MINUTES OF A MEETING OF THE PLAINS WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 14 DECEMBER 2010 COMMENCING AT 9.00 AM

NETWORK SERVICES

A report from the Roading Manager and District Engineer was presented which sought the Committee’s consideration of roading projects within the Plains area. Ms Janet Stuart Operations Engineer from OPUS was in attendance to assist with the consideration of the proposed projects.

Request for Tourist Signage – Miranda Road and East Coast Road (Appendix A)

The Miranda Shore Bird Centre has been in operation for 20 years and attracts eighteen thousand visitors a year. They are a charitable organisation which provides an attraction to the district free of charge with donations gratefully received.

The application appears to comply with the Tourism requirements and the technical requirements of Councils Signage policy.

The signage is to read "Miranda Shorebird Centre 3 km" and would incur an installation cost of approximately $350 to $400. The funding of this work can be provided by the Traffic Services Renewal portion of the Roading budget.

RESOLVED

THAT that the request for Tourist Signage as detailed be approved, and that an additional installation outside the entrance of the Shorebird Centre also be approved.

Pipiroa Road Kerb and Channel (Appendix B)

This project involves the provision of new Kerb and Channel and new Parking facilities that are shown on the attached drawings. The project will also deal with storm water drainage problems inherent at this location.

The project estimate is $135,000 of which approximately 50% can be funded from the District Kerb &Channel budget and the remaining $62,000 provided from the Ward unallocated Capital Projects budget of $52,000 with the residual $10,000 being available from unexpended funds approved for the 2009/10 year.

RESOLVED

THAT approval be given for the Pipiroa Road Kerb and Channel and Parking Improvements to proceed to construction.

Walking and Cycling Projects (Appendix C)

The projects relating to the Plains Ward have been checked on site by Ward Committee members. Recommended alterations to the design drawings have been considered and the appropriate changes made. The drawings were resubmitted for final review as listed below:

Turua Hall Footpath and Parking Improvements, estimated cost $ 7,500

Hauraki Road Pedestrian Refuge adjacent existing toilet facilities $18,850

*Kaihere Road Pedestrian sight rail near Benner Drive $1,580

Total $27,930

The District Engineer was requested to investigate lower cost alternatives for the Kaihere Road Pedestrian sight rail near Benner Drive. Approval was given for the implementation of a suitable alternative with maximum cost of $500.

RESOLVED

THAT approval is given for the Walking and Cycling year one projects to proceed to construction with a limitation of $500.00 on the Kaihere Road Pedestrian sight rail near Benner Drive.

REQUESTS FOR FINANCIAL ASSISTANCE

A letter from the Principal of the school on behalf of their Board of Trustees has been received. The Principal advises that they have recently redeveloped office spaces as a staff development room and a computer suite for students to work in. The school proposes to make the computer suite available as a community resource.

To fully resource the suite, a further 6 machines at a cost of $1,000 each is required. The writer asks if the Ward would make a donation towards the purchase of the additional computers.

RESOLVED

THAT $500.00 is granted to the Kaihere School towards the purchase of additional computers, and

THAT a letter be sent to the school emphasising to them that the funding is granted on the proviso that the computer suite is for community use also.

A letter from two Year 13 students of the Hauraki Plains College has been received.

Ellen and Brianna-Rose advise that they have been selected to represent the College on a Voluntary Services Overseas trip to Cambodia this month. With the cost for the opportunity being $5,245 each they have been busy fundraising.

The writers ask for any financial assistance that can be offered.

RESOLVED

THAT $150.00 is granted individually to Ellen Main and Brianna-Rose Clark of Hauraki Plains College in support of their Voluntary Services Overseas trip to Cambodia.

RESOLVED

THAT $10,000 is granted to the Turua Hall and Domain Committee in support of upgrading the hall from the Community Facilities and Development Fund, and

THAT it be recommended to the Turua Hall & Domain Committee that they increase their Turua Hall community of benefit levies to $22.00.

The Secretary for the Committee advises that they used the Ngatea War Memorial Hall for a school fund raising gala during 3,4,5 November 2009.

They ask that the Ward Committee ‘waive’ the hall hire cost of $185.00.

THAT the request be declined due to the lateness of the request, and

THAT the Kaihere Home and School Committee be advised that waiver of hall hire fees must be applied for prior to the event.

PARKS AND RESERVES

There has been a request for the removal of the Melia trees in the main street of Ngatea. The resident has complained that the pollen from these trees is causing allergies for some members of the community. The service request from the resident was attached.

It was suggested that the Parks and Reserves Manager investigate if there is general information available concerning allergies relating to the Melia species and advise the Committee of what/if some further action is required.

STRATEGIC PLANNING

PLAINS WARD WORKSHOP DISCUSSION ON PROJECTS FOR CONSIDERATION IN THE ANNUAL PLAN 2011/12 (All Councillors) (673206) (27 KB) Adobe Acrobat PDF document

A report from the Chief Executive was presented regarding proposed projects for discussion for the Annual Plan 2011/12.

The report provided the Plains Ward Capital Works Programme approved through the Long Term Plan 2011/12.

A list of proposed projects earmarked for inclusion in the 2011/12 year that were discussed at an informal meeting of the Ward was listed as follows:

  • Upgrade of kitchen of Ngatea Memorial Hall
  • Toilets in Settlers Park Facility
  • Upgrade Ngatea Street Gardens
  • Bring forward construction of Ngatea Hall East Car Park
  • Install picnic tables at Kaihere, Kaiaua and Mangatarata
  • Evaluate the drainage of HH #2 Domain Rugby field
  • Evaluate Cooks Landing Memorial Site development
  • Kerepehi Playground – upgrading equipment to $10,000
  • Rays Rest Picnic tables
  • Upgrade Oyster Catcher reserve – Kaiaua
  • Upgrade Turua Playground 

 
GENERAL BUSINESS


Kaiaua Compass

Cr Leonard advised she has received a request from the local residents involved in producing the ‘Kaiaua Compass’ a local community paper asking if the Ward members would contribute to the paper on a monthly basis.

After discussion, the members agreed that Committee members would contribute to the paper and that Cr Leonard would contribute to next edition of the paper. The Mayor requested all submissions be sent to his office for editing prior to release.

Painting of Extended Boundary Fence between Pensioner Flats and Church House - Kaihere Road

Cr Leonard advised that the Church of England which owns the house beside the pensioner flats on Kaihere Road would like the extended boundary fence between the properties painted.

It was agreed that Cr Leonard and Cr Gordon arrange a meeting with the church representatives to discuss the painting of the extended fence.

The meeting closed at 11.45am
