THAT the minutes of the meeting of the Plains Ward Committee held on Tuesday 13 March 2012 are confirmed and are a true and correct record.

MATTERS ARISING FROM THE MINUTES
Kaiaua Bowling Club Remedial Works
It was requested that it be confirmed where the funding is coming from for this project. The Chairperson stated she has been advised by the Community Services Manager that the balance of the Ward Community Facilities and Recreational and Development Fund is $240,000. The cost of the project is $14,000.
The Community Development Officer’s monthly report was presented for the Committee’s consideration.
THAT the Community Development monthly report be received.

Kaiaua School [868431, 873159]
The Principal of the primary school writes seeking financial assistance to help with the running costs for their swimming pool.
Under their previous Council – Franklin District Council – the school had a funding agreement that expires this (2011/2012) term. A copy of the agreement was attached.
The Principal advises that swimming instructions are taking place after school for members of the community including some students.
The members requested clarification on/if there is a policy on funding rural school pools and what are the implications of this process.
THAT the letter from Kaiaua School be received, and
THAT Community Services Manager provides a report to Council on the implications of funding of rural school pools.

Kaiaua Boating Club 
The Honorary Secretary for the club writes requesting assistance with the cost of dredging the
Channel the club and public use at their marina.
The club has paid for dredging channel and pontoon maintenance as well as public liability insurance since 1993 with funds from membership, marina use fees and various competitions.
THAT the letter from Kaiaua Boating Club be received, and
THAT Ward Committee contributes $1,000.00 to the Kaiaua Boating club from the Plains Ward Discretionary Fund.

Hauraki District’s pools have now closed for the season. Staff have scheduled a season debrief where operational staff and management can reflect on the seasons performance. Key points raised in this de-brief shall be reported in the next months Ward report.
Annual Plan Projects 2011/12
The Community Services Operations Manager took the members through the status of annual plan projects.
Beautification - Ngatea Main Street Gardens
Staff advised that $5,000.00 has been allocated in the 2011/12 for this project. The Chairperson requested that this funding be put towards the renovation of the pedestrian centre gardens in accordance with the Main Street garden plan agreed to.
Ray’s Rest Reserve
Staff advised that the bollards and chain that were installed at the southern end of Rays Rest to stop people camping at the front of the bird sanctuary area have been removed again. Staff is acting on information received with regards to this and the matter may be referred to the police.
Further discussion was held of how to address this ongoing problem of the bollards being removed at the location.
It was suggested staff investigate the issue of who is removing the bollards with a view to talking with them to see if a resolution can be reached.
Agreement was reached that Cr Leonard contact the Campervan Association to seek feedback from them if they consider a ‘turn around’ area is required by their members as presently they may be using the restricted area as a turnaround.
To address the issue of people camping in the restricted area by the bird sanctuary, it was requested that staff erect more direct signage stating ‘Camping is Prohibited’ at the southern end of Ray’s Rest at the location of the bird sanctuary informing the public that this a protected area and provide the reasons why.
THAT the Cr Leonard speak with the Campervan Association to seek feedback from them if the consider a ‘turn around’ area is required by their members, and

THAT staff act on information received as regards to the ongoing issue of the bollards being removed.

Following the Ward Committee’s decision to request that local trade’s people complete the work within a confirmed time period; staff has received a response from one of the contractors who has provided a quote that he can complete the work by the end of May 2012. A third quote has been received which did not provide a great deal of detail.
THAT Cr Leonard is delegated to work with staff on awarding the contract to the preferred contractor.
