tracks have been washed away as the waters have receded.
The writer expects at least 3 large truck and trailer loads of gap40 metal will be required.
THAT the Community Development monthly report be received, and
THAT the correspondence from Historical Maritime Park Inc. be received, and
THAT up to $1,000.00 is granted towards the transportation costs of the metal to the Historical Maritime Park site from the Paeroa Ward Discretionary Fund, and
THAT the District Engineer sources the metal required for the renovation work.

Awards – Citizens and Young Achievers 2012 [CDV-30-200 & 300]
Staff advised the event will be held in the Paeroa War Memorial Hall on Tuesday 9 October 2012 starting at 7:00pm.
The Community Services monthly report on activities was presented for the Committee’s consideration.
THAT the Community Services monthly report be received.

Paeroa Domain – Exercise Equipment
The members requested that they be informed of what exercise equipment is to be installed in the Domain.
Criterion Bridge Seating
The members asked if the $4,000 budgeted for the seating has been reallocated to the Cycleway furniture. Staff advised that funding has been transferred to the cycleway furniture project.
Marshall Street Toilets Renovations
Staff advised of the upgrade work which is to be completed to the facility in the near future.
Follow up from items raised by Ward members at previous meeting:
Railway Reserve – Skatepark
Staff advised that tagging at the park has increased and some negative behaviour has been noted. It was proposed that staff meet with Councillors at the site within the next two days to review the issues concerning the general abuse of the park and to look at ways to address concerns around park user’s behaviour.
Rugby League/Rugby Union Meeting – Paeroa Domain
It was asked that the proposed meeting to discuss the use of the Domain fields include the Athletics Club plus a representative from Sport Waikato.
The Drainage Manager was in attendance and reported on a request from Netherton School to pipe a Council drain along the northern boundary of the school site. Staff are concerned that children are accessing the drain to retrieve balls which is a safety concern.
Council’s preliminary estimate for piping the drain is $28,000 for the 25m length, $100,000 for the full length to the western boundary.
To review the request in more detail, it was agreed that the Ward Committee, Drainage Committee and school representatives meet for further discussions regarding the matter.
THAT the report be received, and
THAT a meeting be arranged with Ward Committee members, Eastern Plains District Drainage Committee member and Netherton School representatives to discuss the options concerning the drain.

The Roading Manager requested that the Committee formally approve the work commissioned on a substandard culvert within the unformed section of County Road Karangahake.
The existing culvert is located near the junction of the existing track and the drive way to the Avery property. During the recent storm events the existing pipe was overwhelmed causing significant damage to the County road track and the new rail trail formation.
The existing culvert was approximately 225 diameter steel pipe that has been installed by others; this will be replaced by an 825 diameter concrete pipe.
The work is expected to cost $10,000 of which $1,500 will be paid by Ms Avery who requested an extra pipe length to improve the access alignment to their property.
The most appropriate source of funding will be from the annual provision for Non Subsidised Vehicle Crossings the budget provision is $13,000 for the current year.
THAT the report be received, and
THAT construction to upgrade the existing culvert as detailed proceed immediately, and
THAT the amount of $8,500 for this project be funded from the District Nonsubsidised Vehicle Crossing provision.

LATE ITEMS OF BUSINESS
Historic Maritime Park – Request for Cobblestone Donation
A request has been received from the Historic Maritime Park asking if Council would consider donating 165m2 of cobblestones to allow them to pave an outside area of the site to create an indoor/outdoor flow and increase the appeal of the venue to potential users.
THAT the Paeroa Ward Committee approve a donation of cobblestones to the Historic Maritime Park.
