CONFIRMATION OF MINUTES
THAT the minutes of the meeting of the Waihi Ward Committee held on Tuesday 13 November 2012 are confirmed and are a true and correct record.

The Community Development Officer’s monthly report was presented for the Committee’s consideration.

Requests for Financial Assistance [CDV-30-100]
Shona Laing 
Ms Laing, a singer/songwriter and resident of Waihi has written inviting Council to sponsor the cost of recording a song on a new album marking the 40th anniversary of her first single "1905". The cost of recording a song is $850 and for that contribution Council will receive invaluable exposure and advertising.
Ms. Laing has worked as a mentor in high schools through the NZ Music Commission and Books in Homes, has compiled the soundtrack for the Waihi Wearable Arts, judged talent quests and participated in many fundraisers. She has found that a lot of raw talent in the Waihi area are lacking guidance in performance and pursuing the possibilities music offers not just as a profession but also as a means to enhance the general well being of the community.
The completion of this new "Songs Album" would put Ms Laing in a better position to follow through with the challenge of mentoring young Waihi musicians.
THAT the correspondence from Shona Laing be received, and
THAT the Waihi Ward Committee grants $200.00 to Shona Laing in support of her completion of this new "Songs Album" to assist with mentoring young Waihi musicians.

ECHO Walking Festival Committee 
A representative for the Enjoy Connecting Hills and Oceans committee has written seeking support for the 2013 festival to be held during the first school holidays. The committee requests $750 that will go towards brochure printing costs.
The Committee is planning to promote active healthy lifestyles with the emphasis on showcasing and enjoying some of the region’s most beautiful natural landscapes. The festival will also include cycling options.
THAT the correspondence from the ECHO Walking Festival Committee be received, and
THAT $500.00 is granted to the ECHO Walking Festival Committee in support of brochure printing costs promoting the festival.

There are two units available in Waihi. Staff asked the members to seek feedback from the community of anyone requiring a unit.
Letter of Appreciation – Whiritoa Community
A letter was presented from Gerry Davis thanking Council for the support they have provided to the Whiritoa Community over the year.
CBD Pavement Sweeping Update
The Operations Manager – Assets advised that he had during the week of the 26th November, organised a demonstration of a sweeper unit in Paeroa. The results were very favorable in terms of performance and price of the prospective machine.
Councillors will be advised of a start date for the pavement sweeping programme prior to the end of December 2012.
Freedom Camping Bylaw – Restricted Areas
The Community Services Manager asked the Committee to nominate two Ward members to work with the Community Services Department in identifying a list of restricted areas where freedom camping should be prohibited and to formulate reasons for their restriction.
THAT Councillors Max McLean and Ashley Tubman be appointed to work with Community Services staff in identifying a list of restricted areas where freedom camping should be prohibited including the reason for their restriction.

Waihi Vision Trust
The Committee asked that a public meeting is called to receive nominations and appoint up to four community representatives to the Waihi community Vision Trust. The meeting is to be in February.
The Roading Manager reported on the funding available for the new kerbing and channelling in Martin Road, Waihi and the replacement kerb and channelling for the shop frontage of Beds ‘R’ Us along SH2 Waihi to proceed.
THAT the report be received, and
THAT approval be given to transfer $45,000 from the New Footpath budget to fund the additional cost for the Martin Road New kerb and channelling, and, the Beds ‘R’ Us Replacement kerb and channelling as detailed.

WAIHI WARD ESTIMATES – THIRD CONSIDERATION FOR 2013/14 ANNUAL PLAN (993013, 994969)
The Community Services Manager presented the third version of the Ward estimates for final amendment prior to inclusion in the Draft Annual Plan.

Black bridge – will need to carry over to 2013/14 if not completed in the 2012/13 year
Should Black Bridge be funded by the District rather than the Ward, as it is a bridge for the cycleway?
The Chairperson wished the Councillors and staff a happy Christmas and New Year.
