MINUTES OF A MEETING OF THE PLAINS WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 14 FEBRUARY 2012 COMMENCING AT 9.00 AM

MATTERS ARISING FROM THE MINUTES


Turua Playground and Jetty – Ramp Repair

The Committee was advised that if Mr Chris Baker is unable to carry out the work, staff seeks an alternative contractor. It was requested that staff advise the members at the next meeting of who the alternative contractor is including details of their costs to carry out the repair work. It was also requested that staff communicate with Councils Technical Services Department asking that they inspect the safety of the structure and submit a report to the Community Services Department as to what work is required to meet the safety requirements for the structure.

In response to a question on whether funding is available in the Long Term Plan for this work, it was advised that funding is available in the LTP for the maintenance of the pontoons.


Request for Financial Assistance: Hauraki North Rugby Club (832642)

Further to the request received from the Hauraki North Rugby Club requiring from Council funding for the poles and footings and assistance with consents, it was asked how they intend to source the balance of funding towards the project.

The representatives of the club will present a business case to the Ward Committee on how they intend to source the balance of funding towards the project.

Community Services staff are currently working with the Rugby Club in regards to the resource application requirements.

MATTERS ARISING FROM THE MINUTES

2012-22 LONG TERM – PLAINS WARD ESTIMATES - ROADING

In reviewing the Roading estimates for the LTP 2012-22, the members reviewed the priority of the footpath renewal, new footpath and kerb and channel programmes.

  • Kaihere Road – kerb and channel to be moved to (LTP - 2013/14). Mowing safety concerns needs addressing as a priority.
  • Piako Road – kerb and channel from Hauraki Road on south side of Piako Road down to Raupoiti Street (LTP - 2014/15) and new footpath within next 10 years (LTP - 2017/18).
  • River Road – kerb and channel on stopbank side of the road (2017 onwards).
  • Bagnall Square – new footpath – leave out and review in the next three years.

RESOLVED

THAT the additional projects to the roading programme as discussed be accepted and included in the Long Term Plan 2012-22.

Ngatea Memorial Hall - Hours of Use

It was requested that staff add in the number of hours and number of bookings into the information on the hall usage graph and a comparison is shown with the previous year. It was also requested that the ‘Ngatea Reserve Bookings’ be changed to ‘Plains Reserve Bookings’.


Turua Toilets

Cr Gordon stated he will follow up regarding the construction of a car park and footpath with the District Engineer.


Kaiaua Toilets

A discussion was held regarding the repaint of the Kaiaua toilet block. A member raised their concern that the budget for this project was high and suggested that the Kaiaua Boating Club or another local community group may be interested in taking on the repaint of the toilets as a fundraiser.

It was agreed that the Community Services Manager seek a firm quote from a painting contractor for this work and report back to the Ward at the next meeting.

It was also suggested that Councils Technical Services Department investigate the water tightness of the septic system due to concerns raised about its condition.


Ngatea War Memorial Hall – Kitchen Upgrade

Cr Leonard requested that an on-site meeting be held with all members of the Ward Committee and the Community Facilities Manager to look at this project as soon as possible.

Cr Gordon also requested that the Committee and staff look at construction and location of ramps to the hall entrances.


Additional Projects


Kaiaua Bowling Club Remedial Works

Staff reported that the works are completed at the Kaiaua Bowling Club that included the filling and grassing of an asphalt bowling green and drainage works. Staff requested the Committees consideration to where this unbudgeted works may be funded from.

Following discussion, it was suggested that funding to complete this project be funded from the Community Facilities and Recreational Development Fund.

RESOLVED

Staff investigates the options of funding for this project from the Community Facilities and Recreational Development Fund and reports back to the Ward Committtee.
