MINUTES OF A MEETING OF THE PLAINS WARD COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 13 NOVEMBER 2012 COMMENCING AT 9.00 AM

Periodic Detention Service - Paeroa
Mr Noel Harrison (Senior Community Work Supervisor - Periodic Detention Service) and Ms Shiralee Sayer were in attendance and reported to the Committee on the work that the Periodic Detention Service undertakes working with offenders with the aim to reduce their reoffending.
Mr Harrison spoke of the projects the detention workers assist with throughout the district and neighbouring districts including the Hauraki Rail Trail, Conservation Department, local marae and non-profit organisations.
Mr Harrison spoke of his support that the service continue to liaise with Council regarding utilising periodic detention workers for painting over of graffiti and assisting with community projects.
The Community Services Manager commended the service in providing workers promptly and in an organised way. The assistance of the service provides an efficient outcome in completing projects.
Cr Leonard also thanked the service and commended them for their work with Council.
Mr Harrison presented the Ward Committee with a plaque from the Corrections Department to be placed on a completed community project the PD workers have assisted with.

MATTERS ARISING FROM THE MINUTES
A member raised his concern regarding the increase in the amount of crime recently experienced in Ngatea. He emphasised the need to complete the installation of the CCTV cameras at the Hugh Hayward Domain and Pioneer Park.
The Chairperson suggested that more liaisons with Police may assist in combating the level of crime in the area.
The Community Services Manager advised that the Community Services Operations Manager has set up regular monthly liaison meetings with the Police. Discussion from these meetings will be reported back to the Ward.
Staff thanked the members for their attendance on the tour of the Ward held last week.
Key points noted:
Council Chambers at Ngatea - freeing up windows upstairs. Property Manager is investigating freeing up windows.
Ngatea Memorial Hall – minor maintenance work required. Doors are being touched up with paint. Chemical cleaning of the building will be undertaken prior to Xmas.
It was commented that that there is a need to look at the process to ensure that completion of works to Council properties is dealt with faster. The Community Facilities Manager will follow up with the Property Manager.
Rubbish Bin at Dudding Reserve listed in budget. It was considered that as there is no bin there, it be removed from the budget.
Reduction in mowing at Pioneer Park - it was requested this area requires a better level of service as regards to the standard of mowing so it would require less mowing.
Patetonga Toilets – Cr Harris is liaising with the Patetonga community as to whether these toilets are needed. He will provide feedback next month.
Pipiroa Boat Club - Councillor Harris asked if any more information has been found out about the history of the Pipiroa Boat ramp. Councillor Leonard will approach a local family.
Kaiaua Public Meeting
The Councillors spoke of the public meeting held on 22nd October. The Community Services Manager had given a report on Council’s activities for the year. Questions asked were about rates and the format of the account, rubbish, land erosion and in particular issues with power outages. An opportunity was given for local community groups to speak about their activities. Positive feedback from the community was received as to the level of service.
The Community Development Officer’s monthly report was presented for the Committee’s consideration.

The Community Services Manager updated the members on the status of pensioner housing in Ngatea.
ANNUAL PLAN PROJECTS 2011-12 CARRIED FORWARD
Hugh Hayward Domain: Repaint the internal walls in the grandstand
Staffs awaiting the arrival of a cherry picker to undertake repaint to the grandstand.
ANNUAL PLAN PROJECTS 2012-13
Ngatea Pool Renewals
A member requested that a mirror be installed in the ladies rest room and toilet block.
Ngatea Town Gardens
The pedestrian gardens have been completed. A member noted that one garden kerb had not been painted. The Community Services Manager will attend to it.
Orchard Road Public Toilet Renewals
Staff advised that the replacement of partitions and minor renewals has been deferred until February 2013.
COMMUNITY SERVICES OPERATIONAL MANAGER REPORTS
Mechanical Kerb/Channel and Pavement Sweeping
The Community Services Operations Manager presented an update on the CBD pavement and channel sweeping servicing being introduced.
A discussion was held as regards the most suitable options to provide the service for pavement cleaning.
A member suggested Council consider a ‘shared’ use arrangement of pavement sweeping machinery with neighbouring Councils as an option.
The Operations Manager will investigate the most cost effective options which he will report back to the Ward in December.
PLAINS WARD ESTIMATES – SECOND CONSIDERATION FOR 2013/14 ANNUAL PLAN (981670, APPENDIX A: PLAINS WARD ESTIMATES, APPENDIX B: PLAINS WARD CAPITAL PROGRAMME)
The Community Services Manager presented a report regarding the second consideration of 2013/14 Ward Estimates.

The report provided feedback on the questions that members asked.
The Community Services Manager spoke on the recommended changes to the estimates.
There were no changes made to the estimates provided.
There was discussion over the $3,000 for Kaiaua stormwater. At this stage it will stay in however this will be reassessed at the next round of Ward estimates considerations.
In summary, the changes that were presented by staff for inclusion in this round of Ward estimates consideration that differed to the first round include:
- A new pool cover in 2013/14 at a cost of $30,000
- $8,000 of expenditure has been removed for 2013/14 for the Turua jetty
- The renewals of the Orchard Road toilets have been deferred one year to 2013/14
Staff are continuing work on reviewing the mowing schedule and on depreciation inclusions. These will be discussion at the December consideration of Ward estimates.
