MINUTES OF A MEETING OF THE PAEROA WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 10 FEBRUARY 2015 COMMENCING AT 12.30PM

THAT the minutes of the meeting of the Paeroa Ward Committee held on Tuesday 9 December 2014 be confirmed and are a true and correct record.

MATTERS ARISING FROM THE MINUTES
Amendments to Schedule of Assets – Replacement and Depreciation
A correction to the schedule of assets was requested. It was agreed that the Paeroa Cemetery sexton shed is not replaced.
Letter in Response to Alli Mitchell – Paeroa Community Garden Project
The members referred to the presentation from Ms Alli Mitchell requesting support of the Ward Committee towards the establishment of a community garden in Paeroa. They requested that the Parks and Reserves Manager send a letter to Ms Alli Mitchell advising her that the Committee supports the initiative of establishing a community garden but suggested in the first instance, she seek the support of other members of the community to help drive this project to ensure it achieves its purpose.
Centennial Park Signs
A request was presented at the meeting held in December 2014 from the Paeroa Old Boys Rugby & Sports Club advising that they wish to upgrade the Centennial Park sign. They would like to be able to change the sign that is attached to their building to ‘Paeroa Old Boys’ to reflect the building is their club rooms. It was agreed that Cr Thorp and the Parks and Reserves Manager meet with the Rugby Club for further discussion on this matter.
Staff advised that they are still to meet with the Rugby Club.
The Community Services monthly report on activities for the months of December 2014/January 2015 was presented for the Committee’s consideration.
THAT the Community Services monthly report December 2014/January 2015 be received, and
THAT the correspondence from Paeroa Night Owls Community Patrol, Positive Paeroa Inc., Paeroa BMX Club Inc. and Paeroa Community Trust be received.

Paeroa Night Owls Community Patrol
The chairman for the patrol has written requesting a $500 grant for the extra fuel costs incurred to enable them to patrol designated hotspots in Paeroa and the Karangahake reserve during the day.
THAT $500.00 is granted the Paeroa Night Owls from the Paeroa Ward Discretionary Fund towards fuel costs incurred to enable them to patrol designated areas.

Positive Paeroa Inc
The town promoter has written requesting a $500 grant for the 12th annual ECHO Walking Festival programme.
THAT $500.00 is granted to Positive Paeroa Inc. from the Paeroa Ward Discretionary Fund towards the 12th Annual Echo Walking Festival programme.

Noted: Cr Adams abstained from voting on the motion.
Paeroa BMX Club Inc.
The Treasurer/track Manager for the club has written requesting assistance with the cost of developing the track and facilities.
The club plans to re-claim the western swamp area and need either a grant of $3,000 or for Council to provide the resources and labour to develop the area.
Staff are currently working with the club in obtaining a resource consent for the re-claiming activity.
It was suggested Mike Todd, Councils landscaping contractor, could assist the group with funding applications for this project.
THAT a grant of up to $1,000.00 is contributed to the Paeroa BMX Club Inc. from the Paeroa Ward Discretionary Fund towards the cost of resource consent for the reclaiming of the western swamp area as part of the development of BMX track and facilities, and
THAT Mike Todd be approached to assist the group in seeking funding assistance from an outside organisation.

Paeroa Community Trust
The Paeroa Community Trust has written seeking funding assistance of $500.00 towards the cost of hosting this year’s Waitangi Day event.
THAT $250.00 is granted from the Paeroa Ward Discretionary Fund towards the cost of hosting the 2015 Waitangi Day Event.

Social Initiatives Scoping Project
The Community Development Officer advised that Katy Hurd (ex Council Policy Analyst) will be undertaking this project on a part time basis.
WARD FUNDED PROJECTS
Karangahake Area Development
The Community Services Manager advised that recommendation will be presented to the Ward in March regarding the proposal for toilet facilities at the Karangahake Hall site.
Railway Reserve – BBQ
The Parks and Reserves Manager reported that the facility is receiving a high level of use.
Hauraki Rail Trail Pathway – to the rear of McDonalds
This project has been completed. Additional signage directing trail users of the new route has been ordered.
Rubbish Bin Trial
The Parks and Reserves Manager advised of the bin trial to investigate the potential savings Council can make in installing solar powered compactor bins.
Paeroa Domain Trees
The Parks and Reserves Manager reported on a recent walk through undertaken in the Domain to identify the condition of the trees. Two Bunya Bunya trees were identified as being in poor condition and are in decline. It was requested that the Ward Committee consider their removal.
Staff requested that the Ward Committee consider that a tree management plan on the Domain trees is completed to assist in maintaining the future health and preservation of all the trees in the Domain.
THAT the Ward Committee agrees to a tree management plan on the Domain trees being completed, and
THAT the two diseased Bunya Bunya trees are removed and that a suitable species of tree is planted in their place.

Hauraki Tigers Sports Rugby League Club
The Parks and Reserves Manager reported on a letter received from the Hauraki Tigers Club seeking a meeting with Council to discuss the club’s concerns around the use of the fields and the future direction of the club.
It was agreed that relevant staff, Crs Thorp, Adams and Milner meet with the club for these discussions.
THAT staff arrange a meeting with the Paeroa Ward Committee, relevant staff , Hauraki Tigers Sports Rugby League Club and Crs Milner, Thorp and Adams to work through and reach a long term agreement over the use of the fields and facilities.

Paeroa Road Reserve – Mowing
The Parks and Reserves Manager reported on a service request that had been received requesting Councils consideration to the mowing of an area of road reserve located at Corner of Corbett and Bradley Streets and Russell and Wood Streets.
THAT the Ward Committee declines the request for additional road berm mowing on the corner of Corbett and Bradley Streets and Russell and Wood Streets, Paeroa, and
THAT the Parks and Reserves Manager provides a report to the Ward Committee meeting in March on all urban berm areas currently being mown by Council.
