Notice of Application for Project Martha

The Hauraki District Council and Waikato Regional Council have received applications for resource consents from Oceana Gold (New Zealand) Limited.

The applications relate to a proposed underground mine in Waihi, and the remediation of the north and the reinstatement of access to the Martha Pit to allow mining in the pit (see the maps below). The proposal does not include new processing, conveying, or surplus rock and tailings storage facilities, and will use existing consented facilities.

Applications for district land use and subdivision consents are made to the Hauraki District Council. Applications for regional land use consent and permits to take, use, dam or divert water are made to the Waikato Regional Council, as are applications to discharge contaminants to the environment.

Further details are provided in the Assessment of Environmental Effects (which includes technical reports) and which forms part of the applications. The applicant has also prepared a summary of the Assessment of Environmental Effects and a copy of this summary can be obtained from Hauraki District Council or Waikato Regional Council.

The Hauraki District Council is project managing the processing and hearing of the applications. All submissions (including those on the application to Waikato Regional Council) should therefore be lodged with Hauraki District Council.

If a joint hearing is required then the applications will be jointly heard by Hauraki District Council and Waikato Regional Council who will delegate their respective functions, powers and duties to a panel of independent hearing commissioners to hear and decide the applications.

The detailed Notices relating to the applications are set out below. Should you wish to make a submission on any or all of the applications, please ensure your submission is on the correct form (form 13). Separate submission forms on the applications to the Hauraki District Council and the Waikato Regional Council are available (refer to the Notices for details).

Hauraki District Council

Notification of applications for resource consents under Section 95A of the Resource Management Act 1991.

Hauraki District Council has received applications from Oceana Gold (New Zealand) Limited for resource consent to:

  • Establish and operate the Martha Underground Mine.
  • Use and store hazardous substances in the Martha Underground Mine.
  • Use, maintain and rehabilitate existing and consented underground facilities and infrastructure outside of the Martha Underground Mine (e.g. existing underground portals, access drives, ventilation shafts, etc.).
  • Remedy the failure of the north wall including a small extension of the Martha Pit (known as the Martha Phase 4 Cutback).
  • Undertake a subdivision to accommodate the realignment of Bulltown and Cambridge Roads.
  • Use of the stockpiles at the Favona Portal and Polishing Pond for the temporary stockpiling of ore and rock, and for the temporary stockpiling of imported crushed rock.
  • Use of a concrete batching plant (previously authorised via the Correnso consent but not yet constructed).


Note: The following resource consent is being sought concurrently from the Waikato Regional Council for:

  • Dewatering of the pit and underground mine
  • Stockpiles and noise bunds
  • Vegetation removal
  • Earthworks
  • Filling of the pit lake with water post mining
  • Discharges to water
  • Pit lake outlet
  • Diversion of groundwater.

Decisions on the regional application will be made concurrently with the landuse and subdivision applications made to Hauraki District Council.

The applications include an Assessment of Environmental Effects.
