Dog Control Act 1996

The Dog Control Act 1996 sets out the major rules and obligations for dog owners. Its intention is to ensure dogs are well cared for, that accidents, attacks and injuries to people, wildlife and other animals are minimised and that the potential for dog-related nuisance is reduced. It also sets out penalties for not complying with the Act.

Dog Control Policy

Our Dog Control Policy outlines where dogs must be on-leash and the location of dog exercise areas. It contains rules about our responsible owner licence scheme (which encourages responsible dog ownership) and policies about dangerous and menacing dogs. We also have a Dog Control Bylaw, which enables us to enforce rules about dog control.

Dog Control Bylaw

Our Dog Control Bylaw promotes the control of dogs in public places and on private property, to minimise danger, distress or nuisance caused by the keeping of dogs to the public. It should be read in conjunction with our Dog Control Policy.

Our bylaw contains rules around:

  • When dogs should be on their leash
  • Where and when dogs can be exercised off their leash
  • Places dogs aren’t allowed
  • Where you can take your dog on the Hauraki Rail Trail
  • Number of dogs allowed to be kept
  • Fencing requirements for dangerous dogs
  • Roaming, barking or howling dogs
  • Picking up your dog’s droppings
  • Impounding and neutering of dogs

Annual Report

Council is required to report annually to the Department of Internal Affairs on its administration and practices under the Dog Control Act. The report details what the Council has delivered in the past year and includes statistics such as the number of dogs in the District, complaint numbers and infringements issued.
