MINUTES OF A MEETING OF THE WAIHI WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 9 FEBRUARY 2010 COMMENCING AT 2.30 PM

Pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the Chairperson called for late items to be accepted.

The item was not on the agenda because the item was unavailable at the time of the agenda deadline.
Discussion on the item could not be delayed because the minutes of the meeting required the consideration on of the Ward Committee as soon as practicable.

CONFIRMATION OF MINUTES
THAT the minutes of the meeting of the Waihi Ward Committee held on Tuesday 8 December 2009 are confirmed and are a true and correct record.

The Community Services monthly report on activities was presented for the Committee’s consideration.
THAT the Community Services monthly report be received.

REQUESTS FOR FINANCIAL ASSISTANCE
Salvation Army Waihi Corp 
The Captain for the Corps writes advising that a great deal of merchandise that is given to them to on-sell for their funds is unsuitable for sale and has to be dumped. They seek a grant to cover the cost of the refuse fees.
The Chairperson suggested that funding assistance towards the cost of refuse fees be reconsidered in July 2010 when more community assistance funding has been allocated.

Morgan Park – Netball Courts
A meeting was held with the Waihi Ward Chairperson, Parks and Reserves Manager, Construction and Business Unit Manager and netball members prior to Christmas to discuss the best options available to reinstate the No. 3 netball court to a playable condition.
Mrs Jennifer Chappell, the representative from the Waihi Netball Association was in attendance and provided feedback to the options proposed.
There were three options discussed.
It was agreed that the option of installing an additional court was preferred. Court 3 be abandoned, Courts 1, 2 and 4 be resurfaced and an additional court be installed at a lower level to the east of the existing courts.
It was requested that the funding allocated of $41,000 for the resurfacing of Courts 1 and 2 for 2010-2011 be brought forward to 2009/2010.
The estimated cost for the construction of this new court was $79,910.
THAT Court 3 is abandoned, Courts 1, 2 and 4 be resurfaced and an additional court be constructed at the lower level to the east of the existing courts at an estimated cost of $79,910 to be funded from the Waihi Community Facilities & Recreational Development Fund.

Submissions - Annual Plan 2009/10
Three submissions were received to the Councils Annual Plan following the 2009/10 consultation process.
The Ward Committees consideration of these submissions was requested.
Go Waihi - Request for Community Notice Board
The submitter has requested that a notice board be installed at Waihi to display notice of community events etc.
While there has been money budgeted for directional signage, there is no budget for a community notice board.
The members considered that a community board was not necessary and recommended the request be declined.
THAT the request be declined and Go Waihi be notified of this decision.
WWC10/06 Tregidga/Hayden CARRIED
Len Kneebone - Request for Handrail at Pump House
The submitter has requested that a handrail be installed in the centre of the lower set of steps on the path that goes from the Millennium Wall up to the Pump House.
As this path has regular use, it would be safer that a handrail be installed in the centre.
It was agreed that the Parks and Reserves Manager seek costs to install a handrail in the section of the steps where there is currently no hand rail.
Don Wallis - Request for fence at Rocket Park
The submitter has requested that a safety fence be installed on the Kenny Street side of Rocket Park as the road is becoming busier and the park is being utilised more.
Although, at present there is a post and rail fence with some plantings along it this would not prevent a child from accessing the road.
It was agreed that the installation of a ‘pool’ style fence would be appropriate for the location. It was requested that the Parks and Reserves Manager seek costs for this type of fencing and advise the Committee.
