MINUTES OF A MEETING OF THE PAEROA WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 12 FEBRUARY 2013 COMMENCING AT 12.30PM

Presentation: Paeroa Information Centre Report
Margarete Ford, Manager of the Paeroa Information Centre was in attendance. Margarete provided an update on the operation of the centre and provide statistical information on visitor numbers.
Margarete advised that she receives quite a number of inquiries regarding accommodation in the Paeroa areas particularly from users of the Rail Trail. Cr Milner suggested she speak with the Councils Economic Development Officer – David Fielden regarding accommodation.
There has been an increase in tourism due to the Rail Trail and an increased interest in the L & P Bottle. Parking and signage needs to be improved particularly in relation to the rail trail. Visitors have commented about the lack of night time dining and motor camps available in the Paeroa area.
The Chairperson thanked Margarete for her very informative report and commended her on the operation of the centre.

MATTERS ARISING FROM THE MINUTES
Railway Reserve Skatepark – Security Lighting and Cameras
Matters concerning security at the skatepark were raised by Councillors requesting an update on the installation of security cameras and lighting.
The Operations Manager stated he will follow this matter with the Community Development Officer.
Freedom Camping Bylaw
Councillors inquired with regards to the freedom camping bylaw review.
The Community Services – Operations Manager updated Councillors on the present position of the bylaw review process with regards to freedom camping in the district.
CBD Pavement Sweeping Update
The Community Services – Operations Manager invited Council Construction and Business Manager, Mike Voykovich to report on the progress and performance of the pavement sweeper presently on lease.
The Community Development Officer’s monthly report was presented for the Committee’s consideration.
THAT the Community Development monthly report be received.

Paeroa Domain Toilet
A member raised a concern that the Domain toilets were closed to the public during the closing of the Paeroa Pipe Band and Tattoo event on the weekend of the 9th of February causing an inconvenience.
Staff stated the problem arose as the security company that is engaged to close the toilets locked them at the normal time of 9.00pm.
Staff will meet with all the respective stakeholders to ensure this issue does not arise again.
Swimming Pool Update
The Park and Reserves Manager presented pool usage statistics on the over the summer period.
Wharf Street Jetty – Working Party
Previously the Ward Committee had determined that a working party would be established early in the New Year (2013) to determine the most appropriate approach to start this project.
Staff recommended the appointment of two Councillors, two community members and a staff representative to help oversee the project in moving it forward.
The members appointed Crs Milner and Bubb to the working party.
THAT Crs Milner and Bubb, a staff representative and two community members (to be advised by the Ward Chairperson) be appointed to form a working party to work on the Wharf Street Jetty project.

Paeroa Central Rail Trail Project List (1013378)
Staff presented to the members the final priority list of improvements for the Paeroa Central Rail Trail. These would be funded from the Community Facilities and Recreational Development Fund.
THAT Priority List (One) as presented is approved with the addition of 3 bike racks for the Paeroa CBD.

Ohinemuri Park- Miller Avenue School Request (1000468)
A letter of thanks has been received from Miller Ave School thanking Councils Parks and Reserves Manager for permission to use Ohinemuri Park for a sausage sizzle fundraiser.
With the letters of thanks, a request has also been received asking that they be able to use the site again at the end of Easter weekend and on Labour Day for additional fundraising activities.
THAT approval is given to Miller Ave School to utilise Ohinemuri Park at Easter weekend and on Labour Day for fundraising activities.

The Roading Manager reported on roading issues in the Paeroa Ward for the consideration of the Committee.
Rotokohu Road Safety Improvements
The Safety Improvements on Rotokohu Road include road widening, pavement marking (parking bays, edge lines, no parking and a centreline shift) and kerbing (eastern side). Entrance way upgrading and storm water infrastructure is required to control and dispose of run-off where the road has been widened and new kerbing provided.
The work will allow parking on both sides of the road with safe entry and exit for the private parking areas. Including contingencies of $4,000 the total estimated cost is approximately $48,000. As previously reported the project is to be funded from the subsidised Minor Improvements budget.
Puke Road Footpath Improvements
This project provides connectivity for pedestrians accessing the CBD from the northern end of Paeroa. The construction will provide defined footpaths and entrances and provide a safe crossing point across the highway adjacent to Jokers Café. The estimated cost is $66,000 including a $5,000 contingency amount. The project funding is provided through the HDC Walking and Cycling Strategy within the subsidised Minor Improvement budget.
THAT the report be received, and
THAT approval be given for the construction of the Rotokohu Road Safety Improvements in the sum of $48,000, and
THAT approval be given for the construction of Puke Road Footpath Improvements in the sum of $66,000, and
THAT both projects be funded from the Subsidised Minor Improvement budget.

Julie Stephenson was in attendance to update the members on the activities and upcoming events in the Paeroa Ward.
