Railway Reserve Skatepark

The Community Development Officer advised that three lamp standards were installed late last month. The lights are connected to a timer switch set to power them on from 7pm to 5am every day.

A separate lamp standard has been installed for the security camera. Two additional lamp standards were also installed near the playgrounds.

Paeroa Memorial Hall

The Community Facilities Manager is investigating winders for the curtains. This project is to be completed before the end of this financial year.


Hutchinson Reserve Development – Concept Plan

The concept plan for the reserve is about to be started. Cr Thorp advised that the Paeroa Lions Club have offered to assist with this project including the concept plan stage.


Paeroa Town Entrance Beautification

Beautification work has started with the Criterion Bridge entrance being cleared and once the weather is right replacement trees will be planted. It was suggested that the periodic detention workers could be utilised for this project.


Installation of Water Feature Sculpture – Railway Reserve

Cr Bubb raised concern that the water feature sculpture project in Railway Reserve had not been completed. To further the project, it was requested that Community Services staff meet with Councils Construction and Maintenance Unit to finalise the cost for the installation of the sculpture and surrounding hard landscaping.


CBD Pavement Sweeping Update

Staff updated the Committee with the sweeping schedules and run times provisionally set for Paeroa and sought feedback with regards to the service that has been provided to date.

The members gave positive feedback on the quality of the sweeping they had seen in the Paeroa Main Street.


Pool Update

The Parks and Reserves Manager tabled pool usage statistics from 10 November to 10 March 2012/13 and presented an update on the operation of the pool over the season.

Council determined in the 2012-22 LTP that the pool season would be reduced this year. Staff through consultation with users, ensured that the shortened season would best suit the users and that the pool would be staffed appropriately. Any extension to this season would have proven to be significantly difficult to resource.

A request has been received from the Paeroa Swim Club asking that the season be extended due to the prolonged hot weather the country is experiencing.

It was agreed that due to Council being unable to secure lifeguards for this extended period, the pools season cannot be changed and the request be declined.

The members supported that options are considered to allow the pool season to be extended if hot weather persists in future.

RESOLVED

THAT staff provide a report to the next Ward meeting summarising the 2012/13 swimming pool season and provide options of greater flexibility to allow for seasonal changes in the future, and

THAT staff place an article in the HDC page of the local newspaper indicating that Council will be reviewing the operation of the pool for the swimming season.

Wharf Street Jetty – Working Party

At the February Ward Committee meeting, Crs Bubb and Milner were chosen as the Council representatives on the working party for this project. It was requested that the Committee also nominate two community members to be part of this working party.

THAT community member’s Gloria James and Gary Johansson are nominated as members of the working party for the Wharf Street project.

WATER RESTRICTION DISPENSATION FOR PAEROA DOMAIN (Cr Bubb/Cr Shepherd) (1032961) (27 KB) Adobe Acrobat PDF document

The Community Services Manager and Parks and Reserves Manager provided a report seeking dispensation to the current water restrictions in place so that staff can carry out irrigation on the Paeroa Domain fields.

RESOLVED

THAT the report be received, and

THAT Utilities staff develop a draft policy that gives guidance as to how Council irrigates its amenity plantings and sports turf  at different levels of Water Restrictions and bring this back to Council.

NETWORK SERVICES

The Roading Manager reported on a roading issue in the Paeroa Ward for the Committee’s consideration.

Concerns have been raised by businesses Coin Save, Paeroa and the Café and Bakery, Paeroa located at 134 to136 Normanby Road relating to the changes on the main street parking provisions. They have expressed their dissatisfaction of not receiving any written notice on the reduction of car parks in front of their shops.

The Roading Manager explained that the Main Street area (SH2 from Arney St to Victoria St) has remained unmarked for an extended period but was generally used as angle parking by the public. NZTA were consulted on the highway requirements and following several design iterations the plans were agreed between Council and NZTA. The parking configuration along the "Coin Save" frontage was designed for parallel parking because of the potential conflict of parked vehicles backing into the path of south bound vehicles from Arney Street and SH2 generally.

RESOLVED

THAT the report be received, and

THAT a letter of apology be sent to Coin Save Paeroa for the lack of written notification before the intended physical work was carried out, and

THAT the parallel parking remains as installed to mitigate the risk of crashes and possible injuries when angle parked vehicles are reversing into the live lane in the immediate vicinity of a major intersection.
